Agenda: "The Metropolis of neighborhoods", comparison starting from one of the working groups within the "Fare Milano" project. Participants will be:

OUTCOME:

The guests illustrated the elements that emerged during the "Fare Milano" initiative, which involved the PIM Study Center on the theme "The metropolis of neighborhoods", to plan the future of the city. Data relating to demographic dynamics and territorial articulation were reported, in particular highlighting how in Milan since 2010 the population has started to grow again at a faster rate than that of the rest of the metropolitan area. Demographic increase determined by both the foreign and Italian components. It was also underlined that in 2020 there was a pronounced decrease in the resident population, the causes of which can be attributed to choices linked to the Covid epidemic. The importance of a new alliance between the central city and the territories of the urban region was also highlighted. A debate followed during which some Councilors intervened on the merits.

Agenda: MM communications relating to tenants' accounting entries. They will be present;

  • the engineer Corrado Bina of MM Home Division.

OUTCOME:

The Councilor for Social and Housing Policies and the Director of the Home Division of MM have provided specifications relating to the accounting entries of the tenants, highlighting that they have been informed of the calculation of the adjustments of the additional charges relating to the years 2016/2017/2018 and of the rental payments relating to the years 2016/2017/2018/2019 by letter. Furthermore, it was specified that with City Council resolution no. 36 of July 2020, the deadlines for submitting the expression of interest for extraordinary debt installments were reopened and some changes were introduced that favor access to extraordinary repayment plans. The Councilors asked questions on the merits which were given exhaustive answers.

Agenda: Corruption prevention strategies implemented by the company and included in the PTPCT, also following the events that involved it as an injured party in June 2020.

Arrigo Giana, General Director of ATM, will be present.
OUTCOME:

The guest summarized what happened within the company and emerged last June; specified which tools ATM adopts from an internal control point of view to prevent corruption; explained the tools used and the decisions to introduce procedural and evaluation changes towards exposed companies with which the Company has commercial relationships. The Councilor provided explanations regarding the decisions taken within the competence of the Municipality.
Some councilors intervened asking questions in order to obtain more specific information.
The guest, in response to the councilors, clarified some elements by better defining specific steps taken in this regard.

Council Commission Mobility-Transport-Environmental Policies-Energy-Civil Protection-Animals-Green (Chaired by Councilor Monguzzi Carlo)
Agenda: "Proposal for the establishment of a Citizens' Council for Active Mobility". The associations of cyclists and citizens who have requested the Consulta will participate.

OUTCOME:

The President explained that on the proposal of the various associations representing "active mobility", the intention is to initiate, with the drafting of a council-initiative resolution, a specific consultancy that represents them at an institutional level. This was followed by the interventions of the representatives of the aforementioned associations, of the Mobility Councilor and of the Councillors, with some of the latter not agreeing regarding the composition of the Council, wanting them to also participate in the realities of mobility with private means, such as motorists, Aci and taxi drivers. At the end, the President reiterated that the Consultation will be established on the proposal of the associations that have requested it, which are responsible for ensuring that active mobility (pedestrians and cyclists) is best reconciled with local public transport in our city. The proposed resolution will be submitted to the legitimacy opinion of the Secretary General, then it will be notified to the Council Groups and will be brought to the Council, where everyone will be able to express, by voting, their opinion, for or against.

Education, Education, University and Research Council Commission (Chaired by Councilor Pontone Marzia)
Agenda: "Outdoor education: pedagogical aspects and experiences". Will participate:

OUTCOME:

The session focused on the opportunities for applying the principles of so-called "outdoor education" in Milanese schools, starting from a reflection on past experiences. The Councilor for Education and Instruction, accompanied by a professor from the University of Milan-Bicocca, explored the topic in a specific manner, reflecting on the importance of this educational activity, not only as a way to combat the spread of the Covid contagion, but also as a pedagogical path in and of itself. In particular, the university teacher explained the advantages of this practice in terms of learning and assimilation of school content as well as personal growth of the students. The councilors present were able to examine the general situation of the city institutes and the application possibilities in the different school contexts.

Agenda: Resolution No. 266/2021 DS Collections and Collections. "Recognition of off-balance sheet debts pursuant to art. 194 paragraph 1 letter a) of the Consolidated Law on Local Authorities (TUEL), deriving from the payment of legal expenses for executive judicial measures unfavorable to the Municipality of Milan in cases within the competence of the Specialist Directorate Collections and Collections for a total of €60.306,08. The measure entails expense." Will participate:

OUTCOME:

The Budget Councilor illustrated resolution no. 266-2021 concerning the recognition of off-balance sheet debts deriving from the payment of legal expenses for executive judicial measures unfavorable to the Municipality of Milan in cases falling within the competence of the Specialist Collection and Collection Directorate. At the end of the illustration, the President of the Commission declared the measure discussed, which could be submitted to the City Council for examination.

Agenda: Presentation of the "Ci siAMO" project of the Metropolitan City and Civil Protection.

Will be present: Dr. Maria Cristina Pinoschi - Director of Infrastructure Area of ​​the Metropolitan City.

OUTCOME:

The “Ci siAMO” project, managed by the Metropolitan City, coordinated by the Civil Protection of the same institution and illustrated during the session, consists of four distinct lines of intervention: SosteniAMO (home delivery of foodstuffs); AffrontiAMO (continuous delivery of medicines and PPE); CogniAMO (study support for children aged 12 to 16); AscoltiAMO (listening service for citizens). The operational headquarters is at the Idroscalo. The opportunity to extend the organizational method adopted to other initiatives aimed at the territories and their respective citizens (public management and collaboration with private social sectors) was also highlighted.

Agenda: Administrative Legal Support and Animal Protection Area - Resolution N/161-2021 Recognition of off-balance sheet debt pursuant to art. 194, paragraph 1) letter e) of Legislative Decree 267/00, deriving from the payment of the fee provided for in the collaboration agreement with the Municipality of Monza for the urgent temporary concession of the "Parco-Kennel" located in Via San Damiano in Monza in the period: 11/12/2014 - 16/2/2015, for a total of €2.133,32.” The following are invited by the Municipality of Milan:

OUTCOME:

The managers of the Administrative Legal Support and Animal Protection Area illustrated the proposed resolution no. 161 relating to a debt of 2.133,32 euros with the Municipality of Monza, as reimbursement of expenses for having hosted part of the dogs and cats of the Milanese kennel in 2014 when it flooded due to the flooding of the Lambro river. After providing some clarifications on the proposal, this resolution was considered for discussion.
