OUTCOME:

The new Director of the Bollate prison expressed his positive opinion regarding the situation he found when he took on the role and the spirit of collaboration demonstrated by the other bodies involved in the good management of the institute. Together with the guests, he focused on the effectiveness of institutional communication, even in the presence of critical issues, and the choral management of the institute, especially during the Covid 19 health emergency. It was also made known that there are currently 33 the inmates who tested positive for Covid in the facility and that to date 354 inmates have been vaccinated against Covid out of 1163 present. It was also clarified that the vaccination campaign will involve not only prisoners, but also staff and volunteers. A debate followed during which some Councilors intervened on the merits.

Agenda: Resolution N/424-2021 - REGULATION FOR THE MANAGEMENT OF THE COLLECTION OF MUNICIPAL REVENUE. The following will be present:

OUTCOME:

The Councilor and the Offices illustrated resolution no. 424 specifying that some changes derive from legal obligations, while others have been made in order to allow the Municipality on the one hand to recover otherwise uncollectable debts through the installment of the debt, and on the other the citizen to be able to comply with the payments and to know the own position through the creation by the Administration of a dedicated desk and through the PEC or a digital domicile, i.e. the personal file. The councilors expressed considerations on the merits, underlining some aspects considered positive or evaluated negatively. At the end of the debate, the President declares provision no. discussed. 424 which can continue its process in the Council Chamber.

OUTCOME:

In the presence of the Deputy Mayor, as well as Councilor for Security, and the Councilor for Social Policies and Health Services, the session was held to update the proposals for action regarding the Covid - 19 health emergency, which are immediately were promoted by the Municipality of Milan within its specific responsibilities, and in conjunction with the other institutional levels involved in the territory. The councilors present thus took note of the current complexity and possible future scenarios.

The Budget Councilor illustrated resolution no. 576, relating to the Single Planning Document and Budget Forecast 2021-2023, then answering the Councillors' questions on the merits. At the end of the meeting, the President declared the resolution discussed and postponed until after the in-depth analyzes that will be carried out in the Budget Commission of the various Sectors.

Agenda: In-depth analysis of the contents of the Anti-Mafia Investigation Directorate's half-yearly report relating to the period January-June 2020. The following will be present:

OUTCOME:

The session focused on the presentation of the half-yearly report of the Anti-Mafia Investigation Directorate relating to the first half of the year 2020. The top manager of the Milan Operations Center examined the various organized crime activities recorded in the Lombardy area, carrying out an in-depth analysis of the area Milan metro in connection with the other most significant provinces from a criminogenic point of view. The councilors were able to observe the most significant changes in a year characterized by the presence of the current pandemic.

OUTCOME:

The Councilor for Civil Status, with the help of its managers, briefly retraced the history of the Monumental Cemetery and highlighted the precious works found there. The cemetery curator and his collaborators provided data on visitors to the structure, gave news on completed projects and future ones in which the city's universities will participate. The session continued with the illustration, by the manager of the Facility Management Area, of the proposed resolution no. 619 relating to an off-balance sheet debt of 17.158,53 euros relating to two executive judicial measures unfavorable to the Municipality of Milan which provide for reimbursement to two citizens injured due to shortcomings in road maintenance. After providing some clarifications on the proposal, this resolution was considered for discussion.

The Councilor for Urban Planning and the Sector Directors have provided specifications relating to the 110% bonus, a relief provided for by the Relaunch Decree and which provides for the deduction of expenses incurred from 1 July 2020 to 30 June 2022 for specific interventions in the field of energy efficiency and anti-seismic interventions, and also with respect to the evaluation criteria of the interventions themselves for the valorization of the heritage of modern Milanese architecture. Furthermore, the new method of submitting inspection requests and the related waiting times was highlighted. The Councilors asked questions on the merits which were given exhaustive answers.

The Councilor for Labor Policies, Productive Activities, Trade and Human Resources, the Director of the Organization and Human Resources Directorate and the Director of the Urban Economy and Labor Directorate illustrated to the Commission the part of responsibility of the respective Sectors of the 2021 Budget Forecast. They therefore provided a response to the requests for information formulated by the Councilors regarding the organization of smart working at the Municipality of Milan, temporary staff of civic schools, employment plan for the hiring of Local Police Officers, advance of end-of-service pay , contributions to support small and medium-sized businesses, measures to combat the phenomenon of usury and extension of free occupations of public land.

OUTCOME:

Councilor Rabaiotti and the Director in charge of the Social Policies Directorate illustrated the report relating to the part of the budget forecast under the responsibility of the same Directorate. Overall, the resources available stand at around 158.000.000 Euros, a figure slightly lower than that of the 2020 preliminary balance sheet and also not very dissimilar from that relating to the year 2019, to guarantee the regular provision of services. an increase in resources from other institutions is reasonably expected. Requests have been made by some Councilors to increase the amount for home services reserved for the elderly, housing emergencies and the disabled and to introduce new spending items (telemedicine, “After us” project).

OUTCOME:

The Councilor for Education presented the 2021 budget of her management, highlighting the spending forecast for services which is slightly increasing compared to 2020 and the same also applies to the expenditure relating to the disability integration service which, in turn, will be increased compared to last year. He concludes his speech by illustrating the revenue forecast for services in 2021. The floor passes to the Councilor for School Buildings whose speech focuses on the extraordinary and ordinary maintenance interventions planned in Milanese schools, paying particular attention to the interventions of the annual PTO 2021. At the end of the two presentations, the Councilors raised some questions which were fully answered.
