Agenda: Milan Pact for Reading. The participation of the following is expected in the Commission:

OUTCOME:

The Councilor and the Offices illustrated the "Milan Pact for Reading" initiative in depth, specifying its contents and underlining its purposes. They focused on some of the most fundamental and characterizing aspects of the initiative which was started in 2015 and is closely connected with Book City, which saw its birth in 2010. They pointed out that an important part is played by the condominium libraries as an element of diffusion of the reading and connecting with civic libraries. The councilors focused on some of the points discussed and asked some questions which were promptly answered.

Council Commission Civic Services, Relations with Municipalities, Digitalisation (Presided over by Councilor Pastorella Giulia) 
Agenda:

1) Del. N/2970-2021 Recognition of off-balance sheet debts, pursuant to art. 194, paragraph 1, letter. a), of Legislative Decree 267/2000, deriving from the payment of compensation for damages for civil liability of the Municipality of Milan, for causes followed by the State Property and Heritage Directorate according to the methods established by the Civil Liability towards Third Parties policy, following n. 4 executive judicial measures unfavorable to the Municipality for a total of €32.618,15.=. The measure involves expense.

Councilor Romani will be present.

2) Programming of the Commission's work.

OUTCOME:

The Director of the Facility Management Area illustrated provision no. to the Commission. 2970-2021, which was declared discussed by the President to be submitted to the City Council for consideration. Subsequently, the members of the Commission proposed to deal with some topics during the next sessions, including in particular registry services provided online, participatory budgeting, municipal archives, valorisation of the city's historic cemeteries, collaboration agreements, review of the Municipal Regulations, Houses of Community and management of complaints and reports from citizens.

Council Commission Education and Food Policy (Chaired by Councilor Pontone Marzia)
Agenda: GC Resolution n. 3345/2021- ASSIGNMENT OF ORDINARY MAINTENANCE SERVICES OF THE SCHOOL BUILDING ASSETS OF THE MUNICIPALITY OF MILAN TO MM. They will be present:

  • the Deputy Mayor Anna Scavuzzo, with responsibility for School Buildings;
  • dr. Franco Zinna, Director of the Neighborhoods and Municipalities Department;
  • dr. Luigi Draisci, Director of the Education Department;
  • Dr. Elena Nannini, Director of the Schools Technical Area;
  • MM Spa managers

OUTCOME:

The Deputy Mayor and the Managers of MM described the Council's resolution, which entrusts the ordinary maintenance of school buildings to MM for a period of 25 years; the questions posed by the Councilors were then answered by the Deputy Mayor, the MM Managers and the Municipal Offices.

Council Commission Institutional Affairs and the Metropolitan City (Chaired by Director Enrico Fedrighini)
Agenda: "Commission work planning".

OUTCOME:

The President of the Commission presented his work program which provides for intervention on municipal regulations and statutes with the aim of making the municipal administrative structure more efficient and the start of an intense collaboration with the Metropolitan City. The Commissioners appreciated the program and proposed holding joint sessions with the Anti-Mafia Commission on the procurement code, in view of the resources that will arrive with the PNRR and to monitor the application of existing regulations, placing particular emphasis on those of the Municipalities.

Council Commission House and Neighborhood Plan (Chaired by Councilor Bottelli Federico)
Agenda: INSPECTION at the block of flats in via San Mamete n.8

OUTCOME:

The inspection at the building in via San Mamete n.8 allowed the resident tenants to meet with the managers and technicians of MM, a company that manages ordinary and extraordinary maintenance. The progress of the roof renovation works and the general timetable of the interventions were reported, in particular what concerns the stairwell and other common parts. During the visit to the building, the tenants were provided with comprehensive and detailed answers to their questions. The President of Municipality 2 was also present at the inspection, accompanied by some councilors from the local Municipal Council.

Trijoint Council Commission Equal Opportunities-Civil Rights, Welfare-Health e Education-Food Policy (Chaired by Councilor De Marchi Diana, Councilor Fumagalli MarcoCarlo and Councilor Pontone Marzia)
Agenda: "Presentation of the experience of the State Middle School for the Blind in via Vivaio and its future". They will be present:

  • Deputy Mayor Anna Scavuzzo, with responsibility for Education and Food Policy;
  • the Councilor for Budget and Real Estate Emmanuel Conte;
  • dr. Marzolla, Director of the Real Estate Area.

OUTCOME:

Councilors Scavuzzo and Conte, who spoke during today's session to report on the state of the art regarding the Special Middle School, now located in Via Vivaio and about to be moved elsewhere, explained to those present that the rental contract, signed between the Municipality of Milan and the Institute for the Blind, will expire at the end of the current year. The same Councilors also informed that the Administration, by virtue of Law 122 of 2010, is required to identify a suitable municipally owned property and in the event that there are no corresponding ones, to resort to a public tender to identify a suitable privately owned one. Some Minority Councilors, the current director of the Middle School and the parents' representative contested this choice, on the basis of the specificity represented by this institution (inclusive educational method for those with visual and other disabilities and special teaching).

Agenda: “Hearing of the Director of the Milano & Partners Agency and of YesMilano, Dr. Luca Martinazzoli”.

OUTCOME:

The Director of the Milano & Partners Agency and YesMilano illustrated the different strategies aimed at catalyzing the City's energies for the launch of tourism, coordinating the efforts of the territory in order to create actions that bring together the world of the public and the world of private. The Councilors asked questions on the merits which were given exhaustive answers.

Joint Council Commission Urban Regeneration e Security and Social Cohesion  (Chaired by Councilor Ceccarelli Bruno and Councilor Albiani Michele)
Agenda: Liberty buildings in viale Molise”. Will participate:

  • Security Councilor Marco Granelli;
  • Councilor for Urban Regeneration Giancarlo Tancredi.

OUTCOME:

During the meeting, the Councilors recalled the eviction of illegal occupations from the buildings in Viale Molise last November.
They communicated that the new tender for the redevelopment of the Art Nouveau buildings will be defined in a short time and also made it known that to avoid the occurrence of new illegal occupations, a security system for the area has been designed which guarantees a constant connection with the Local Police . They also mentioned the future development of the area which will accommodate residences for families and students. A debate followed during which some Councilors asked questions which were answered.
