Agenda: Inspection at the Carcano Theater. "Prospects for the reopening of the city with the new general director of the theatre”, Corso di Porta Romana, 63.

OUTCOME:

The councilors went to the Carcano Theater where they viewed the space and listened to what the President and General Director of the Theater expressed to them regarding the works planned to make the structure permeable to the city and adapt it to the needs of energy sustainability. They illustrated the artistic projects aimed at attracting young generations to the theatre. The Councilor and the Offices described the methods of financing the city's theaters and indicated possible lines of cultural development. While the councilors made suggestions and asked questions which were fully answered.

Agenda: Interim report by the Guarantor Francesco Maisto on the situation of people deprived of personal liberty.

OUTCOME:

The Guarantor of Rights for people deprived of liberty described the current situation of Lombard penal institutions, highlighting how the greatest criticality is represented by the serious lack of psychiatric assistance.
He emphasized the need for alternative measures to prison in response to overcrowding and the difficulty in applying social distancing measures linked to the Covid 19 pandemic. He also recalled the excessive duration of the renovation works on the Beccaria juvenile penal institution and provided data on prisoners engaged in work activities.
A debate followed during which some Councilors expressed considerations and formulated questions to which the Guarantor provided answers.

Agenda: 1) "Fight against tax evasion: illustration of the memorandum of understanding of the Municipality of Milan, the Revenue Agency and the Financial Police to identify major tax evaders". They will be present:

OUTCOME:

The Chief of Staff of the Lombardy Regional Command of the Guardia di Finanza and the Head of the Private Persons, Self-Employed Workers, Small Businesses and Non-Commercial Entities Sector of the Lombardy Region illustrated to the Commission the memorandum of understanding signed by the Municipality of Milan, the Revenue and Financial Police to identify major tax evaders. They therefore responded to the requests for information formulated by the Councilors regarding fictitious residences abroad, reports, databases and land registry reform. Subsequently, the Budget Councilor and the Director of the Specialized Collection and Collection Department illustrated provision no. 112-2022, which was declared discussed by the President to be submitted to the City Council for consideration.

Council Commission Civic Services, Relations with Municipalities, Digitalisation (Presided over by Councilor Pastorella Giulia)
Agenda: Digital innovation in the Municipality and in services: digitizing starting from needs.

Dr. Nasi from Bocconi University will be present.

OUTCOME:

The guest invited to report on digital innovation in the Municipality and in services, Associate Professor at the Department of Social and Political Sciences of Bocconi University, illustrated the state of the digital transformation of Public Administrations and in particular of the city of Milan. He also explored the correlation between objectives-needs-results and made some considerations for the evaluation of the action connected to the digital strategy. Requests for clarification on communication issues were made and the risk of social control through IT devices was highlighted.

Agenda: Presentation of the volume and the research: Milan Public Space, an evolving atlas of everyone's space. Will participate:

  • Dr. Lorenza Baroncelli, Artistic Director of the Triennale di Milano;
  • Dr. Simona Collarini, Director of the Urban Planning Department of the Municipality of Milan;
  • dr. Demetrio Scopelliti, director of Urban Planning, Territory and Public Space Amat.

OUTCOME:

The researchers, who created the volume "Milano Spazio Pubblico", illustrated their work aimed at investigating the city's public space, proposing a description and mapping as faithful as possible and above all, imagining a strategy for its future. We then continued with the Director of AMAT who presented the guidelines developed, in collaboration with the Municipal Administration, for the design of common spaces. These were considered as places with a pedestrian vocation, accessible to all, around which the city is built, where life manifests itself among the buildings, where individuals become groups and where being together forms citizenship, understood as a sense of belonging to a common good. The Councilors expressed their appreciation of the two presentations and suggested calling further sessions to obtain more details on both the research and the design of the common spaces.

Agenda: Approval of the MAYOR'S CABINET resolution - No. 336/2022 - Regulation on the guidelines and procedures for the appointment, designation and revocation of representatives of the Municipality at entities, companies, institutions and investee companies: amendment of the art . 14, containing "Transitional and final provisions", with the insertion of paragraph 2-bis.

OUTCOME:

With the help of the Deputy Chief of Staff of the Mayor, the content of Council Resolution no. was presented in detail. 336/2022 which refers to the introduction of a transitional rule in the Regulation on the guidelines of the procedures for the appointment, designation and revocation of representatives of the Municipality at entities, companies, institutions and investee companies. In essence, in consideration of the effects of the pandemic and epidemiological emergency, only for the year 2022, all appointments affecting the current year are not subject to the exclusion clause provided for those who have been appointed consecutively twice by the same body , in this case as representatives of the Municipality in investee companies.

Agenda: 'Environment Project' update to combat illegal waste dumping". Participants will be:

OUTCOME:

The Councilor for Mobility, the Councilor for the Environment and the Deputy Commander of the Municipal Police gave specifications relating to the "Environment Project" highlighting the main points; Since May 2019, a joint project involving the Local Police, the Green and Environment Directorate and AMSA has been active to combat the phenomenon of the storage and uncontrolled abandonment of waste. 19 camera traps were installed aimed at the areas particularly affected by the phenomenon of waste abandonment; Furthermore, other sources of information are also used, from cameras present in the area to images and videos sent by municipalities and citizens, to reconstruct the waste abandonment process and encourage the collection of useful material for investigation purposes. The Councilors asked questions on the merits which were given exhaustive answers.

Agenda:

1) Approval of Resolution No. 214/2022 - SOCIAL POLICIES DIRECTORATE - Acceptance with benefit of the inventory of Mr. EF's inheritance. The measure does not involve any expense.

2) "COMMUNITY HOMES: listening to experts on community welfare and promoting well-being". Will participate:

OUTCOME:

The Councilor illustrated the content of resolution no. 214. He then outlined the construction of Community Houses which must be designed in relation to the needs of the territory. The guests highlighted on the one hand the need for the creation of the Houses, which must be different from new clinics and become places where citizens can find multiple answers to health and social difficulties, on the other they indicated which services can be included , seeking an interaction between health, care and social aspects. The councilors intervened to support this vision by indicating other areas that could be developed in the Homes and outlined possible connections with other structures dedicated to health, such as pharmacies. At the end, the Vice President considered the examination of provision no. concluded. 214, which can now continue its process in the City Council.

Agenda: “The Conference on the Future of Europe and the Role of Big Cities”. The following will be present at the hearing: Diana Agosti, Head of the European Policies Department of the Presidency of the Council of Ministers and Francesco Tufarelli, General Manager at the Presidency of the Council.

OUTCOME:

The guests clarified that the Conference on the Future of Europe offers European citizens the opportunity, through a special multilingual digital platform, to intervene and record reflections and contributions on the European Union and its future. They also pointed out that a central role is expected for the younger generations and that the Conference will conclude on May 9th.
