OUTCOME:

The numerous guests discussed with the Councilors the situation of the CPR in via Corelli and, more generally, the forced repatriations and administrative detention of the Italian CPRs, in continuation of the debate held in December. At the end, the President prepared the intervention actions of the Subcommission and the City Council, regarding the failure to observe the rights of the foreign people detained, reiterating her opposition and that of other Councilors, regarding the existence of the CPR in via Corelli, in the current conditions of the structure and nature of detention of people.

OUTCOME:

The actresses, representatives of the Hamlet Association, pointed out that it was established to combat gender inequality in the world of entertainment. They presented to the Commission the results of a mapping work that was carried out on the data on the presence of women in theatres. They communicated that the Amleta association has organized several training meetings on specific topics, such as the perception of the role of women in society, the inclusion of minorities, the use of non-sexist language and the issue of violence against women. They highlighted that the association's objective is to create a collaborative network with other international associations that work to counteract stereotypes. The association has also carried out study courses on the subject of motherhood and fatherhood in the world of entertainment. The Commission recognized the need for institutions to combat gender inequality, providing adequate support to widen the use of theatrical and cultural products as much as possible and emphasize the work of women in these areas.

OUTCOME:

In the presence of the Councilor for Social and Housing Policies, the public notices of the Municipality of Milan were presented containing two initiatives, developed in collaboration with the Social Agency for Rentals, aimed at promoting and disseminating agreed rent contracts. The two initiatives are aimed in particular at families, and young people under 35, who choose to continue or undertake a study or independent living project in Milan, and find themselves in housing hardship. The requirements for accessing the contribution are specified on the Municipality's website.

Agenda: Update of the three-year plan for the prevention of corruption and transparency. Fabrizio Dall'Acqua, responsible for the prevention of corruption, transparency and integrity, will be present.

OUTCOME:

The General Secretary of the Municipality of Milan provided specifications relating to the Three-Year Plan for the prevention of corruption and transparency, highlighting the changes made. The Councilors asked questions on the merits which were given adequate and timely answers. The Presidents announced that the topic will be further examined, in relation to other aspects concerning the Plan, in a future Commission session.

Agenda: “Ticinello Agricultural Park Project”. They will be present:

OUTCOME:

The Councilor provided an overview of the redevelopment interventions of the Ticinello Park. He specified that once the first batch of works has been completed, those relating to the second must be put out to tender. He made himself available to keep a discussion open with the Associations until the work began. The offices illustrated in detail the completed works and the forecasts concerning the second lot, underlining that the aim is to make the park usable but maintaining its vocation as an agricultural park, they underline how it is necessary to valorise the place combined with a reorganization of some set off. The representatives of the committees raised numerous objections and contested the criterion that led to some arrangements which, in their opinion, distort the essence of the Agricultural Park, making it more similar to an urban park. The Presidents deemed it useful to adjourn the proceedings to a future session.

OUTCOME:

The Councilor for Commerce and the Director of the Productive Activities and Commerce Area illustrated the new procedures for the renewal of concessions for commerce on public areas, the procedural process of which will end by June 30, 2021. In particular, the moral and professional requirements that license holders must have and the checks that the Municipality will carry out to verify the truthfulness of the declarations made by traders. At the end of the presentation, some questions were asked by the Councilors which were answered comprehensively.

OUTCOME:

During the session, Councilor Galimberti, Councilor Granelli, the Head of the TPL Agency of the Metropolitan City and prof. Perego of the Polytechnic of Milan presented the following proposals (developed by the prefectural table) in view of the reopening of schools for 50% of secondary school students: review of the city's timetables; staggering of entrances and exits from institutions; strengthening of TPL runs; time diversification of public transport routes; use of shuttle buses. All this compatibly with the not easy reorganization of the contractual obligations of school staff, that of the TPL and of all the categories involved to some extent and with the difficult economic situation in which public transport companies find themselves. The attention of those present was also brought to the attention of the ruling of the Lombardy Regional Administrative Court suspending the regional ordinance which deferred the reopening of high schools until next January 25th. The students who attended asked for more information on the initiatives undertaken for the school.

Agenda: Update of monitoring activities and repression of the improper use of city areas by dumping materials. In particular, information will be given regarding the Vaiano Valle area and related problems. They will be present:

OUTCOME:

The Councilors, the Offices and the Deputy Commander of the Local Police have announced that since May 2019, 19 camera traps have been positioned in the areas particularly affected by the phenomenon of waste abandonment. They therefore reported that during 2020, 113 waste dumps carried out by vehicles and 68 carried out by pedestrians were confirmed.
They also reported that the Bonfadini/Sacile/Zama and Vaiano Valle areas have long been the subject of important systematic observation. In particular, the Vaiano Valle area, affected by the concomitant presence of an illegal landfill and camp, saw the seizure of the vans identified and responsible for having illegally dumped and abandoned waste.
A debate followed during which the Councilors asked questions and requested clarifications which were answered.
