The Guarantor of the rights of detained persons of the Municipality of Milan and the numerous guests, who attended on behalf of the UEPE (External Criminal Enforcement Office) and of local bodies and associations providing socio-educational assistance to individuals deprived of their liberty, illustrated the state of the art regarding external penal execution in times of pandemic. The data, although raw, highlighted, in addition to the difficulties of guaranteeing in-person but also remote services during the first confinement, the significant critical issues encountered regarding the topic of home and work.

Agenda: Resolution N/1083-2021 "Approval of the new Regulation of the Municipal Commission for Supervision of Public Entertainment Venues. This provision does not involve expenses." Will participate:

OUTCOME:

The Councilor for Culture provided specifications relating to the new Regulation of the Municipal Commission for Supervision of Public Entertainment Venues concerning Resolution N/1083-202; highlighted that it was essential to update the CCV regulation for the improvement and streamlining of internal work as well as to provide more effective and compatible responses with the new scenario in which operators in our territory work. At the end, the Presidents declared the resolution discussed, allowing it to continue for debate in the Council Chamber.

Agenda: Continuation of the hearing of the residents' committees on the MM1 and MM2 sections subject to vibrations. Illustration of ATM initiatives. Will participate:

OUTCOME:

The councilors intervened highlighting the problems already highlighted by the citizens during the previous session, while the citizens reiterated the discomfort they suffered due to the vibrations produced by the passage of the convoys on the M1 and M2 lines. The Councilor, MM and ATM revisited some topics already addressed during the last session, underlining how monitoring, control and experimentation work is constantly being carried out to at least try to attenuate noise and vibrations. They specified that, unfortunately, there are no certain and uniform answers for all the critical issues, so we must continue on the path already started in order to reach a solution to the problem. Finally, the Presidents asked to make available the documentation concerning the findings implemented by MM.

Agenda: Inspection at the building in Via Antonio Sant'Elia, 33 (formerly Palasharp), with members meeting in front of the entrance. The following people are invited:

The Commission went to visit the former Palasharp structure, in via Sant'Elia n. 33, with the presence of the Director of the Civic Services, Participation and Sport Area and the Managers of the Sport Technical Area. The Councilors viewed the structure, in anticipation of the redevelopment interventions to which it will be subjected, in view of the future 2026 Olympics.

OUTCOME:

The President and the General Director of ATM illustrated the company's industrial plan which aims to have, over the next few years, a fleet of electric and hydrogen vehicles in order to significantly contribute to the reduction of air pollution. Furthermore, it aims to compensate for the loss of revenue caused by the pandemic by developing collateral activities that allow it to participate in tenders for LPT in other national and international entities or provide support in the maintenance of vehicles and equipment for other local authorities. The Commissioners requested some clarifications on the Plan which were promptly responded to.

Agenda: Housing emergency, the Via Carbonia project: subsidized rents in exchange for services useful to the community. They will be present:

The President of the Dar Casa Cooperative and the person responsible for the Cooperative of the housing project in via Carbonia illustrated the contents of the project itself and the progress of the allocation of accommodation, intended for families in housing emergency (32 apartments) or young students outside headquarters or workers (16 accommodations). The Councilor for Housing and Social Policies also spoke and thanked for the availability shown by the Cooperative in temporarily lending accommodation to the Administration, in March last year, to give hospitality to homeless people, affected by Covid-19. Finally, the representatives of the Cooperative responded to the questions posed by the councilors and the President.

OUTCOME:

The Deputy Mayor and the Offices have clarified that the investigations carried out by the Local Police within the "Precious Waste" operation have highlighted illicit waste management within the illegal gypsy camp in Via Bonfadini, now seized. They also pointed out that 33 precautionary custody cases were carried out and 45 vehicles used for waste transport were seized.
It was also made clear that the investigation made it possible to dismantle a real criminal organization.
A debate followed during which some Councilors and guests spoke on the merits.

During the session, a series of experts and representatives of citizen committees provided information and data on the usefulness of the 5G network and on the effects that electromagnetic waves emitted by telephone antennas and smartphones can have on people's health. The municipal procedural process for the installation of telephone antennas and the surveillance service carried out by ARPA on them was also illustrated.

OUTCOME:

The session focused on the presentation of the periodic report of the President of Confprofessioni Lombardia which highlighted the difficulties suffered by the different categories of freelancers during the last year due to the Covid-19 pandemic. The data analysis highlighted the differences within the varied professional world, and in particular an aggravation of some sectors which already in normal conditions suffer from the scarcity of economic protection.

Agenda: Resolution N/1214-2021 - Amendment of the art. 5, paragraph 7, of the Regulation on Temporary Light Public Land Occupations of the Municipality of Milan, approved with resolution of the City Council no. 74 of 16 December 2020. The following will be present:

OUTCOME:

The Councilor illustrated the content of the measures in question, specifying that the n. 1214 intends to equalize the situation of commercial businesses located near construction sites on the M4, which are penalized by the presence of blocks in front of their business, with those located in other areas of the city. For this reason, the possibility of free use of public spaces up to 200 meters away is granted. from the venue. While resolution No. 805 offers pharmacies the possibility of occupying the space in front free of charge for the purpose of carrying out vaccinations. He specifies that the rules are the same as those present in resolution no. 74/20 approved by the City Council. The councilors intervened expressing their consent to both initiatives. The Presidents have therefore declared that the measures that can continue their process in the City Council have been discussed.

OUTCOME:

The speakers invited to the Commission provided specifics relating to the research carried out on living alone in Milan in the times of Covid; it is configured as an action of active citizenship, as a cognitive tool that was created without clients or institutional structures dealing with research. The aim was to make the theme of single-person households visible, therefore stimulating cultural exploration and opening public debate by promoting a more realistic representation of the composition of Milan's inhabitants. The Councilor for Housing Policies welcomed the requests, underlining their interesting aspect. At the end the Presidents considered the topic to be discussed, but proposed a possible update in the coming months.

OUTCOME:

The Councilor and the guests clarified that "QuBì - The recipe against child poverty" is a 25 million euro program promoted by the Cariplo Foundation, which intends to combat the phenomenon of child poverty in collaboration with the Municipality of Milan, Third Sector organizations and neighborhood networks. It was announced that specific interventions in this direction have been carried out in 25 neighborhoods of the city with a high density of child poverty.
A debate followed during which the Councilors expressed their approval of the project described and asked for clarifications to which a response was provided.

The project also includes the construction of a beach volleyball court, as well as covered and uncovered pools, accessible to citizens. The Sports Councilor and the Sports Director therefore responded to the requests for information formulated by the Councilors regarding regulated rates, accessibility for disabled people and concessions for certain categories.

A) of Legislative Decree 267/2000, deriving from the payment of legal expenses for unfavorable executive judicial measures issued by the judicial authority against the Municipality of Milan in appeals against violations ascertained by the Local Police, by the voluntary ecological guards, by the operators ecological operators Amsa and other public inspectors, for a total of €. 3.687,06.

OUTCOME:

During the session, the contents of three separate Resolutions were illustrated (520/2021, 780/2021 and 1062/2021), all relating to recognitions of off-balance sheet debts attributed to the Security Directorate. In describing them, the Deputy Mayor and Councilor for Security, Scavuzzo was keen to point out that the Municipality of Milan has long undertaken positive actions (regular appearance in court; timely liquidation within the legal dilatory deadline; communication of sentences to the competent structures; overcoming of regulatory and jurisprudential uncertainties; evaluation with the Municipality's Advocacy Directorate regarding the possible appeal of sentences unfavorable to the Municipality of Milan; strengthening of the activity of recovering sentences) which, in fact, have reduced the number of disputes.
