OUTCOME:

The Councilor for State Property and the Director of the Real Estate Directorate illustrated the positive outcome of the previous two tenders relating to the valorisation of the municipal real estate assets and the implementation prospects for the third tender, then answering the councillors' questions.

Joint Council Commission Control of Participatory Bodies Mobility, Environment, Greenery and Animals  (Chaired by Councilor Marco Bestetti and Councilor Carlo Monguzzi)
Agenda: ATM industrial plan; - Forecast 2021 and Budget 2022. The following will be present in the Commission:

  • the General Director of ATM, Dr. Arrigo Giana, 
  • the President of ATM, Dr. Gioia Maria Ghezzi

OUTCOME:

The session focused on the illustration of the strategic industrial development plan of the ATM Group, carried out by the General Director in the presence of the President of the company, the Councilor for Mobility and representatives of the main trade union organisations. The main strategic guidelines were examined, summarized in terms of operational efficiency, business expansion, and environmental sustainability. There was no lack of analysis on the valorisation of company skills and assets, as well as the main economic-financial indicators, as well as the expansion of smart mobility. The councilors present were able to ask their in-depth questions. At the end of the meeting, the two Presidents of the Joint Commission decided to call a next session to continue dealing with the issues that emerged from the debate, and at the same time allow a comprehensive response from the top management of ATM.â € ‹â €‹ â € ‹â €‹ â € ‹â €‹ â € ‹

Joint Council Commission House and Neighborhood Plan e  European Funds, PNRR, European and International Policies (Chaired by Councilor Federico Bottelli and Councilor Carmine Pacente)
Agenda: "Use of PNRR funds for general extraordinary maintenance, energy and plant requalification of the public housing complexes in via Rizzoli 13, 45, 73 and 87". Will participate:

  • Councilor Pierfrancesco Maran;
  • the Director of Management Franco Zinna.

OUTCOME:

The Councilor clarified that the Municipality of Milan has been recognized with a contribution of 20 million euros, allocated by the Government as part of the National Recovery and Resilience Plan, for redevelopment interventions on the public residential building complexes in via Rizzoli and for the safety of the Lambro river.
At the end of the illustration of the aforementioned interventions, a debate followed during which some Councilors expressed considerations and asked for clarifications to which a response was provided.

Joint Council Commission Olympics and Paralympics Milan Cortina 2026,  Urban Regeneration Sport, Tourism, Youth Policies and Wellbeing Policies (Chaired by Councilor Alessandro Giungi, Councilor Bruno Ceccarelli and Councilor Angelica Vasile)
Agenda:  "The state of the works in the Santa Giulia area in relation to the construction of the PalaItalia". They will speak:

OUTCOME:

The Managing Director of Risanamento spa illustrated the state of affairs of the land reclamation, where the Palaitalia will be built in the Santa Giulia district, which will be carried out in compliance with the timetable agreed with the Municipality. Instead, the Eventim Executive Vice President presented the first layouts of the sports hall which will be ready by mid-2025 so that it can be used for the 2026 Olympics. This will be a multifunctional structure capable of hosting shows and sports competitions of various disciplines in addition to those of ice such as, for example, volleyball with a maximum capacity of 16.000 spectators and accessible for disabled people at all levels. The Councilors asked for some information on the construction times, on the reclamation and on the other infrastructures and works that will have to be carried out in the neighbourhood. The Councilors for Urban Regeneration and Sport provided some clarifications and suggested dedicating further sessions to this topic to delve into the details of the project.

Joint Council Commission Budget and Real Estate  e Olympics and Paralympics Milan Cortina 2026 (Chaired by Councilor Simonetta D'Amico and Councilor Alessandro Giungi)
Agenda: RESOLUTION N. 65/2022 BUDGET DIRECTORATE AND PARTICIPATE "Winter Olympics Milan Cortina 2026 - Guidelines regarding the signing of agreements regarding the division of financial risks". They will be present:

  • Councilor Martina Riva,

  • the dr. Roberto Colangelo.

OUTCOME:

The Councilors illustrated the content of the measure, explaining the reasons that require it to be presented. They specify that for the IOC to pay advances on television rights for the 2026 Winter Olympic and Paralympic Games, it is necessary for the "Milan / Cortina Olympics Foundation" to set up a fund to cover the risks of lower revenue. In this sense, the members of the Foundation contribute jointly and severally with percentage shares. The Municipality of Milan must, therefore, contribute a portion of €50.000.000.
At the end of the illustration, the Presidents, having found no requests for clarification, declared provision No. 65 discussed and sent it to the Chamber for completion of the process.

Joint Council Commission Economic Development and Labor Policies e Security and Social Cohesion (Chaired by Councilor Mauro Orso and Councilor Michele Albiani)
Agenda: 1) “Amendment and integration of the regulation on the organization of offices and services of the municipality of Milan”; 2) “Local Police personnel hiring project”. Will participate:

  • Councilor Alessia Cappello;
  • Councilor Marco Granelli.

OUTCOME:

Councilors Cappello and Granelli presented the hiring plan for the Local Police workforce which will go from the current 2.812 police officers to 3.350 by April 2025 (historical maximum). This plan includes several competition notices, with extremely streamlined procedures, will ensure more patrols on the streets, even in the evening and at night and will guarantee greater safety and liveability for citizens. The resulting strengthening of the Local Police Force will also be achieved through the reduction of the age of the officers, organizational improvements, adequate technologies and training. Some Councilors have expressed doubts regarding both the insufficient number of neighborhood policemen and the number of patrols during the night hours.

Council Commission  Prisons Penalties and Restrictionsi Agenda: "Election of President and Vice President."

OUTCOME:

During the session, the President and Vice President of the Commission were elected. Valerio Pedroni as President and Daniele Nahum as Vice President were elected and, after the proclamation, they thanked their colleagues who spoke in their favor.

Council Commission European Funds PNRR European and International Policies  (Chaired by Councilor De Carmine Pacente)
Agenda: "The PNRR, local authorities and Milan: opportunities and possible critical issues". Prof. will be present at the hearing. Carlo Cottarelli, director of the Observatory on Italian public accounts.

OUTCOME:

The Director of the Observatory on Italian Public Accounts illustrated to the Commission the opportunities offered by the PNRR for Local Authorities. He therefore provided a response to the requests for information formulated by the Councilors regarding the need to modify the organizational structures and carry out reforms at an institutional level.

Joint Council Commission Equal Opportunities-Civil Rights e Economic Development and Labor Policies (Chaired by Councilor De Marchi Diana and Councilor Mauro Orso)
Agenda: "Presentation of the REGENERATIVE ENERGIES project, Working group for the development of good practices on gender equality." They will be present:

  • Dr. Sara Valaguzzi – University of Milan;
  • Dr. Silvia Brena – Communication Network;
  • Dr. Marilisa D'Amico – University of Milan;
  • Dr. Valeria Bucchetti – Polytechnic of Milan.

OUTCOME:

The guests illustrated the "Re-generative Energies" project carried out by the Milanese universities, which have formed a network by developing a detailed analysis and providing ideas to help the city address gender issues. They explained the working method adopted to start regenerative processes, networking the skills present in the city. They described the path that led to the identification of 5 matrices for 5 priorities that were described. The councilors expressed approval for the initiative and indicated some possible areas of intervention. The guests collected the ideas, declaring their willingness to continue the conversation. While the Councilor assured the support of the Administration to reach the drafting of a pact for work that contains concrete actions that can take inspiration from what is supported today, without forgetting that the needs are differentiated.
