The measure involves expense."

OUTCOME:

Resolutions no. were illustrated in the presence of the Councilor for Budget and State Property and representatives of the Milan Municipality's Attorney's Office. 1846 and n. 1765 of 2021, both containing off-balance sheet debt. The first resolution recognizes the debt deriving from an injunction decree from the Court of Milan and the provisional execution accepted by the court itself. The second provision concerns legal costs for executive judicial measures unfavorable to the Municipality of Milan. At the end of the illustration, both measures were dismissed by the President of the Commission.

Agenda: WATER RESOURCES AND ENVIRONMENTAL HYGIENE AREA - Resolution no. 1209 - Recognition, pursuant to art. 194, c.1, letter a), of Legislative Decree 267/2000, of the off-balance sheet debt deriving from the payment of the total sum of Euro 28.699,47 in execution of the sentence of the Regional Court for Public Waters no. 675/2021 published on 02.03.2021. The measure involves expense. THE TOTAL DEBT SOLIDLY WITH THE REGION IS €50.915,08 AND THE SHARE PAID BY THE MUNICIPALITY IS €28.669,47".

OUTCOME:

The Mobility Councilor illustrated the contents of Resolution no. 1209, pointing out that the off-balance sheet debt derives from the payment of the total sum of Euro 28.699,47 in execution of the ruling of the Regional Court for Public Waters no. 675/2021, which sees the municipal administration losing in court. At the end of the illustration the President declared the Resolution in question discussed.

Joint Council Commission Urban Planning-Private Construction, Milanese Agricultural System and Mobility-Transport-Environmental Policies-Energy-Civil Protection-Animals-Green (Chaired by Councilor Ceccarelli Bruno and Councilor Monguzzi Carlo)
Agenda: "Inspection of the municipal area located in via Popoli Uniti at the corner of Ferrante Aporti" The following will participate in the Commission's work:

  • the architect Rocco Perretta - Directorate of State Property and Heritage Real Estate Area Contract Management Unit;

OUTCOME:

The commissioners examined the municipal area located in via Popoli Uniti at the corner of via Ferrante Aporti, where a scrap collection company was once located. The “FAS” Association illustrated the current situation of the site and the proposals they developed for a possible recovery. The officials spoke about the merits of the safety action scheduled for September and the possibilities that could arise for future use of the space. While the councilors asked some questions and underlined that before carrying out the indicated works the Administration should be clear which projects it intends to propose for the area starting from the proposal heard today.

OUTCOME:

The Councilor for Mobility, the President of M4 and the Company's technicians responded to the doubts expressed by citizens and some councilors regarding the positioning of the underground ventilation towers.

Agenda:  "Proposed resolution: ONE-STOP AREA FOR BUILDING - N/1790-2021 Provisions relating to the recovery of existing ground floors pursuant to art. 8 of Regional Law 26 November 2019, no. 18." The following will participate in the work of the Commission:

OUTCOME:

The proposed Resolution 1970/2021, the contents of which concern the recovery of the existing ground floors, is the continuation of the application of the recently introduced amendments to LR no. 7 of 2017. The proposed resolution defines the spaces where recovery is possible and excludes certain types of buildings and premises from the possibility of regenerating the ground floors. Some Councilors have expressed concerns about the delay with which this provision comes to the attention of the City Council and highlighted the lack of attention to the issue of brownfield areas. The Councilor for Urban Planning replied that the changes approved by the Regional Council are recent and that, with regard to abandoned areas, the Regional Law is, for certain aspects, subjected to scrutiny by the Constitutional Court. The proposed Resolution no. 1970/2021 was dismissed by the Commission and therefore can continue its process in the City Council.

OUTCOME:

Some professors from the Polytechnic have presented a renovation project for the current Meazza stadium which involves the removal of the third ring and its replacement with a multifunctional panoramic gallery which could be used for: commercial, sporting, recreational and museum purposes. Furthermore, a renovation of the entire plant and energy supply part would be carried out. The construction costs would be much lower than those expected for a new stadium and with this project the Meazza would be able to provide all the services required by the two Milanese teams. The Councilors expressed their appreciation for the project presented and reiterated their political positions regarding the proposal presented by the two Milanese football clubs which involves the construction of a new stadium and the construction of other volumes in the surrounding area.

Agenda: Examination of Resolution 1813: TAX MANAGEMENT AND CONTROLS AREA SUBJECT: Approval of changes to the regulations concerning: the tourist tax, resulting from Legislative Decree no. 34/2020, converted by Law n. 77/2020 and TARI, resulting from Legislative Decree. n. 116/2020. Will participate:

OUTCOME:

The Councilor and the Offices illustrated the provision in question, clarifying that these are regulatory obligations which follow for the Tourist Tax from the introduction of the new provisions contained in Legislative Decree 34/2020 and for the TARI from the Legislative Decree. n. 116/2020.
A debate followed at the end of which the President declared that the proposed resolution in question was discussed and could be submitted to the work of the City Council.

Agenda: Verification of application of the Memorandum of Understanding aimed at the management and development of seized and confiscated assets and companies, signed in the autumn of 2018 between the Municipality of Milan, the Ordinary Court of Milan, the Public Prosecutor's Office at the Ordinary Court of Milan , the National Agency for Seized and Confiscated Assets (ANBSC), the Prefecture of Milan, Lombardy Region, the Council of the Order of Chartered Accountants and Accounting Experts of Milan, the Council of the Milan Bar Association. They will be present:

  • Fabio Roia, President at the Court of Milan Prevention Measures Section;
  • Lucilla Andreucci, Libera Milano Representative;
  • Davide Pati, Vice President of Libera Milano;
  • adv. Ilaria Ramoni, Judicial Administrator.

OUTCOME:

The session focused on the strategies that the municipal administration has carried out so far, and may implement in the near future, regarding the social reuse of assets seized and confiscated from the mafias on the basis of the 2018 Memorandum of Understanding with the Ordinary Court, together with other local institutions. In this regard, the President of the Prevention Measures Section spoke and described the fruitful synergy work that the Court of Milan carries out with the Municipality of Milan in this delicate area. Also present were two prominent representatives of the social promotion association "Libera", a network of associations at national level against the mafia, who enriched the discussion with an overview of the management of confiscated assets, providing a more national character. The councilors present were able to ascertain the delicate and incessant work carried out by the institutions involved in the more general diffusion of the culture of legality.
