OUTCOME:

The PINQUA program (National Innovative Program for Quality of Living), illustrated during the session and in which the Municipality of Milan contributes in relation to the Niguarda and San Siro districts, was promoted by the Ministry of Infrastructure and Transport in concert with the Ministry of Economy and Finance and the Ministry of Cultural Heritage and Activities and Tourism. This program allocates, at a national level, 853 million Euros to municipalities with more than sixty thousand inhabitants and is aimed at reducing housing and settlement problems, with particular reference to the suburbs. The participation of the Municipality of Milan in the tender for the allocation of the identified resources was preceded by the signing of a memorandum of understanding with ALER which provides for the concession of free use of twenty apartments and the premises in via Newton 81, owned by the latter. lastly, to the Municipality of Milan (provided that the proposal is accepted), so that they are included in the redevelopment project. The maximum contribution for each individual project is 15 million euros.

Agenda: “Situation of the M4 construction sites: demobilization of unused construction sites, cleaning of the areas surrounding the construction sites, information on the timetable”. They will be present:

OUTCOME:

The Councilor for Mobility and the President of M4 illustrated the new timetable relating to the 4 metro line which will be delayed by 3 months due to Covid to which further months will be added following the discovery of archaeological finds in via De Amicis. The Councilors and some representatives of the citizen committees raised questions on the superficial arrangement of some individual streets and squares, on the removal of construction sites which were promptly answered.

Agenda: “Issues inherent to ATM employees moving for a change of company”. Will participate:

OUTCOME:

We discussed the issue of transfer requests between local transport companies, governed by a royal decree of 1931, where in practice the transport company has the right or not to grant the transfer, as long as there is a mutual exchange of employees. After listening to the testimony of two ATM employees who would like to obtain the change, the ATM personnel manager explained that the final word on whether or not to accept the request lies with the Company and that in recent years the requests have been, on average , only 1-2 per year. Since 2007, company policy has advised against carrying out this practice, as the staff who had arrived in Milan in exchange from other local transport companies up to that point had caused problems. Councilor De Pasquale insisted, since the Royal Decree provides that companies can better regulate the matter, by inserting "boundaries", through a Regulation which ATM currently does not have and the ATM manager, after having observed that, even in the case of drafting of a Regulation, the last word in the field of transfers would still belong to the Company, he assured that the appropriate investigations will be carried out, regarding the possibility of drafting a Regulation.

Council Commission for Institutional Affairs, Metropolitan City - Municipality (Chaired by Councilor Censi Arianna)
Agenda: "In-depth analysis of ODG n. 796 with the subject: "Day of the Righteous of Humanity - three proposals for the prevention of genocides" The following will be present:

  • the President of Gariwo, the forest of the Righteous Gabriele Nissim.

OUTCOME:

The President of the City Council and the President of "Gariwo, the forest of the Righteous" recalled that in 2012 the Day of the Righteous was established by the European Parliament, which became a civil solemnity in Italy starting from 2017 (with law no. 212 of 20 December 2017) as the Day of the Righteous of Humanity, and that this day is celebrated on 6 March. The three proposals for the prevention of genocides that Gariwo presented, on Remembrance Day, to the Foreign Affairs Committee of the Chamber were then illustrated and taken up from the agenda in question, namely the appointment in Parliament of an Italian advisor on genocides, the the commitment of the Parliament's Foreign Affairs Commission to draw up a report every year where the dangers of new genocides in the world and the possible measures to be taken to prevent them are presented to public opinion, the creation also in Italy of an autonomous and independent Agency on rights humans. A debate followed during which some Councilors intervened on the merits.

Council Commission for Labor Policies - Economic Development - Productive Activities - Trade - Human Resources - Fashion - Design (Presided over by Councilor Specchio Laura)
Agenda: Progress of the covered municipal markets project. They will be present:

OUTCOME:

The session focused on the strategies for relaunching the Covered Municipal Markets of the Municipality of Milan. The Councilor for Labor Policies and the top managers of the Productive Activities and Commerce Area illustrated the guidelines approved by the Administration for the improvement and evolutionary transformation of these public spaces dedicated mainly to the exchange of goods, but also of ideas and relationships between people.

OUTCOME:

During the session, the organizational guidelines relating to the "Enzo Jannacci" Reception House were outlined by Councilor Rabaiotti and the Area Director (rationalisation of the numerous contracts that impact management, through the first bridge contract which will harmonize the deadlines of existing contracts, with the aim of redefining the activities to be assigned, with subsequent tender, to a single managing body). This bridge contract will have a duration of two years, coinciding with the end of the ongoing redevelopment works. Some Councillors, the representatives of the trade unions. and the RSU of the Municipality of Milan have raised concerns regarding the role of the public in the management and management of the Viale Ortles structure, putting forward the hypothesis of extending it further than the Municipality of Milan has in mind, to the point of proposing direct management and complete with the Welcome House. It was replied to him that the mixed public/private management reserves the role of multidisciplinary coordination and quality control to the Administration and the execution of the directives to the private entity, that, in any case, staff hiring is envisaged and that, ultimately expiry of the bridge contract, it will be evaluated.

OUTCOME:

The Offices illustrated the points contained in the suspension order of the TAR in question and the strategy that the Administration intends to adopt in anticipation of the hearing on the merits scheduled for October. The councilors spoke on the points, expressing their opinions on the two options indicated as possible to present at the hearing. They also expressed opinions regarding the opportunity for AMSA to return to being an in-house company of the Municipality. The Councilor and the Offices have clarified some aspects concerning the attitude to be adopted in anticipation of the TAR hearing. While the Councilor also highlighted the paths that could be opened up and those that could be precluded, in the event that it was decided to transform AMSA into an in-house company.

Agenda: Renewal of concessions and leases for third sector entities. Will participate:

OUTCOME:

The Councilor for the Budget and the Councilor for Social Policies illustrated to the Commission the draft of the Regulation on municipally owned properties to be allocated, under concession of use or lease, to the implementation of economic, social, cultural, sporting, educational and training courses by third sector bodies, as well as for-profit entities, which carry out their activities in peripheral contexts. The Councilors focused their attention on activities of public interest, related to a specific territory or neighborhood of the city. The Councilor for the Budget and the Councilor for Social Policies therefore responded to the requests for information formulated by the Councilors regarding the public evidence procedures, the involvement of the Municipalities in the procedures and the measures implemented by the Municipality in support of the third sector bodies.

Agenda: European funds for urban areas and financing for urban regeneration: the role of Anci Lombardia. The following will be present at the hearing:

OUTCOME:

The President of the International Affairs Commission and the speakers invited to the commission provided specifications relating to European funds for urban areas and financing for urban regeneration, highlighting the importance of reviewing the organization and training of services and internal spaces of our cities to reduce inequalities and provide adequate services. Therefore, promote the redesign and modernization of urban services, local social inclusion and the development of innovative activities. At the end the President considered the topic to be discussed.

Agenda: "Inclusion paths for children with disabilities, DSA and BES, in Milanese schools during the recent wave of pandemic emergency". They will be present:

OUTCOME:

The Councilor for Education, a Director of the Regional School Office and a professor from Bicocca University, illustrated the progress of the educational inclusion of children with disabilities in Milanese schools, then answering the Councilors' questions.

Agenda: RESOLUTION N/223-2021 Recognition of off-balance sheet debts, pursuant to art. 194 paragraph 1, letter. A) of Legislative Decree 267/2000, deriving from the payment of legal expenses for unfavorable executive judicial measures issued by the judicial authority against the Municipality of Milan in appeals against violations ascertained by the Local Police, by the voluntary ecological guards, by the operators ecological operators Amsa and other public inspectors, for a total of €. 29.009,35.

"Safety on local public transport".

OUTCOME:

The Director of Urban Security illustrated the proposed resolution no. 223 relating to an off-balance sheet debt of 29.009,35 euros deriving from the payment of legal expenses for the unfavorable judicial executive measures issued by the judicial authority against the Municipality of Milan in appeals against violations ascertained by the Local Police, by the voluntary ecological guards, by the ecological operators Amsa and other public inspectors. After providing some clarifications on the proposal, this resolution was considered for discussion.
For the next item on the agenda, the Deputy Mayor and the General Director of ATM spoke to present the interventions carried out in 2020 and in the current year aimed at protecting the safety of ATM passengers and traveling staff which have given good results. The Councilors raised questions which were promptly answered.
