Agenda: “Situation of AMSA workers following the tender notice”.

Councilor Marco Granelli will be present.

OUTCOME:

The Councilor confirmed what was contained in the tender notice for the assignment of the service regarding the presence of the social clause to protect workers and noted that this element is not included among the elements subject to the appeal presented by a company to the TAR. The workers' representatives complained about the employment risks in the case of a transfer of management of the service and at the same time stigmatized the practice adopted by AMSA of hiring through fixed-term contracts. The councilors complained that the Administration did not make any effort to avoid the tender and invited it to decide how to consider its investee companies. The Councilor reiterated the Municipality's attention towards workers, highlighted by the inclusion of the social clause; it also confirmed its desire to defend the positive elements included in the Notice.

Agenda: Presentation of a survey of the lifestyle of Milanese adolescents carried out by the Adolescence Laboratory Association and IARD Research Institute with the patronage of the Municipality of Milan. Will participate:

  • Councilor for Education and Instruction: Laura Galimberti;
  • President of the Adolescence Laboratory: Maurizio Tucci;
  • Director of the Adolescence Laboratory and Director of the Milan Medical Association: Maria Teresa Zocchi;

OUTCOME:

During the session, the survey conducted by the IARD Institute, during the Covid period, on the habits and lifestyles of adolescents living in Milan was presented. In particular, it was noted that among young people, the appearance of the epidemic and the consequent lockdown has aroused great concern linked to health and economic problems as well as an evident discomfort linked to the lack of sociality. The survey aroused great interest among the Councillors, who suggested organizing other meetings for a more in-depth analysis of the data collected.

OUTCOME:

The managers of A2A and Unareti technically explained the reasons for the blackouts that occurred in the city during some central days of June, then responding on the merits to the questions posed by the directors, also regarding the counter-measures and investments that will be they intend to put in place for the future, to remedy these situations.

Agenda: New SAP-based real estate management system for the Municipality of Milan. Will participate:

OUTCOME:

The Councilor for Digital Transformation and Civic Services, the Councilor for the Budget, the Director of the Innovation and Process Digitalisation Area and the Director of the State Property and Heritage Directorate illustrated to the Commission the IT system based on the SAP platform, as the new management system of real estate assets of the Municipality of Milan. They therefore responded to the requests for information formulated by the Councilors regarding accessibility to the IT system, project timing and periodic publications that will be carried out via SAP.

Agenda: Presentation of Resolution no. 1737: Approval of the guidelines aimed at the subsequent assignment to MM SpA of the ordinary maintenance service of the school buildings of the Municipality of Milan. Will participate:

  • Director of the Neighborhoods and Municipalities Department: Franco Zinna.

OUTCOME:

In the presence of the Councilor for School Buildings and the top managers of the Neighborhoods and Municipalities Directorate, the contents of resolution no. were illustrated. 1737/2021 which provide the guidelines aimed at the subsequent assignment to MM SpA of the ordinary maintenance service of the school buildings of the Municipality of Milan. This innovation aims to achieve greater efficiency and ensure greater safety in schools by responding promptly to requests, constantly monitoring the situation as well as benefiting from significant economies of scale, thus optimizing the use of available resources. The councilors present were able to delve into the more concrete aspects of a strategic sector among the services offered by the Municipality of Milan, obtaining timely and comprehensive answers.

Agenda:

1) Resolution No. 1458/2021 - Security Directorate Recognition of off-balance sheet debts, pursuant to art. 194 paragraph 1, letter. A) of Legislative Decree 267/2000, deriving from the payment of legal expenses for unfavorable executive judicial measures issued by the judicial authority against the Municipality of Milan in appeals against violations ascertained by the Local Police, by the voluntary ecological guards, by the operators ecological operators Amsa and other public inspectors, for a total of €. 6.693,87.

2) Resolution No. 1763/2021 Urban Security Directorate Recognition of off-balance sheet debts, pursuant to art. 194 paragraph 1, letter. A) of Legislative Decree 267/2000, deriving from the payment of legal expenses for unfavorable executive judicial measures issued by the judicial authority against the Municipality of Milan in appeals against violations ascertained by the Local Police, by the voluntary ecological guards, by the operators ecological operators Amsa and other public inspectors, for a total of €. 5.100,89.

3) Communications relating to the Local Police car fleet: hybrid cars and LPG distributors.

  • The Deputy Commander of the Local Police, Paolo Ghirardi, will be present.

OUTCOME:

The Deputy Commander of the Local Police illustrated the contents of resolutions no. 1458 and n. 1763, specifying that they relate to the payment of legal expenses relating to sentences in which the municipal administration loses in court.
At the end of the illustration and the interventions of the Councillors, the President declared the resolutions in question discussed and can be submitted for examination by the Municipal Council.
It was therefore made known that the Local Police fleet currently consists of 443 cars and 171 motor vehicles and that there are no hybrid cars.

Council Commission Budget-Taxes-State Property-Purchases (Presided over by Councilor Count Emmanuel)
Agenda: Approval of the resolution: BUDGET AND SUBSIDIARIES DIRECTORATE No. 1739 - Programming 2021-2023 - Change in the General Adjustment of the financial budget and Safeguarding of Budgetary Balances - Recognition of the State of Implementation of the Programs - Amendments to the Single Programming Document (DUP). Will participate:

OUTCOME:

The proposed Resolution no. 1739/2021, illustrated by the Councilor for Budget and State Property, proposes some adjustments to the 2021/2023 Financial Programming which overall produce a variation of 1,37% on current spending and 0,51% on that for investments. Among the main actions envisaged, there is the application of the administration surplus to restore the balance of the current budget. All of this to guarantee compliance with budget balances and the achievement of public finance objectives. A request was made for more details on the distribution of funds, already disbursed, for the social emergency and on the compensation intended for economic operators. The act, the subject of the session, has been declared discussed and, therefore, can continue its process in the City Council.
