OUTCOME:

Today's session was a follow-up to the inspection last March 5, authorized by the Prefecture at the CPR (Repatriation Permanence Centre), which was able to take place, under the anti-Covid 19 regulations, with a significant limitation on the number of members of the council delegation. Visitors, it is recalled, were denied permission to view the personal spaces of the detainees (rooms and bathrooms, which however had no doors, as they were told) and were allowed access to the standard spaces of the CPR. The guests invited to the meeting, a representative of the National Office of the Guarantor, his local counterpart, representatives of the Bar Association, the Criminal Chamber and the ISMU, on the basis of their experiences and the report drawn up at the end of the inspection reported: the heavy obstacles to the personal freedom of the subjects present and actually detained within the structure; the difficulty of communicating with loved ones and/or with the legal representative; the total absence of the possibility of employment of the time spent there. Regarding this last point, they considered it desirable to apply the rules on treatment activities envisaged for the ordinary penitentiary system. The hope expressed by most is that this repressive institution will be overcome.

Agenda: Gender budget. They will speak:

OUTCOME:

The Delegate for Gender Equal Opportunities, the person in charge of the planning and implementation process of the Gender Budget, the Professor of Economics of Public Companies at the University of Calabria and the Director of the Planning and Accountability Area of ​​the Budget and Participatory Directorate of Municipality of Milan illustrated to the Commission the functionality and characteristics of the Gender Budget, with which the economic commitments undertaken by the Administration are analyzed and evaluated, in order to optimize the use of resources to remodulate gender inequality. The person in charge of the process of designing and implementing the Gender Budget therefore responded to the requests for information formulated by the Councilors regarding the indicators with which the services offered to families are measured.

Agenda: Presentation of the project to combat and prevent usury and extortion. They will be present:

The guests first illustrated the dimensions that the phenomena of usury and extortion have taken on, even in the Milanese and Lombardy areas. They subsequently addressed in depth the project to combat and prevent these phenomena. The councilors intervened on the merits by also asking some questions to which the guests responded fully, further analyzing the path that is intended to be adopted.

Agenda: "Research update from Il Sole 24 Ore on the quality of life in Italian cities". They will be present:

OUTCOME:

The session focused on the updates made in the research carried out by Il Sole 24 Ore on the quality of life in Italian cities, presented to the commission about two months ago. Those responsible for the research brought their reflections on the data relating to the city of Milan, and the trend changes recorded in recent months. The councilors present were able to express opinions and advice on which parameters to introduce in the analysis of the current reality, the outcome of which will be published next year. The researchers showed agreement on future research directions.

Agenda: “REWARDHeat Project – Smart networks that integrate renewable and waste energy sources”. He'll be there:

OUTCOME:

The managers of A2A Calore e Servizi have announced that this company is a leader in Italy in district heating and has been designing and implementing heat production and conduction activities in the areas of Milan, Brescia and Bergamo for over 40 years. They also presented data relating to this company's activity in terms of users, energy sources and positive impact on environmental pollution. Continuing their speech, they illustrated the RewardHeat Project (Smart networks that integrate renewable and waste energy sources), of European significance, which will be carried out experimentally in Milan at the Resistenza park, where heat will be recovered from groundwater wells to heat a nursery school, the Civic Center in viale Tibaldi 41 and a private condominium, insistent in that area. The Councilors expressed their approval of the project and asked for some clarifications which were answered comprehensively.

Agenda: The child intervention system in Milan. They will be present:

OUTCOME:

The Councilor illustrated in depth the minor system implemented by the Municipality, specifying which are the main issues that need to be kept in mind in order to protect minors as much as possible; he also provided data regarding removal from families, entrustment to structures or to other families. The President of the Juvenile Court underlined the need for coordination with the Municipality and other entities dealing with the matter. The Guarantor and the councilors highlighted the usefulness of working in synergy and pointed out the need to intervene with prevention to avoid subsequent mandatory actions, noting that, especially during the lockdown period, discomfort and tensions at family level have increased.

Agenda: Proposal for resolution no. 407-2021. Amendments to the provisions of the Service Plan of the current PGT, pursuant to art. 9 paragraph 15 LR 12/2005, and acquisition of the areas of the National Agency for the Administration and Destination of Assets Seized and Confiscated from Organized Crime, in order to allow the implementation of the project with purposes of public interest San Cristoforo Interchange Hub - Parking Via Merula. The following will participate in the work of the Commission:

OUTCOME:

The Councilors and Offices illustrated the contents of the provision in question, recalling that an underground interchange car park will be built in the San Cristoforo/Ronchetto area in correspondence with the last stop of the M4 and the Milan San Cristoforo railway station. It has been clarified that the project can only be implemented if the destinations envisaged in the PGT Service Plan are updated, pursuant to art. 9 paragraph 15 LR 12/2005, as provided for by the provision in question. A debate followed at the end of which the Presidents declared the measure discussed and can be submitted to the City Council for examination.

Agenda: Strategies of the Municipality with respect to the Milan water service. They are invited:

OUTCOME:

The Councilor for Mobility and the speakers invited to the commission provided specifications relating to the topic of the water service in Milan and more precisely to the establishment, based on the Regulations, of a single manager of the metropolitan Integrated Water Service, therefore overcoming the current structure " bicephalous” centered on CAP Holding spa, which manages the metropolitan area, and MM spa, which manages the city of Milan. The Councilors and guests expressed their doubts on the merits.

  • LAWYER DIRECTORATE - Resolution No. 347 Recognition, pursuant to art. 194, c. 1, letter. a), of Legislative Decree 267/00, of off-balance sheet debts deriving from the payment of legal expenses for n. 14 executive judicial measures unfavorable to the Municipality of Milan in cases followed by the Municipal Attorney's Office for a total of €. 64.343,94. The measure involves expense.
  • LAWYER DIRECTORATE - Resolution No. 529 Recognition, pursuant to art. 194, c. 1, letter. a), of Legislative Decree 267/00, of off-balance sheet debts deriving from the payment of legal expenses for n. 11 executive judicial measures unfavorable to the Municipality of Milan in cases followed by the Municipal Attorney's Office for a total of €. 79.971,41. The measure involves expense.

OUTCOME:

The director of the Lawyers Office illustrated resolutions 347 and 529, relating to off-balance sheet debts. A debate ensued, in particular with respect to del. n.529, containing the payment of legal expenses by the Municipality, for appeals against the tender for the city's cleaning and hygiene contract. At the end, the President declared resolutions 347 and 529 to be discussed, since they are payments that must be made within 120 days of the TAR's disposition, postponing the political debate on the methods of carrying out the aforementioned tender to a joint commission to examine the Participatory Commissions and Environment.
