OUTCOME:

The Superintendent of the regional Penitentiary Administration exposed the data on the Covid19 epidemiological situation in Lombard prisons which shows that, compared to last December, the positivity cases have significantly reduced and provided indications on the diagnostic and preventive measures implemented to reduce contagion among inmates and prison staff. An in-depth analysis of the situation of the Institute of S. Vittore was carried out by its Director. The Councilors asked for some clarifications which were promptly answered.

OUTCOME:

The Directors of the Participatory Area and of the Water Resources and Environmental Hygiene Area clarified in the Commission the regulatory reasons that led the Administration, rather than resorting to direct awarding, to launch a public tender for the cleaning and hygiene service environmental protection in Milan, guaranteeing the employment protection of workers and the quality of the service provided. They therefore responded to the requests for information formulated by the Councilors regarding the cleaning service of public green areas and dog areas, as well as some requests for clarification on the proceeds deriving from separate waste collection.

Agenda: “Ticinello Agricultural Park Project”. They will be present:

OUTCOME:

A spokeswoman for the Committee reiterated the reasons why it believes that some parts of the project presented during the previous session cannot be shared. The councilors intervened, some underlining the need for the Ticinello Park to fully maintain its characteristic of an agricultural park without any intervention, some underlining the validity of the project while taking into consideration the observations made by the Committee and accepting what was indicated in the resolution approved by the Municipality 5. The Councilor reiterated his desire to enhance the green area and make it accessible to citizens without transforming it into an urban park but maintaining its agricultural vocation. You assured the Administration's willingness to keep the dialogue open with the Committee to reach a shared project. The Presidents have guaranteed their commitment so that the dialogue between the Department, Municipality and Committee can become effective.

OUTCOME:

The Director of the Central Procurement Office updated the Councilors on the recent regulations issued regarding procurement, then fully responding to the questions posed by them.

Agenda: Presentation of research by Il Sole 24 Ore on the quality of life in Italian cities. They will be present:

OUTCOME:

The session focused on the presentation of Il Sole 24 Ore's research on the quality of life in Italian cities. Those responsible for the research explained the parameters through which the data were analysed, taking into account that it was a very peculiar year due to the health emergency. In particular, they examined the results of Milan and the significant changes compared to previous years. The councilors were able to ask questions and curiosities to which exhaustive answers were provided.

Agenda: Men's Fashion Week update in Milan. Programming of upcoming events. They will be present:

OUTCOME:
The guests from the world of fashion illustrated the program of the upcoming events, correlating it to the difficulties caused by the restrictions brought about by the pandemic, which has affected this area very seriously, especially from an economic point of view. The Fashion Councilor and the President of the Commission have guaranteed the support of the Administration, also in bringing forward requests to government bodies, both to receive economic support and tax relief, and to try to get at least industry insiders to participate (models , make-up artists, hairdressers, photographers, buyers) at the next fashion weeks, which in this period were mainly held online.

2) PROPOSAL FOR RESOLUTION Number 95/2021 "Provisions relating to abandoned buildings with critical issues pursuant to art. 40 bis of Regional Law 11 March 2005 n. 12 and subsequent amendments and provisions relating to the recovery of existing ground floors pursuant to art. 8 of the Regional Law of 26 November 2019, n. 18."

OUTCOME:

Councilor Maran illustrated the proposal for Resolution no. 95/2921, relating to the disused assets with critical issues and the recovery of the existing ground floors pursuant to LR no. 18 of 26/11/2019, which replaced n. 268 of circular 388, on the same topic. He also underlined that the Regional Law mentioned above is detrimental to the prerogatives of the Lombardy municipalities and completely unacceptable; in this regard, he declares that the Municipality of Milan, during the hearings at the TAR scheduled for tomorrow, will raise an objection of constitutionality. The operators of the construction sector, invited to the meeting, expressed conflicting positions on the merits of the document under discussion, as did the Councilors who attended. The proposed Resolution, the subject of the session, was approved by the Commission.

The Participation Councilor provided specifications relating to the revised draft relating to the proposed amendments to the Regulation for the implementation of popular participation rights and illustrated, through the viewing of slides, the digital environment for participation in which it will be possible collect comments from citizens. 1)Resolution 28/2021 Recognition Lawyers Directorate, pursuant to art. 194, c. 1, letter. a), of Legislative Decree 267/00, of off-balance sheet debts deriving from the payment of legal expenses for n. 15 executive judicial measures unfavorable to the Municipality of Milan in cases followed by the Municipal Attorney's Office for a total of €. 39.454,25.

2) Resolution no. 35/2021 Specialized Collection and Collection Management Recognition of off-balance sheet debts pursuant to art. 194 paragraph 1 letter a) of the Consolidated Law on Local Authorities (TUEL), deriving from the payment of legal expenses for executive judicial measures unfavorable to the Municipality of Milan in cases under the jurisdiction of the Specialized Collection and Collection Directorate for a total of €31.321,43. The measure involves expense.

3) Resolution 36/2021 Specialist Collection and Collection Directorate Recognition of off-balance sheet debts pursuant to art. 194 paragraph 1 letter a) of the Consolidated Law on Local Authorities (TUEL), deriving from the payment of legal expenses for executive judicial measures unfavorable to the Municipality of Milan in cases falling within the competence of the Specialized Collection and Collection Directorate for a total of €33.455,58. The provision involves expense.

4) Resolution 38/2021 Specialist Collection and Collection Directorate Recognition of off-balance sheet debts, pursuant to art. 194 paragraph 1 letter a) of the Consolidated Law on Local Authorities (TUEL), deriving from the payment of legal expenses for executive judicial measures unfavorable to the Municipality of Milan in cases falling within the competence of the Specialized Collection and Collection Directorate for a total of € 2.558,88. The provision involves expense.

OUTCOME:

In the presence of the Councilor for Budget and State Property and representatives of the municipal attorney's office, resolutions no. were illustrated. 28 - 35 – 36 – 38/2021 containing provisions regarding off-balance sheet debts due to the payment of legal expenses, following executive judicial measures adverse to the Municipality of Milan. The councilors were made aware of the merits of the individual measures.
