OUTCOME:

"In the presence of the Councilor for Housing and Neighborhood Plan as well as the top managers of the administrative sectors involved, the new Housing Plan of the Municipality of Milan was illustrated. The presentation was accompanied by the comparison of data on the dynamics of housing demand and supply, accompanied by appropriate legislative references. The councilors were able to ask in-depth questions to which exhaustive answers were provided."

Joint Council Commission Institutional Affairs-Metropolitan City e Urban Regeneration (Chaired by Councilor Fedrighini Enrico and Councilor Ceccarelli Bruno)
Agenda: From the situation of the equestrian facilities subject to restrictions to the overall development of the San Siro area. Participants:

  • Edoardo Croci, National Vice President Italia Nostra and President Italia Nostra Milan,
  • Silvana Gabusi and Giuliana Filippazzi, President and Vice President of the San Siro Green Group Association.

OUTCOME:

The Presidents and the Councilor for Urban Regeneration discussed the topic of the overall vision of the area surrounding the "G.Meazza" stadium and the various interventions planned in the surrounding area. However, the debate subsequently moved on to the construction of the new stadium and, at the end, there were the conclusions of the two Presidents and the Councillor, which brought the discussion back on track with the agenda.

Council Commission Olympics-Paralympics Milan Cortina 2026 (Chaired by Councilor Giungi Alessandro)
Agenda: "Hearing of Dr. Diana Bianchedi, Games Project Director of the Milano Cortina 2026 Foundation and of Dr. Andrea Monti, Communications Director of the Milano Cortina 2026 Foundation".

OUTCOME:

Representatives of the Milano Cortina 2026 Foundation presented the path started for the organization of the sporting event which will end with the Winter Olympics scheduled for 2026 and all the collateral events aimed at promoting the event. Furthermore, the "Olympic spirit" which will characterize the carrying out of the planned sports competitions was fully illustrated. The Councilors expressed their satisfaction with the organization started and asked for some clarifications on which a prompt response was given. It is planned to organize other sessions at regular intervals to follow the evolution of the project.

Council Commission Mobility, Green Environment and Animals (Chaired by Councilor Carlo Monguzzi)
Agenda:

  • “Resolution n.3180-2021 having as its Object: Recognition of off-balance sheet debt pursuant to Art. 194, 1st paragraph, Letter A), Legislative Decree. 267/2000, deriving from the payment of the total sum of Euro 103.245,97.= in execution of sentence no. 8065/2021 of 05/10/2021 of the Court of Milan Civil Section 7, filed on 7.10.2021".
  •  Proposal to establish a subcommission on Active Mobility.

OUTCOME:

The President specified that resolution No. 3180, once approved, cannot be transmitted to the Council in this form, but will require a second rapid passage to the Commission when it will be rewritten and implemented by the Offices, with the structure unchanged. The offices then illustrated the provision, which is considered discussed in the absence of interventions by the councillors.
The councilors addressed the following item on the agenda, concerning the establishment of the Active Mobility Subcommittee, articulating their positions on the merits. At the end of the debate, the President, having found that the majority of the Commission expressed itself favorably and proposed to implement the competences also addressing the issue of Passive Mobility, invited the council groups to send to the Commissions Office the names of the commissioners who intend to make them part.

Council Commission Urban Regeneration (Chaired by Councilor Bruno Ceccarelli)
Agenda:  RESOLUTION N. 3653/2021 ONE-STOP CONSTRUCTION AREA Recognition of off-balance sheet debt pursuant to art. 194 – paragraph 1 – letter. a) Legislative Decree 267/2000 for the total amount of €39.883,51 due for the reimbursement of part of the increase in the construction contribution paid by Città Contemporanea spa in addition to the legal interest equal to €1.429,43 for the total sum of €41.312,94 in compliance with sentence no. 764/2017 issued by the Lombardy TAR. We inform you that the following will participate in the work of the Commission:

  • The Councilor for Urban Regeneration Giancarlo Tancredi
  • The Director of the Urban Planning Department, Arch. Simona Collarini 
  • The Director of the One Stop Shop for Construction Area Arch. Marco Porta

OUTCOME:

The Head of the One-Stop Shop for Construction illustrated resolution no. 3653-2021, explaining the terms and sentences that led the Administration to recognize an off-balance sheet debt to a private individual. At the end, not recording interventions from the councilors, the President declared resolution no. 3653 discussed.

Agenda: "Project lines for the implementation of community homes and hospitals in the ATS Milan area" Participants will be:

OUTCOME:

The General Director of ATS Milan illustrated the project on Community Homes and Hospitals to the Commission. It therefore provided a response to the requests for information formulated by the Councilors regarding the situation of the locations that have been identified, PNRR funding, mental health services, integration with the pharmacy network, local social services and the prevention and promotion of well-being area.

Council Commission  Education and Food Policy (Chaired by Councilor Pontone Marzia)
Agenda: "Update of childhood services 0-6" Will be present:

  • the Deputy Mayor Anna Scavuzzo, with responsibility for Education;
  • dr. Luigi Draisci, Director of Education;
  • Dr. Beatrice Arcari, Director of the Children's Services Area.

OUTCOME:

The Deputy Mayor and the Offices illustrated in depth the situation of the provision of services for children aged 0-6 years in the face of the situation of extension of the infections caused by the pandemic. They specified that it was necessary to suspend the after-school service, safeguarding the half-hour of before-school and half-hour of after-school hours. Furthermore, they reported that they do not know, given the current state of information, when the service will be able to resume. The councilors intervened by asking questions and indicating possible structural solutions in order to ensure compliance with the changed general conditions. The Deputy Mayor responded fully to the questions and provided further information, assuring that it will be up to her and the Education Directorate to restore the service in question as soon as conditions allow it again.

Council Commission Equal Opportunities-Civil Rights (Chaired by Councilor De Marchi Diana)
Agenda: "Presentation of Case Arcobaleno and Anti-discrimination Observatory." They will be present:

OUTCOME:

The Rainbow Houses, whose main aspects were illustrated by those responsible for the relevant project, are places intended to welcome victims of serious discrimination, based on gender identity and sexual orientation, in family contexts and beyond. There are two in the city (6 beds in total), they are financed to a large extent by the Municipality of Milan and partly by dedicated fundraising, they are reserved for residents and those who frequent the city and provide for a stay within them of approximately one year. It was also reported that the Association in charge of the project won the national tender for the financing of additional spaces intended for this purpose.
