OUTCOME:

The Head of the Support Department for Municipalities and European Policy Studies IFEL - Anci Foundation focused on the programmatic integration and complementarity of the interventions relating to the National Recovery and Resilience Plan (PNRR) and the 2021-2027 cohesion policy. He pointed out that the framework on which the PNRR is supported brings the resources available to 235 billion euros.

Agenda: “Update on the situation of Loggia dei Mercanti”. Present at the Commission will be:

OUTCOME:

The Commission discussed the state of decay of the Loggia dei Mercanti, often the subject of vandalism and the scene of fights between gangs of very young people. The Security Councilor guaranteed that a police presence has been foreseen; Furthermore, public lighting and the video surveillance system have been strengthened. The Commission discussed the idea of ​​installing a fence to secure the area. The need for a street education project for the very young people who find themselves in this place was identified, as well as the opportunity to promote and organize cultural events and activities in these spaces, to make citizens aware of the historical and symbolic importance of Merchants' Lodge.

OUTCOME:

The head of the ICAM (Attenuated Custody Institute for Inmate Mothers) and the Director of the S. Vittore Prison provided a detailed overview of this Institute, giving information on the number of guests, on the services provided by Archè within the structure and of the current problems. In particular, it was highlighted that the agreement for the use of the building, where the ICAM is located, is expiring and the renewal of the same by the Metropolitan City, owner of the premises, is awaited in order to proceed with the extraordinary maintenance of the spaces used by this service. The Councilor delegated for Labor and Social Policies of the Metropolitan City of Milan confirmed the institution's intention to renew the agreement. Then followed a debate among the Councilors on the most appropriate ways in which women who are pregnant or have small children can serve their sentences.

OUTCOME:

The Councilor and the Offices illustrated the situation regarding the requests received to install dehors and light structures from commercial businesses and underlined how it is necessary to proceed with a further 3-month extension for those who have positioned such structures, while at the same time a revision of the relevant Regulations will have to be made. The traders' representatives expressed what, in their opinion, the critical points are and what changes would be appropriate to make to the Regulation. The councilors spoke in favor of the need for a review of the Regulation and underlining on which points it would be preferable to intervene. The Offices and the Councilor reiterated on the one hand the choice to give priority to those who have recently submitted the request to install a light structure since those who have already installed it will benefit from the 3 month extension, on the other hand they confirmed the maximum availability in discussing changes to the text, involving the Departments that will have to issue the opinions.

The Lombardy Office Representative of the National Institute of Statistics illustrated to the Commission the data from the 2022 Annual Report on the situation of the country with a particular focus on Milan: average age of the population, birth and mortality rates, data relating to the number of marriages , old age index of the population, number of members per family unit, data regarding the resident foreign population, data on the pandemic, migration rate over the years, poverty levels of the population, macroeconomic framework, foreign trade, public finance and trend of the occupation.

Agenda: "Street education, combating school dropout". The following will be present at the hearing:

OUTCOME:

In the presence of a team of experts and teachers from the Milan Bicocca University, their experience of the "ABC of the neighborhood" project was reported, carried out in the so-called "San Siro quadrilateral" trying to link to the educational contexts of that specific neighborhood. This local action, relating to the field of street education, had as its objective the fight against school dropout, a rather widespread theme throughout the city. The project was structured in the form of ethnographic research, but with concrete support actions, bringing tools that allowed the development of skills and competences capable of stemming school dropout by working with children in courtyards and in the streets. The ensuing debate was able to delve deeper into this type of intervention, aimed at combating phenomena of marginalization which, from schooling onwards, do not allow full integration into the social fabric of children and young people who become victims of it.

Agenda: "Hydraulic invariance and greenery system in urban areas through environmental engineering interventions. Illustration and functioning of the first intervention carried out in Milan, Monte Stella park". Will participate:

OUTCOME:

The Monte Stella Park, on whose area the project of the same name is located, presented by its coordinator, has been affected, over the last decades, by problems (subsidence of the land, instability of trees, etc.) caused by the reduced infiltration capacity of the rainwater, with intense use and poor maintenance. The planned interventions aim at restoring and securing micro imbalances, on the basis of the principle of hydraulic invariance and the methodology that refers to naturalistic engineering. It was highlighted that the issue of hydrogeological instability concerns the entire metropolitan area and the hypothesis of differentiating water based on its use was put forward.

Agenda: The water resource of the first aquifer and the potential of the geothermal energy resource that can be used on an urban and metropolitan city scale. The following will participate in the work of the Commission:

OUTCOME:

The manager of MM's water service illustrated the geothermal potential of groundwater, clarifying that the release and absorption of heat occurs via a geothermal heat pump. He also focused on the project which involves the geothermal use of waste water as a source of renewable energy for heat pumps dedicated to heating.
A debate followed during which the Councilors expressed considerations and formulated questions which were answered.

OUTCOME:

First, the Councilor for Urban Regeneration took stock of the situation with respect to the procedures regarding the public debate on the new stadium, then the coordinator of the debate itself illustrated the regulations and methods of carrying out the debate. The Councilors then posed observations and questions, which the President of the Urban Regeneration Commission assured would be answered at a subsequent meeting, given the time available had expired.

OUTCOME:

During the session, the following were heard: the Councilor for Employment Policies, the managers of the Metropolitan City and AFOL presented the GOL Program which is part of Mission 5, Component 1, of the PNRR, the section of the Plan dedicated to labor policies. This is the cornerstone of the reform action in the context of active labor policies, which in addition to GOL includes the launch of a Plan for new skills, the strengthening of employment centers and the strengthening of the dual system. Consequently, the ways in which new employment centers and additional informal branches spread throughout the area will be opened in the city to make the service more accessible were illustrated. The Councilors expressed their approval of the proposed project.

OUTCOME:

The Councilor described the current and future climate situation and defended the choices adopted by the Administration, highlighting a change of pace and vision compared to the previous management. You anticipated the choices that will be made to review the public green maintenance contract. The councilors who spoke criticized the actions of the Mayor and the Administration and asked for different types of interventions that take into account the specificity of Milan's subsoil. Since the debate was not concluded, the Presidents decided to continue the discussion on the topic in a future session.

The Coordinator of the Board for Technological Innovation and Digital Transformation of the Municipality of Milan and the Head of the Technological and Digital Innovation Directorate presented the handbook for the use of digital services by citizens and businesses and illustrated the current situation. It was highlighted that, while the use of SPID is particularly widespread, the adoption of PEC is much less widespread among citizens. Particularly problematic is the difficulty in using digital services found among those over sixty-five. Furthermore, the need to encourage the release of the SPID through better communication and more dedicated services in the area was highlighted.

OUTCOME:

The meeting focused on the presentation of the "Hypatia" project, organized by the Arché Foundation. The report was given by the coordinator and manager of the project itself, which in collaboration with other private bodies belonging to the world of work, aims to develop female empowerment through a concrete path that helps women in difficulty to develop their skills working and professional, finding an employment opportunity. The councilors were able to delve deeper into social and psychological issues, to which a comprehensive response was provided.
