Agenda: "Inspection at the Museum of the Twentieth Century". The Commission will be attended by:

  • Tommaso Sacchi, Councilor for Culture;
  • Marco Minoja, Culture Director;
  • Gianfranco Maraniello, Director of the Modern and Contemporary Art Museums Area.

 

OUTCOME:

The councilors visited the Museum of the 900th century and learned from the Councilor for Culture, the Director of the Museum and the Director of the Culture Area about the future plans for the Museum of the 900th century and for the other cultural and exhibition spaces of the city. The Museum of the 900th century, in particular, will double its exhibition area by annexing, via an aerial walkway, to the second Arengario present on Piazza del Duomo, next to the one where the inspection was held.

OUTCOME:

The representatives of the "Terzo Luogo" Foundation, which won the public tender of the Municipality of Milan for the valorisation of disused assets, illustrated the main aspects of the redevelopment project of the Cascina Case Nuove. Basically, it is planned to create a multimedia library, with an adjacent refreshment area, managed in collaboration with the Municipality of Milan, services for children, laboratory spaces for creativity, training and multipurpose activities for young people, adults and children.

Joint Council Commission Mobility, Environment, Greenery and Animals  e Civic Services, Relations with Municipalities, Digitalisation (Chaired by Councilor Monguzzi Carlo and Councilor Pastorella Giulia)
Agenda: MaaS (Mobility as a Service) guidelines and convention. He'll be there:

  • Councilor Arianna Censi,
  • Dr. Elena Sala, Director of the Public Transport, Sharing and Parking Area.

OUTCOME:

The Mobility Councilor, with the help of the Director of the Public Transport Area, presented MaaS (Mobility as a Service). This is a new mobility concept that involves the integration of multiple public and private transport services (for example e-bikes, buses, car sharing, trains, taxis, planes, scooters), accessible to the user through a single channel digital. These services operate through "digital intermediation platforms" which enable various functions - such as information, travel planning and booking, unified payment for services, post-trip operations - capable of responding in a personalized way to all mobility needs.
The objective is to facilitate, through digital services, access to transport modes even for the weakest sections of the population, ensuring greater accessibility, multimedia and sustainability of travel.
This project will be financed with resources from the PNRR.
The Councilors asked some questions which were promptly answered.

Joint Council Commission Mobility, Environment, Greenery and Animals e Control of Participatory Bodies   (Chaired by Councilor Carlo Monguzzi and Councilor Marco Bestetti)
Agenda: Water emergency and water management system in Milan by MM. Hearing of Dr. Andrea Aliscioni, Director of the Water Service Division of MM Spa

OUTCOME:

The Director of the Water Service Division and the Director of Aqueduct and Sewerage of MM Spa have clarified that the city of Milan is not in a water crisis thanks to the considerable availability of water that comes from the aquifer and which is not affected by annual changes in the short term. They also pointed out that the current water crisis is instead linked to a lack of flow in the surface water network, fed, in the Po Valley, by the system of large lakes whose hydrometric level is today below zero.
A debate followed during which some Councilors expressed considerations and formulated questions to which the guests provided answers.

Agenda: "Social and recreational initiatives and activities at the Temple of the Lost Future at the Steam Factory". Will participate:

  • President of the Temple of the Lost Future: TOMMASO DAPRI;
  • Vice President of the Temple of the Lost Future: ALESSANDRO VACCARI.

 

OUTCOME:

The Commission went to the Temple of the Lost Future in via Luigi Nono n. 7, to visit the spaces and to obtain further information on the social and recreational activities that are carried out.

Council Commission Urban Regeneration (Chaired by Councilor Ceccarelli Bruno)
Agenda: Presentation of the winning project of the international Magnifica Fabbrica competition. The following will participate in the Commission's work: Urban Regeneration Councilor Giancarlo Tancredi; The Director of the Urban Regeneration Directorate, Arch. Simona Collarini. A representative of the designers will also participate.

OUTCOME:

The Councilor for Urban Regeneration introduced the theme of the session which was the presentation of the project that won the international competition of the "Magnifica Fabbrica" ​​launched by the Municipality of Milan, a project that will see the birth of the headquarters of the new scenic laboratories of the Theater La Scala, or where the scenes and costumes for the performances of the operas will be created, and also where some rehearsals will take place, is therefore a place of great charm. Some representatives of the design team were present who illustrated the project itself in detail, taking into account its location within the Lambrate - Rubattino district, where the structures will actually be built. The councilors present asked some in-depth questions which were fully answered.

Joint Council Commission Active Mobility-Accessibility Council Subcommittee e  Security-Social Cohesion (Chaired by Councilor Mazzei Marco and Councilor Albiani Michele)
Agenda: Meeting with the Link/Superpedestrian company, a micromobility operator not yet present in Milan, which will present and allow you to test the new system for automatic correction of incorrect driving behaviour: against traffic, driving on the pavement, parking outside permitted areas. The meeting will take place in Piazza San Fedele to allow participants to try the scooters. They will be present:

OUTCOME:

The Councilor and the Offices illustrated in depth the Reaction Programme, a piece of territorial welfare, developed in 3 projects concentrated in 3 ERP districts. They highlighted the peculiarities of each of the projects and highlighted the involvement of the population who was reactivated on particular elements. The associations involved have highlighted specific aspects and invited the Administration to connect this Program with other activities already in place to strengthen the provision of community welfare.

Council Commission Education-Food Policy (Chaired by Councilor Pontone Marzia) 
Agenda: "Establishment of a school building subcommittee, in order to quickly prepare an extraordinary school plan, given the huge investments of the PNRR and the extraordinary powers given to the Mayor on the subject".

OUTCOME:

The President of the Education Commission illustrated the reasons why she did not consider the establishment of an Education Subcommittee necessary and Councilor Giovanati, on behalf of the Opposition, instead explained the reasons why she requested its establishment. At the end of the debate among the Councilors, the Opposition's proposal to create the Subcommission was put to the vote, with 11 Councilors voting against and 3 Councilors voting in favour, therefore the President declared that she will not proceed with the establishment of a School Building Subcommittee and closed the session.

Joint Council Commission Economic Development-Labour Policies e Subcommittee on Prisons Penalties Restrictions (Chaired by Councilor Mauro Orso and Councilor Pedroni Valerio)
Agenda: Vialedeimille Consortium inspection.

OUTCOME:

The VialeDeiMille Consortium, the subject of the inspection, is an organization that brings together three type B Social Cooperatives, as well as offering part of its exhibition space to the productions of other penal institutions in the national territory. It supports initiatives in collaboration with Municipality 3 and other entities in the neighborhood. It aims to offer a concrete opportunity for development to the prison economy and to the cooperatives that operate in prisons and promotes, through work, opportunities for redemption for prisoners or former prisoners. The Councilors proposed some observations which will be explored in depth during future Commission sessions.

Agenda: "Res. 1815-2022: Recognition of off-balance sheet debts, pursuant to art. 194 paragraph 1, letter A) of Legislative Decree 267/2000, deriving from the payment of legal expenses for executive judicial measures unfavorable sentences issued by the judicial authority against the Municipality of Milan in appeals against violations ascertained by the Local Police, by the voluntary ecological guards, by the Amsa ecological operators and other public inspectors, for a total of €7.071,55." OUTCOME:

The Director of the Sanctioning Procedures Area - Litigation Unit illustrated provision no. 1815-2022. After which the President of the Commission declared the measure discussed, so that it can be submitted to the City Council for examination.

Joint Council Commission Equal Opportunities-Civil Rights e Subcommittee on Prisons Penalties Restrictions (Chaired by Councilor De Marchi Diana and Councilor Pedroni Valerio)
Agenda:"Women Beyond the Walls".

OUTCOME:

The speakers invited to the Commission provided clarifications regarding the possible actions to be implemented in order to improve the condition of women in prison; a particular focus with respect to female detention was that inherent to the presence of prisoners with children in prisons. Furthermore, updates were provided regarding the "Women beyond the walls" project aimed at women and particularly vulnerable people, subjected to measures by the judicial authorities or at the end of their sentences, confined in the Bollate and San Vittore penitentiary institutions.
