OUTCOME:

The Councilors illustrated the process followed for the completion of the "Let's Connect via Gola" project, the phases of its execution and what will be achieved in order to reduce the present degradation and fix the street. The councilors expressed some considerations regarding the intervention in question and the general situation of the area, inviting the creation of a working group aimed at resolving the serious problems present. The Councilors provided some clarifications, while the President of Municipality 6 underlined that the intervention can contribute to alleviating the situation in the area, although more interventions must be implemented to resolve the difficulties.

Agenda: "Presentation of results from IPSOS survey for WeWorld on the impact of covid on the economic condition of women". They will speak:

OUTCOME:

The session focused on the presentation of the survey carried out by the WeWorld Association on the economic condition of Italian women following the Covid-19 pandemic. Among the issues investigated, in addition to the worsening of the employment status among the female population and therefore the consequent family and individual instability, the inconveniences due to the lack of sharing of family burdens and the choice of motherhood as an obstacle to returning to the world of work are highlighted, as well as full-time and career advancement. The councilors intervened for comments and insights to which exhaustive feedback was provided.

Agenda: Illustration of the proposed amendments to Regional Law 16/2016 regarding public housing services. They will be present:

The Councilor, the Offices and the guests focused on the proposed amendments to Regional Law 16/2016 regarding public housing services. In particular, the possibility of making citizens' choice of accommodation indicative, the introduction of priority mechanisms to protect the most fragile categories, the alignment between the expansion of the family unit and the conditions of takeover, the extension of the assignment of SAT (Transitional Housing Services) for a maximum period of five years, the possibility of increasing the supply of housing between one tender and another

Agenda: The roots and criminal interests of the mafia in Milan. He'll be there:

  • Alessandra Dolci, Coordinator of the District Anti-Mafia Directorate at the Milan prosecutor's office.

OUTCOME:

The Head of the Anti-Mafia District Prosecutor's Office of Milan presented the picture of the situation regarding the drug market in relation to the Metropolitan Area of ​​the Lombardy capital and illustrated the organizational and logistical methods with which the mafia-type criminal associations manage the trade. You also briefly mentioned the illegal trafficking of dangerous waste, also a prerogative of mafia organisations, for which you hope for greater severity in the penalties imposed. You also focused on the lack of staff in which the prosecutor's offices are forced to operate and on the need for collaboration with the institutions for a more effective fight against organized crime, as happened, successfully, in the case of the Boschetto di Rogoredo. Finally, you answered the questions posed by the Councilors and the President.

Agenda: "Presentation of Open Data Budget and Neighborhoods projects". They will be present:

OUTCOME:

The Councilor for Participation, Active Citizenship and Open Data and the Directors of the competent Sectors have provided specifications relating to the Open Data Budget and Neighborhoods projects, highlighting that they have been subjected to modifications in order to guarantee greater transparency of the data and the recovery and the analysis of the same without the need to depend on IT knowledge. The Councilors asked questions on the merits which were given exhaustive answers.

The Councilor for Labor Policies, Economic Development, Productive Activities, Commerce, Human Resources, Fashion and Design, as well as the Director of the Ambrosiano Welfare Foundation and the Head of the Microcredit and Microfinance Area of ​​the Ambrosiano Welfare Foundation illustrated the solidarity credit project of the Foundation itself, aimed at workers and residents of the Metropolitan City of Milan in situations of temporary economic difficulty, due to the COVID emergency. The credit ranges from a minimum of Euro 2.000 to a maximum of Euro 10.000. They therefore responded to the requests for information formulated by the Councilors regarding the communication and dissemination channels of the initiative.

OUTCOME:

The Outcomist Team presented the Masterplan for the Porta Romana railway station which envisages the regeneration of the railway yard with a development that brings together residents, athletes and visitors in a community with its own specific identity connected to the surrounding area. The construction of residences and work spaces is envisaged which will live in symbiosis with a natural landscape and outdoor activities. The integrated planning of the neighborhood will encourage pedestrian travel, creating a car-free area for gentle mobility. At the end of the presentation the Councilors presented various observations and raised numerous questions which it was not possible to answer due to the running out of time available. Therefore it was decided to adjourn the meeting to a future date.

Council Commission on International Affairs, Post Expo, European Policies (Chaired by Councilor Pacente Carmine)
Agenda: "European funds for urban areas: the expression of interest of the Municipality of Milan" Will be present:

The Councilor for Social Policies, the Managers of the Neighborhoods and Municipalities Sector and the Urban Planning Sector, illustrated the preliminary phase of the expression of interest for obtaining European funds for the period 2021-2027, the territorial, social and health areas of intervention , quantifying both the final funding request and the amount allocated by the Municipality for each project that is proposed. Questions were asked by only one Councillor, to whom adequate answers were provided.

The guests present, doctors and members of the Basketball team of the Provincial Order of Doctors of Milan (BMM), presented the activity of their association and the social aims that accompany it. On the subject of the gradual resumption of basic sports practices, they reported that the ongoing widespread and widespread vaccination program is of fundamental importance for the reopening of gyms and facilities intended for basic sports, outdoors or indoors. They also complained about the slow progress of the vaccine plan, which is only partly attributable to the delay in deliveries of the vials, as many parents are skeptical about their effectiveness and ask for more information. They reported that much of the concerns they claim are attributable to the perverse use of social media. Lastly, we proposed the creation of short commercials, useful for reassuring citizens on the validity of the Covid 19 immunization products available.

  • Nicola De Michelis, Director of the European Commission, Responsible for the European Structural and Investment Funds for the Southern European Member States.

OUTCOME:

The Director of the European Commission, Responsible for European Structural and Investment Funds for the Member States of Southern Europe illustrated the state of progress of the ReactEU European funds. In particular, he reported that this program is close to being implemented and highlighted the extent of the resources that will be made available to the cities. The President of the Commission announced that a new session will be convened in the coming weeks to communicate the amount of funds that will be allocated to Milan.

  • No. 671 - SPECIALIST COLLECTION AND COLLECTION MANAGEMENT - Recognition of off-balance sheet debts pursuant to art. 194 paragraph 1 letter a) of the Consolidated Law on Local Authorities (TUEL), deriving from the payment of legal expenses for executive judicial measures unfavorable to the Municipality of Milan in cases under the jurisdiction of the Specialized Collection and Collection Directorate for a total of €81.748,53. The measure involves expense.

OUTCOME:

The Councilor illustrated resolution No. 477 in depth, specifying the salient items and highlighting how, despite the difficult year, the Municipality managed to break even. The councilors expressed considerations and asked some questions to which the Councilor and the Offices responded and assured that they will provide the requested data before the discussion in the Council. At the end of the clarifications, the President declared the measure discussed and could continue its process in the City Council.
The Councilor then proceeded with the illustration of resolution No. 671 which the President, having found no requests for further information, declared the provision to be discussed and which can continue its process in the City Council.
