Council Commission Culture (Chaired by Councilor Costamagna Luca)
Agenda: "Inspection at the Shoah Memorial in Milan". The following were invited to the Commission:

OUTCOME:

The Councilors went to Piazza Edmond J. Saffra, 1 Milan to visit the Shoah Memorial. Here, accompanied by Foundation staff, they visited the facility, retracing the route followed by the deportees to board the railway carriages that would take them to the Nazi extermination camps. At the end of the tour, the library which collects archive material on the Shoah was presented and a short debate was held with the Councilors during which the best ways to support the Memorial and increase its visibility were evaluated.

Trijoint Council Commission Urban Regeneration, Sport-Tourism-Youth Policies-Policies for Wellbeing e Olympics-Paralympics Milan Cortina 2026, (Chaired by Councilor Ceccarelli Bruno, Councilor Vasile Angelica and Councilor Giungi Alessandro)
Agenda: Inspection at the Olympic and Paralympic Village in the former Porta Romana airport. They will be present:

  •  the representatives of the municipal administration,
  • Luca Mangia Fund Director Porta Romana Fund,
  • Anna di Gironimo COVIVIO Head of Development,
  • Alexandra Lupas Prada Group Corporate Projects Director.

OUTCOME:

The area, the subject of the visit, will be affected by an overall urban regeneration program which, once concluded, will see the creation of: the Olympic Village (in perspective, a permanent student residence); mixed construction, eco zones, central park, suspended forest, public squares, a railway underpass, equipped green areas, sustainable mobility systems, etc.. the Manager of the Porta Romana Fund responded satisfactorily to the objections and requests for clarification, formulated by the Councillors.

Agenda: FACILITY MANAGMENT DIRECTORATE resolution N-2028-2022: Recognition of off-balance sheet debts, pursuant to art. 194, paragraph 1, letter a), of Legislative Decree 267/2000 deriving from the payment of compensation for damages for civil liability of the Municipality of Milan, for causes followed by the State Property and Heritage Directorate according to the methods established by the liability policy Civil action against third parties, following n.m2 of executive judicial measures unfavorable to the Municipality for a total amount of €13.931,95.=. The measure involves expense. They will be present:

OUTCOME:

The Area Director of the State Property Directorate illustrated resolution no. 2028-22, relating to off-balance sheet debts deriving from judicial proceedings in which the Municipality was unsuccessful, then answering the President's questions. The latter, not recording any other interventions by the Councillors, declared resolution no. 2028.22 discussed, sending it to the Council debate.

Joint Council Commission Sport-Tourism-Youth Policies-Policies for Wellbeing e Olympics-Paralympics Milan Cortina 2026 (Chaired by Councilor Vasile Angelica and Councilor Giungi Alessandro)
Agenda:"Presentation of the Absolute World Fencing Championships Milano 2023". The following will be present:

  • Marco Fichera, President of the Organizing Committee of the Absolute World Fencing Championships Milano 2023;

OUTCOME:
The Councilor for Sport, the Vice President of CONI and the President of the Organizing Committee of the Absolute World Fencing Championships Milan 2023 reported to the Commission on the initiatives that have been organized for the holding of this important sporting event scheduled for next year. They therefore responded to the requests for information formulated by the Councilors regarding the public contribution that has been envisaged and the ways to make this important sporting event sustainable also from a mobility point of view.

Joint Council Commission Urban Regeneration e Mobility, Environment, Greenery and Animals (Chaired by Councilor Ceccarelli Bruno and Councilor Monguzzi Carlo)
Agenda: "San Leonardo Implementation Plan Situation". They will be present:

  • the Councilor for Urban Regeneration Giancarlo Tancredi,
  • the Popular Committee for the Defense of the Via Falck Forest.

OUTCOME:

The session focused on the presentation of the Masterplan of the urban project concerning the San Leonardo district by a representative of the designers, illustrating the conditions for the overall redevelopment of the area, responding to the demand for residence at controlled rents, as well as providing for the reclamation of the surrounding territory which will return a new centrality enriched with greenery and services. The Councilor for Urban Regeneration and the Resident Citizens' Committee were present and gave rise to a lively debate, at the end of which the Presidents of the two Commissions proposed a refresher in light of new data and a possible inspection of the neighbourhood.

Joint Council Commission House-Plan Neighborhoods, Urban Regeneration e Security and Social Cohesion (Chaired by Councilor Federico Bottelli, Councilor Bruno Ceccarelli and Councilor Albiani Michele)
Agenda: "Updates on the PINQUA San Siro and Niguarda projects. New scenarios and future developments". The following were invited to the Commission's work:

  • the Councilor for Housing and Neighborhood Plan Pierfrancesco Maran;
  • the Councilor for Urban Regeneration Giancarlo Tancredi;
  • the Security Councilor Marco Granelli.

OUTCOME:

Councilor Maran illustrated the proposals regarding PINQUA S. Siro and PINQUA Niguarda, specifying their contents and the actions of which they are composed, detailing some aspects regarding the redevelopment of ERP housing, those of public spaces. The councilors asked questions regarding some interventions, asking for information regarding compliance with deadlines and redevelopments. The Councilors provided answers to all of this for the parts within their competence.

OUTCOME:

The Director of the RSAs "Casa per Coniugi" and "Virgilio Ferrari" clarified that the dismissal procedure in question, initiated in the face of a significant decrease in guests within the two structures, has been overcome and that today the hiring of new staff. A debate followed during which the trade union organizations and some councilors highlighted some critical issues relating to the laundry service, maintenance and the duration of shifts. The Councilor underlined the interest and involvement of the Municipality of Milan and the commitment to sharing a process of revision of the RSA system.

Agenda: "Problems of acoustic impact connected to musical events in the “RIDE INTO THE CULTURE” space in Via Valenza, corner of Alzaia Naviglio Grande in Milan: update on the topic following the meetings and working groups organized." Will participate:

OUTCOME:

The manager of the area that hosted "Ride Milano" (an open-air place where events have taken place in the last three years, near the Porta Genova station), a representative of the inhabitants of the area and an official of the One-Stop Events Office , reflected with the President of the Institutional Affairs Commission on the results of a table that came into action last May, with the aim of deriving the acoustic problems that could have arisen in the summer period and which, thanks to the work of mutual listening and of dialogue generated by the table, did not occur. The work carried out, explained the President himself, will be useful in better defining the criteria for choosing the private operator that will be the winner of the Ferrovie dello Stato tender next October for the assignment of the area under management.

Agenda: Resolution N/2193-2022 – Recognition of off-balance sheet debt pursuant to art. 194, paragraph 1, letter. a), of Legislative Decree 267/2000 for the amount of €1.338,00 due as compensation for damages in favor of Mr. SS in addition to legal interest equal to €28,64 for the total sum of €1.366,64, 3901, in compliance with sentence no. 22/31, issued by the Justice of the Peace of Milan and filed on 05/2022/XNUMX. This resolution involves expense. The following were invited to the Commission's work:

  • the Councilor for Urban Regeneration Giancarlo Tancredi;
  • the Director of the Urban Regeneration Directorate arch. Simona Collarini;
  • the Director of the PGT and SUE Direct Implementation Specialist Directorate Arch. Marco Porta.

OUTCOME:

The Project Director illustrated the proposed resolution No. 2193-2022, relating to an off-balance sheet debt due as compensation for damages. The President, not registering requests for intervention, declared resolution No. 2193-2022 discussed, sending it to the council for debate.

Joint Council Commission Equal Opportunities-Civil Rights ed Education-Food Policy (Chaired by Councilor De Marchi Diana and Councilor Pontone Marzia)
Agenda: "Educational assistance 2022-23 in school and educational services". Will participate:

OUTCOME:

The Councilor for Education and Instruction presented the 2022/2023 educational assistance program (Educational Service, Educational Assistance and Public Transport) proposed to the city's schools by the Municipality of Milan. Critical issues were identified regarding the issue of educational continuity, the cases deserving of complete support, which are not guaranteed, the tenders for the services provided by the cooperatives and the related approved specifications. Furthermore, the lack of availability of educational staff and the tendency of those in charge in the cooperatives to opt for better paid employment opportunities were highlighted.
