OUTCOME:

The managers of a work cooperative that operates inside the Bollate prison first described its activity, then explained the difficulties that emerged when a large telecommunications company canceled an order, which represented the most of the prisoners' occupational activities. They explained that, with the intervention of the Superintendent of Prisons and the Guarantor for the Rights of Prisoners, it was possible to obtain an extension until the end of June of the initially suspended contract, for half of the inmates who were engaged in that work, while the others were relocated to other work areas. Other companies are being contacted to ensure that they have no redundancies by July 1st. A debate followed, which involved the Director of the Bollate Prison, the Guarantor for the Rights of Prisoners, the person responsible for the Municipal Work Management Office and the Councillors, at the end of which the desire to keep alive the attention, also at a political level, on the topic, above all because it has been demonstrated that training and preparation for a professionalizing job, inside the prison, statistically and drastically reduces the risk of resurgence in the crime in the prisoner, once released from prison. prison.

Agenda: Condominium libraries. Planning and connection with the neighborhood". Meeting point via Palmanova, 59. The following will be present at the Commission:

OUTCOME:

The Councilors went to via Palmanova, 59 where the Councilor for Culture presented the project relating to the Condominium Libraries, pointing out that the one visited was the twenty-first opened in the popular neighborhoods of the city. They are places where citizens can borrow books but also where there is sociality and assistance. These structures are managed by volunteers supported by the Library Area of ​​the Municipality of Milan and it is intended to further increase their number. The Commissioners expressed their appreciation for the project and offered their support for its implementation.

OUTCOME:

The offices and guests clarified that public debate is a process of information, participation and open discussion with which the public administration involves citizens in the initial phases of a major public work. They also clarified that collaboration agreements are agreements through which one or more active citizens and a public entity define the terms of collaboration for the care of tangible and intangible common goods.

The Commission went to Canottieri Milano to visit the various sports facilities: rowing gym, fitness area, swimming pool, tennis and basketball courts. The critical issues caused by the dry periods of the Naviglio were highlighted, as well as those caused by the pandemic. There were discussions about the intention to install a new pool cover, organize summer sports camps for children and build a second pool in the future.

OUTCOME:

The guests described the activities carried out by the Sports Federation of the Deaf and specified the problems that a deaf person encounters when practicing sports. They provided information regarding the next edition of the Deaflympics which will be held in Brazil from the 1st to the 15th. They detailed how the participation of the Italian delegation in the Olympic trip will be structured and highlighted the reasons why, so far, the Deaflympics have not been merged with the Paralympics. The reasons for holding the Olympics and Paralympics at the same time were analysed. The opportunity was highlighted that athletes, regardless of their disability, should be able to compete with each other and with "able-bodied" athletes. The councilors underlined the Municipality's willingness to offer support to the Federation and expressed the commitment to broadcast the Olympic Games on the Municipality's streaming channel.

The managers of AMAT (Environmental and Territory Mobility Agency) illustrated to those present the services carried out in support of the Municipality of Milan (planning, programming, design, management, monitoring and control) on the topics institutionally assigned to the Agency by the Administration. The data on the 2021 budget, those relating to the current year and the 2022/2024 forecast have been communicated. The problem of the possible overlap of tasks between it and some areas of the Municipality was raised and clarification was requested on the costs of external tasks. The lack of effectiveness in combating air pollution in the city was also highlighted.

The councilors present, in the presence of the Councilor for Economic Development and Labor Policies, contributed to the debate with reflections and proposals.

Agenda: Proposals and interventions to support the activities of Milanese Territorial General Practitioners. They were invited to participate:

OUTCOME:

The OMCeO representative and a general practitioner illustrated the difficulties that local medicine is encountering. In particular, they reported that young doctors do not want to carry out this function in the city due to the high rents and insufficient compensation given by the Lombardy Region. The Councillors, after having acknowledged the problematic situation of this professional category, decided to draw up a document containing proposals aimed at encouraging young doctors to carry out the local medicine service.
