Agenda: Resolution: N/1578-2022 Recognition of off-balance sheet debt pursuant to art. 194 – paragraph 1 – letter. a) Legislative Decree 267/2000 for the amount of €30.551,58 for the restitution, in favor of his heirs, of the sums paid by Mr. SG by way of construction contribution increased by the arrears, resulting from a building amnesty for the works illegally carried out in the property in via Meucci n. 55, in addition to legal interest equal to €7.583,41 for the total sum of €38.134,99, in compliance with sentence no. 528/2022 issued by the Lombardy TAR. The following were invited to the Commission's work:

  • the Director of the PGT and SUE Direct Implementation Specialist Directorate arch. Marco Porta;
  • the Director of the Urban Regeneration Directorate arch. Simona Collarini.

OUTCOME:

The Director of the PGT and SUE Direct Implementation Specialist Directorate illustrated provision no. 1578-2022. After which the President of the Commission declared the measure discussed, so that it can be submitted to the City Council for examination.

Agenda:

1) Reorganization and developments of the Technological and Digital Innovation Directorate. Director Guido Arnone will be present.

2)DEL. n. 1258/2022: Recognition of off-balance sheet debts, pursuant to art. 194, paragraph 1, letter. a), of Legislative Decree 267/2000, deriving from the payment of compensation for damages for civil liability of the Municipality of Milan, for causes followed by the State Property and Heritage Directorate according to the methods established by the Civil Liability towards Third Parties policy, following n. 6 executive judicial measures unfavorable to the Municipality for a total of €40.220,67.=. The measure involves expense.

OUTCOME:

The offices illustrated the contents, the organizational chart and the strategic objectives of the new Technology and Digital Innovation Directorate.
A debate followed during which some Councilors asked questions which were promptly answered.
The contents of resolution no. were also illustrated. 1258, pointing out that it concerns the recognition of off-balance sheet debts deriving from the payment of compensation for damages for civil liability of the Municipality of Milan following 6 sentences in which the municipal administration lost for a total of €. 40.220,67.
At the end of the illustration the President declared resolution no. discussed. 1258 which can be submitted to the City Council for examination.

Agenda:

  1. Situation of the former Crescenzago Town Hall in Piazza Costantino;
  2. Construction site in the Via Meucci/Adriano area.

OUTCOME:

The guests described the situation of the former Crescenzago Town Hall building and now home to 3 associations, retraced the stages that led to the current situation and complained how, despite the institutional steps also taken by the City Council, the alienation process was not be arrested. They argued that, in their opinion, the construction of a building in the Meucci / Adriano 1 area is in conflict with what was established by the outcome of the competition, held in 2000, for the construction of a square, therefore they ask that the Administration take action to block its construction. The Offices illustrated the PGT's forecast regarding the Meucci / Adriano area, also reading out what was decided by the Landscape Commission. The councilors intervened by highlighting the need to obtain more timely responses from the managements, absent due to concurrent commitments; they underlined that the problem is political, since the choice to include the Casa Crescenzago building in the Real Estate Fund 1 was political. The Presidents therefore decided to continue the session on another date in the presence of interlocutors who are currently absent.

Council Commission Institutional Affairs-Metropolitan City (Chaired by Councilor Enrico Fedrighini)
Agenda: "Continuation and update of the analysis on the effects and problems of ownership management of the individual real estate units of the Quartiere Triennale Ottava (QT8) in relation to the Monumental Constraint established by the Ministry and the subsequent sentence of annulment of the same constraint by the Lombardy TAR".

Operators from the real estate sector will participate in the work to illustrate new problems that have emerged in the neighborhood to the detriment of residents.

OUTCOME:

During the session, with the help of the Councilor for Urban Regeneration, the point was made about the landscape restriction placed on the QT8 district, against which the Municipality of Milan had presented an appeal to the TAR. In November 2021, the TAR ruled in favor of the Municipality on the cancellation of the restriction and considering that the Ministry did not appeal against this sentence by May 30th, it became enforceable. Given that there remains a certain resistance among notaries in not considering the buildings in the QT8 district as restricted when they are put up for sale, the President suggests asking the Ministry for a communication confirming the lifting of the restriction and following this with a meeting with the President of the Board of Notaries to clarify this issue.

Joint Council Commission Mobility, Environment, Greenery and Animals ed Education-Food Policy (Chaired by Councilor Carlo Monguzzi and Councilor Pontone Marzia)
Agenda: “Developments relating to the implementation of the contents of ODG n. 184 approved unanimously by the City Council on 9 May 2022, concerning: Promotion of renewable energy communities (CER) with solidarity purposes in municipally owned educational institutions". They will be present:

  • Councilor Elena Grandi;
  • the President of Municipality 8 Giulia Pelucchi;
  • the Director of the Pizzigoni Renovated School Anna Ferri;
  • Mauro Mussin;
  • the teacher Noemi Morrone.

OUTCOME:

The technical offices of the Municipality first described the main legislative and technical characteristics of the AUC (Collective Self-Consumption) and CER (Renewable Energy Community) realities, then listing the municipal buildings for which preliminary feasibility studies have already been carried out. The Director of the Rinnovata Pizzigoni School and her collaborators then described the CER project that they intend to carry forward. Finally, the offices responded to the questions posed by the Councilors on the topic.

Joint Council Commission Mobility, Environment, Greenery and Animals  e Control of Participatory Bodies  (Chaired by Councilor Carlo Monguzzi and Councilor Marco Bestetti)
Agenda: Presentation of the company Cap Holding SpA; 5) Industrial and sustainability plan 2022-2023 and analysis of the Company's economic data. They were invited to participate:

  • the Councilor for the Environment and Green, Elena Grandi,

  • the President of the Board of Directors of Cap Holding SpA and CEO, Dr. Alexander Russo.

OUTCOME:

The President of the Board of Directors of Cap Holding SpA and CEO illustrated the company's industrial plan to the Commission. He therefore provided a response to the requests for information formulated by the Councilors regarding the treatment of the Idroscalo water, integrated water service and sustainability.

Agenda: Presentation of the San Siro Area Studio. The following were invited to the Commission's work:

  • Pierfrancesco Maran, Councilor for Housing and Neighborhood Plan.


OUTCOME:

The Councilor for Urban Regeneration and the technicians of the relevant Directorate illustrated the San Siro area study (“San Siro Mosaic”). The area affected by the project includes Boscoincittà, the Trenno park, the Cave park, the popular blocks of Piazzale Selinunte, the racecourse, Monte Stella, the Meazza stadium, the Piazza d'Armi and the San Carlo hospital . The Plan pays particular attention to environmental and civic and social issues. Comments have been raised on the fate of the Meazza stadium, on the uncertainty surrounding the intentions of the two clubs in the city regarding the possible construction of the new facility and on the related works to deduct urbanization costs.

Agenda: “Return by M4 of the section covering Viale Argonne, Piazzale Susa and Corso Plebisciti (Argonne-Dateo station section) up to the Pratone problems".

OUTCOME:

The visit route, starting from Piazzale Susa, developed along Viale Argonne, Via Cardinale Mezzofanti and ended near the Forlanini railway station. During the journey, the resident citizens, including some representatives of the Argonne Susa, Grande Parco Forlanini and Pratone Committees, highlighted a series of anomalies and critical issues relating to the construction of the section of the M4 along the Dateo Argonne axis and put forward some proposals for edit.

Agenda: "Presentation of the Accoglimi Project" Participants:

OUTCOME:

Councilor Bertolè, the offices and associations involved illustrated in depth the AccogliMI Project which deals with the mental health of adolescents aged 14 to 19. They described the main actions, the offer, the operating methods, the times and the contact channels with the operators. The councilors shared the purpose of the project and invited us to keep the spotlight on youth hardship which is on the increase, also due to the pandemic; they also highlighted other aspects connected to the topic, inviting the Municipalities to be involved in the process started.

Joint Council Commission Control of Participatory Bodies   ed Education-Food Policy (Chaired by Councilor Marco Bestetti and Councilor Pontone Marzia)
Agenda: "Customer Satisfaction Presentation Milan Catering". They will be present:

  • the Deputy Mayor Anna Scavuzzo, with responsibility for Education and Food Policy,
  • the dr. Andrea Magarini, Director of the Education Department,
  • the dr. Bernardo Notarangelo, President of Milan Catering,
  • the dr. Dario Manuli, CRM Area Director,

OUTCOME:

The Deputy Mayor and the Offices illustrated the perceived quality of the school lunch service in 2021. She explained that 31 primary schools were involved and 3.168 questionnaires were administered to which 2.901 children responded, exceeding 90% of responses, the whose satisfaction with food exceeded 60%.
It also reported that 41.726 questionnaires were sent to parents, with a response rate of around 30%, who particularly expressed satisfaction with the 'Mid-Morning Fruit' project.
A debate followed during which some Councilors asked questions to which the Vice Mayor provided detailed answers.

Agenda: "WeMi Help Desk Project in Cascina Cuccagna". Will participate:

  • Director of the State Property and Heritage Department Area: MASSIMO MARZOLLA;
  • PO Milan Welfare Unit Reception: DALIA GAZZARRI;
  • President and Members of the Board of Directors of Cascina Cuccagna.

OUTCOME:

The representatives of the Cascina Cuccagna Consortium and those of the State Property Offices described the renovation works carried out by the Consortium, following the 2005 tender, as well as the first Social Report drawn up by the Consortium itself. The offices that deal with the city's WeMi spaces instead illustrated the methods for opening a new WeMi space at Cascina Cuccagna. The Councilors then visited the various spaces of the Farmhouse and took note of the activities that take place there.

Agenda: The work of Public Notice to support public administrators who are committed to promoting the culture of legality". For the association the following will be present:

  • the national coordinator, Pierpaolo Romani,
  • the regional coordinator, Fabio Bottero.

 

OUTCOME:

The speakers invited to the Commission provided specifications relating to "Public Notice", an association that supports public administrators who undertake to promote the culture of legality; the aim is to develop information, knowledge, training and exchange of good administrative practices initiatives, aimed at spreading the culture of public ethics and developing sensitivity towards the prevention and fight against mafias, corruption and any other crime connected to the activities illicit and criminal. The Councilors asked questions on the merits which were given exhaustive answers.

Agenda: "INSPECTION AT VIA LECCO AND VIE SURROUNDINGS TO CHECK THE SITUATION" The following will be present:

  • Councilor Alessia Cappello,
  • Councilor Marco Granelli.


OUTCOME:

The Councilors went to via Lecco where they met a committee of citizens who exposed the problems caused by the nightlife. In particular, they highlighted how at night it is impossible to pass through Via Lecco and the surrounding streets due to the gathering of people occupying the roadway, also making the transit of ambulances difficult in addition to the high noise given by the loud music and shouting. of the users of the premises located in these streets. The Councilors for Security and Commerce have assured their commitment to identify measures to respect the right to night rest of residents and at the same time allow traders to carry out their activities but in compliance with the rules and the Nightlife Protocol stipulated in the Prefecture .
