The measure involves expense."
  • LAWYER DIRECTORATE - N. 850 circ. 425 - subject “Recognition, pursuant to art. 194, c. 1, letter. a), of Legislative Decree 267/00, of off-balance sheet debts deriving from the payment of legal expenses for n. 14 executive judicial measures unfavorable to the Municipality of Milan in cases followed by the Municipal Attorney's Office for a total of €. 45.741,25. The measure involves expense."

OUTCOME:

The Councilor and the Offices illustrated the contents of resolutions no. 850, 861, 1204 and 1459, clarifying that these are off-balance sheet debts whose payment can only take place after their approval by the municipal council, as established by the Court of Auditors.
The Vice President then declared the aforementioned resolution proposals discussed, which can be submitted to the City Council for examination.

Housing-Public Works Council Commission, Erp (Chaired by Councilor D'Amico) 
Agenda: Illustration of the changes to Regional Law 16/2016 on public housing services. They will be present:

  • the Regional Councilor Alessandro Mattinzoli,
  • the Regional Director of Home and Social Housing Dr. Giuseppe di Raimondo,

OUTCOME:

In the presence of the respective Councilors for housing policies of the Municipality of Milan and the Lombardy Region, as well as the top regional manager for Housing and Social Housing, the session was held to illustrate and analyze the modifications made to Regional Law 16/2016, aimed at overcoming the existing critical issues, to be able to apply the legal principles in a more streamlined manner by accelerating assignments and at the same time increasing protections, especially for those who are currently in particular economic difficulty. The councilors present were able to delve deeper into the salient points with questions which were answered comprehensively.

Anti-Mafia Council Commission (Chaired by Councilor Gentili David)
Agenda: Presentation of ANCI Lab activities on combating money laundering and corruption and of the proposed municipal regulation for the acquisition, assignment and monitoring of assets confiscated from advanced crime as part of the "Confiscated Assets - from the Municipality to the Local Community" project. They will be present:

  • Paola Pastorino Association Manager White List.

OUTCOME:

The speakers invited to the commission provided specifications relating to the topic in question and more precisely to the Municipal Regulation Model of assets confiscated from crime, with the related objectives and to the project concerning the fight against money laundering and corruption, whose specific objective is the strengthening the skills of the staff of the Municipalities of Lombardy and the offices of the Regional Administration. The Councilors expressed some reflections on the merits.

Education-University-Research Council Commission (Chaired by Councilor Pontone Marzia)
Agenda: Inspection at the Giuseppe Moscati Comprehensive Institute. They will be present:

  • Building Councilor: Paolo Limonta;
  • Headmaster: Giorgio Sturaro

OUTCOME:

The redevelopment of the Moscati elementary school, where the Commissioners went for the inspection, is almost completely completed. The Councilor for School Buildings reported that the works that affected this school structure took place, for the most part, during the health emergency, balancing the needs relating to the safety of children and the organization of educational activities with the proceed with the renovation works. The members of the Commission were also informed that, among the numerous interventions carried out, all the external windows and doors were replaced; their design is a faithful reproduction of the originals.

Council Commission on Innovation, Transparency, Digital Agenda, Civil Status (Chaired by Councilor Arienta Alice)
Agenda:

  1. Presentation of Bocconi research: "Redesigning Services for Citizens Post Covid 19. The following will be present: Councilor Roberta Cocco, Prof. Greta Nasi and Dr. Andrea Zuccotti.
  2. City registry updates.
  3. Resolution no. 1059 Facility Management Area: Recognition of off-balance sheet debts, pursuant to art. 194, paragraph 1, letter. a), of Legislative Decree 267/2000, deriving from the payment of compensation for damages for civil liability of the Municipality of Milan, for causes followed by the State Property and Heritage Directorate according to the methods established by the Civil Liability towards Third Parties policy, following n. 1 executive judicial measure unfavorable to the Municipality for a total of €8.674,59. Dr. will be present. Claudio Bisi.
     

OUTCOME:

The Councilor for Digital Transformation and Civic Services illustrated to the Commission the data relating to the registry products provided by the Municipality of Milan in the pre-Covid and post-Covid period. You therefore responded to the requests for information formulated by the Councilors regarding the reopening of the city's registry offices and the prospect of organizing digital training courses in all the city's municipalities. The results of the research carried out by Bocconi University on the degree of user satisfaction with the public services provided by the Municipality of Milan, in particular the registry services and those relating to the Tari, were therefore illustrated to the Commission. Subsequently, the Director of the Facility Management Area illustrated resolution no. 1059, relating to an off-balance sheet debt. The measure was therefore declared discussed to continue its process in the City Council.

Agenda: ENERGY AND CLIMATE AREA - "Proposal for council resolution n.1515: Counter-deduction to the observations and definitive approval of the Air and Climate Plan document and related annexes."

Councilor Granelli will be present.

OUTCOME:

The Councilors for Mobility and Participation illustrated the ways in which citizens were given the opportunity to submit observations to the Air-Climate Plan. Of these, 607 were presented of which: 22 were accepted, 259 partially accepted and 326 rejected. Details were provided on the various types of the same and on how we tried to involve the greatest number of people in this procedure. Some Councilors asked to have some time available to examine the observations, for which it was decided to postpone the discussion of resolution no. 1.515 at a next session.

Joint Council Commission Mobility-Transport-Environmental Policies-Energy-Civil Protection-Animals-Green and Security and Social Cohesion, Local Police (Chaired by Councilor Monguzzi Carlo and Councilor Pantaleo Rosario)

1. Security situation due to the presence of bivouacs in the adjacent green areas and near the overpass

2. Evaluation of the reported situation of tension created between residents and the Local Police due to parking spaces deemed insufficient to meet needs.

OUTCOME:

The Councilor for Mobility and the Chief Commissioner of the PL provided specifications relating to insufficient parking and safety in the areas between Viale Traiano and Viale Monteceneri, highlighting the actions implemented by the Municipal Administration. The Councilors expressed their doubts on the merits and requested a further commission for any clarifications; the Presidents accepted the request.

Council Commission for Labor Policies - Economic Development - Productive Activities - Trade - Human Resources - Fashion - Design (Presided over by Councilor Specchio Laura)
Agenda: "Hearing of trade union organizations and ownership of Hotel Michelangelo regarding workers' situation". They will be present:

OUTCOME:

The union representatives of the Hotel Michelangelo have expressed their concerns regarding the future of work and the intended use of the Hotel, which will be affected by renovation works for the next 36 months. A representative of the owners, underlining that they have always shown maximum availability and openness towards workers, declared that at the moment a choice has not yet been made on the future use of the property.
Councilor Marcora expressed the desire that a session of the Urban Planning Commission be convened as soon as possible on these issues, to then be brought back to this Commission again: the President declared herself willing to reconvene the commission and closed the session.

Council Commission for Social Policies and Health Services, Volunteering (Chaired by Councilor Vasile Angelica)
Agenda: “CiEsseVi presentation by the new President Dr. Andrea Fanzago”. They will be present:

  • the new President dr. Andrea Fanzago.

OUTCOME:

In the presence of the Councilor for Education, the new president and the Director of CiEsseVi (Volunteering Service Center) illustrated to those present the salient features of the Organization (values, mission, identity, statutory activities, members, collaborations and partnerships) . They also focused on the difficulties with which the activities undertaken during the health emergency were conducted, on future programs, the objectives to be achieved and the main areas of action (Culture, Education, Territorial Animation. Social Policies). A particular focus was dedicated to the projects followed or to be prepared with the Municipality of Milan. During the session, some reflections were proposed regarding the boundary that separates paid work activity from that relating to voluntary contribution and the differences between the Italian conception of voluntary contribution and that of Northern Europe were highlighted.

1) MOBILITY AND TRANSPORT DIRECTORATE RESOLUTION N. 1015 Recognition of off-balance sheet debt pursuant to art. 194 – paragraph 1 – letter. a) of Legislative Decree 267/2000 for the total amount of €2.600,00 in compliance with the sentence of the Criminal Section IV Court of Appeal of 01.02.2021. This resolution involves expense.

2) PROPOSAL FOR COUNCIL RESOLUTION - ENERGY AND CLIMATE AREA No. 1515: Counter-deduction to the observations and final approval of the Air and Climate Plan document and related annexes. This resolution does not involve expenditure.

OUTCOME:

In the presence of the Councilors for Mobility and Public Works and for Participation, Active Citizenship and Open Data, the session focused on the discussion of two measures. The first appears to be a resolution that provides for the payment of an off-balance sheet debt following a final ruling against the Municipality of Milan. The second consists of a proposed council resolution regarding the Air and Climate Plan, already presented in a previous session, and the discussion of which was extended to today's session to satisfy the numerous requests for intervention from the councilors who were able to address the Councilors present their questions and insights, to which satisfactory answers were provided.
