OUTCOME:

The Councilors for Housing Policies and Culture presented an update on the regeneration plan of the Giambellino Lorenteggio district which benefits from European Funds which, in addition to the demolition and reconstruction of ERP blocks, also includes the construction of a new library and various road works. The timetable is slightly delayed due to the unexpected reclamations that had to be carried out in that context, but the project is expected to be completed on time. The Councilors asked for some clarifications which were promptly answered.

Agenda: A2A Industrial Plan. Will participate:

OUTCOME:
A2A's managers explained in great detail the content of the Company's industrial plan, highlighting the main objectives included within the two basic concepts on which A2A's activity is based: the circular economy and environmental transition. They explored the topic of investments that concern certain fields of intervention. They focused on the Company's enabling levers and provided some data relating to the Company's dividends and the investments that will be made in the city. The councilors asked some questions and the Presidents, noting that the time available had run out, decided to continue the debate at a future session.

Agenda: Annual report on the application of the whistleblowing procedure. They will be present:

  • Luciano Ossani member of the guarantee body and official of the Anti-corruption, Control and Transparency Unit at the General Secretariat.

OUTCOME:

The Offices and the President of the Guarantee Body for the management of reports of the Municipality of Milan have announced that, in 2020, the Guarantee Body received 34 reports, 28 of which archived, 3 resolved and 3 under discussion. They also pointed out that many of the reports received in the last 3 years refer to behavior deemed incorrect by colleagues, which are usually archived, and that reports relating to behavior by superiors are rarer. A debate followed during which some Councilors intervened on the merits.

Agenda: "Citadel Archives management update". They will be present:

OUTCOME:

The Councilor for Digital Transformation and Civic Services illustrated the activities taking place within the Citadel of Archives in via Gregorovius, where 200 thousand files since 1865, as well as 2 million files, have been preserved. You pointed out that in addition to the school-work alternation project with the Liceo Artistico di Brera, the first University Master's Degree in Digital Humanities at the University of Milan has been launched. The Director of the Engineering Division of MM illustrated the redevelopment interventions of the structures and those for the construction of a new mechanized plant and warehouses, to host not only the documentation of the Municipality but also archives of other bodies in the Milan metropolitan area. The Director of the Citadel of Archives responded to the requests for information formulated by the President of the Commission regarding the archiving spaces, as well as the prospect of organizing guided tours within the structure.

Agenda:"Presentation of the M3 - M4 Via Pantano connection project". Councilor Marco Granelli will be present.

OUTCOME:

The Mobility Councilor and the managers of the competent Amat offices have provided specifications relating to the topic concerning the connection between M3-M4 already the subject of discussion in previous commissions. This was followed by the viewing of slides to complete the explanation of the related interventions implemented in the area. The Councilors asked questions relating to the study of the excavation, the modification of the trees, the removal of architectural barriers and the cost of the intervention. The implemented 9 minute connection is not considered to be acceptable. The Offices, on the merits, provided exhaustive answers.

The Director of the Urban Planning Area illustrated resolutions nos. 71-77-78/2021, relating to off-balance sheet debts. There were no requests for clarification from the Councilors and the President declared the three resolutions discussed, directing them to debate in the Council Chamber.

Joint Council Commission on Institutional Affairs - Metropolitan City Municipality and Mobility-Transport-Environmental Policies-Energy-Civil Protection-Animals-Green (Chaired by Councilor Censi Arianna and Councilor Monguzzi Carlo)
Agenda: RESOLUTION N. 265 GENERAL URBAN PLANNING AREA Establishment of the "Guarantor of greenery, soil and trees" and approval of the relevant Regulation. This provision does not involve any expense.

Councilor Pierfrancesco Maran will be present.

OUTCOME:

Councilor Maran illustrated the proposal for Council Resolution no. 265, which provides for the establishment of the collegial figure of the "Guarantor of greenery, soil and trees". The ensuing debate focused attention on issues related to the actual skills of the position, the opportunity to guarantee the impartiality of the appointment, the guarantee of autonomy of the role and in particular, the need to ensure remuneration for chosen. Some considered it preferable for the position to be held by just one person rather than three, as the resolution provides. At the end of the debate, the proposed Resolution, the subject of the session, was declared discussed

Agenda: Presentation of the new IPSOS survey “Young people in the time of Coronavirus” as part of Save the Children's “Let's rewrite the future” programme. They will be present:

OUTCOME:

During the Commission, the IPSOS survey "Young people in the time of Coronavirus" was presented as part of Save the Children's "Let's rewrite the future" program. The guests, after underlining how, in this difficult period, teenagers have almost disappeared from the public and political debate, clarified that the survey involved 1.000 students, between 14 and 18 years old, who expressed their opinion on the experience of distance learning, on sociality, the emotional sphere and on future projects.
A debate followed during which some Councilors intervened on the merits.

Agenda: RESOLUTION N. 124/2021 TAX MANAGEMENT AND CONTROL AREA: Approval of the regulation for the establishment and regulation of the single property fee (art. 1, paragraphs 816 to 836, of law no. 160/2019) and the concession fee of markets (art 1, paragraphs 837 to 845, of law no. 160/2019). Correction of City Council resolution no. 74 of 16/12/2020.

OUTCOME:

The Councilors for Budget and Trade illustrated the proposed resolution no. 124 concerning the approval of the regulation for the establishment and regulation of the single property fee in implementation of Law no. 160 of 2019. In particular they specify that the legislator, with this rule, has planned to replace the entire sector of minor local taxes including COSAP, the municipal advertising tax and other with a "single fee". In compliance with this, the relevant regulation has been prepared which includes the application rules and a calculation method whereby there is no change in the amount of the tax for taxpayers who were subject to the lower taxes previously in force. At the end of a short debate, during which all the information requested by the Councilors was provided, the resolution was considered discussed and can now be evaluated by the City Council.

OUTCOME:

In the presence of the Councilor for Culture and the top managers of the Cariplo Foundation, the multi-year activity in support of the artistic and creative life of Milan was presented, in complete synergy with the municipal administration through a Memorandum of Understanding in order to collaborate on cultural development of the city. An effort that in recent years has also been aimed at the regeneration of peripheral neighborhoods and the well-being of the entire citizenry. The councilors were thus able to learn in detail about current and future programs.
