Joint Council Commission on Policies for Work - Economic Development - Productive Activities - Trade - Human Resources - Fashion - Design and Suburbs (Presided by Councilor Specchio Laura and Councilor Osculati Roberta)
Agenda: Presentation of the new entrepreneurial projects linked to the “AdP Lorenteggio – Support for the start-up and strengthening of entrepreneurial activities with socially desirable effects” tender in the Giambellino-Lorenteggio district. Invited guests:

  • dr. Annibale D'Elia.

OUTCOME:

The Director of the Economic Innovation and Business Support Project Directorate illustrated to the Commission the entrepreneurial projects, financed with European funds, of the Lorenteggio-Giambellino Program Agreement tender, which have the objective of increasing services for the weakest of the population, as well as increasing economic revitalization and employment opportunities for the inhabitants of the area. The recipients of the call were small and medium-sized enterprises, including those with the qualification of social enterprise, as well as aspiring entrepreneurs. It therefore provided responses to the requests for information formulated by the Councilors regarding the winning projects, the support activity provided by the Municipality of Milan and the turnover monitoring activities.

Joint Council Commission on Equal Opportunities-Civil Rights and Culture (Chaired by Councilor De Marchi Diana and Councilor Turco Angelo)
Agenda: "Presentation of the OrMe Project - Nettle Memory and the Red Shoes. Inclusive art as social commitment and the museum district". They will speak:

  • dr. Serafino Sorace - President of the OrMe Association;
  • Dr. Elena Cerasetti - Creator of the Scarpette Rosse project;
  • Marina Olivieri - IPSAR Vespucci teacher;
  • Sara Colangelo - student involved in the Scarpette Rosse project.

OUTCOME:

The Scarpette Rosse project was presented, a sort of secular via crucis, divided into seven stations located in the districts of Ortica and Lambrate. The stations host a variable number of red shoes and commemorative plaques, dedicated to women victims of violence during the lockdown period. The initiative, considered as a traveling installation of collective and inclusive art, was organized by the Or.Me Association. - Ortica Memoria and saw the participation of citizens and educational institutions in the area, with the patronage of Municipality 3.

Agenda: Situation of Airport Handling workers.

OUTCOME:

The guests illustrated the situation of Airport Handling workers in the two airports of Linate and Malpensa, which has continued since the first lockdown. They complained about the uncertainty of future prospects, the absence of any indication from Alitalia and the equidistant position of SEA. They expressed the fear that, even with the gradual resumption of air traffic, there is no prospect of a recovery in employment, since Alitalia is relying on cooperatives to carry out their work. The commissioners and the President of the Fourth Commission of the Region have expressed their total support for the workers, undertaking the commitment to put pressure on the Government so that Alitalia can resolve the situation. They deemed it necessary to listen to the commissioners of the company itself in a session.

Urban Planning-Private Construction Council Commission, Milanese Agricultural System (Chaired by Councilor Ceccarelli Bruno)
Agenda: Proposed Resolution Number: 1085 - ONE-STOP AREA FOR CONSTRUCTION SUBJECT: Recognition of legitimacy of off-balance sheet debt pursuant to art. 194, paragraph 1, letter e) of Legislative Decree no. 267/2000, for the total amount of €3.909,50 due, by way of services rendered by the Revenue Agency, in relation to the appraisals carried out regarding the increase in value of some properties, pursuant to Presidential Decree 380/ 2001 and subsequent amendments The following were invited to the Commission's work:

  • Councilor Pierfrancesco Maran,
  • the architect Simona Collarini Director of Urban Planning Management,
  • the architect Giovanni Oggioni Director of the One-Stop Shop Area for Construction.

OUTCOME:

The Area Director of the Urban Planning Directorate illustrated resolution no. 1085, of which on the agenda, dealing with an off-balance sheet debt, towards the Revenue Agency, for an amount of 3.909,50 Euros. The Councilors did not ask any questions and the President declared the resolution discussed, sending it to the council for debate.

Joint Council Commission on Housing-Public Works, ERP and Culture (Chaired by Councilor D'Amico Simonetta and Councilor Turco Angelo) 
Agenda: In-person inspection at the Teatro Lirico in Milan. Meeting point in via Larga 16. The following will be present:

  • the engineer Massimiliano Papetti,
  • the engineer Filippo Salucci,
  • the architect Pasquale Mariani Orlandi,
  • the dr. Marco Minoja,

OUTCOME:

The recovery and renovation works of the Lyric Theatre, the subject of today's inspection, are substantially completed and the Councilors Del Corno and Granelli informed those present that, by the first half of next July, the redeveloped structure will be handed over to the Managing Body because provide the finishes and will be multifunctional. The operator identified (Stage Entertainment Italia) was selected through a public tender at the beginning of the modernization work. They also communicated that, presumably, the Theater will reopen to the public starting from October 2021 and finally, that it will be named after Giorgio Gaber.

Agenda: "Resolution n.1138/2021 - PROPOSAL FOR A MUNICIPAL COUNCIL RESOLUTION. "Conferral of honorary citizenship to the Unknown Soldier" Will participate:

OUTCOME:
The Deputy Mayor illustrated the Resolution in question regarding the assignment of honorary citizenship to the Unknown Soldier to demonstrate the gratitude of the City of Milan to all those who lost their lives for having fulfilled their duty and for having remained faithful to the values ​​of justice and social solidarity; the Councilors expressed their reflections on the merits. At the end the President declared the Resolution discussed.

Agenda: "New Stadium Project: update and requests from city councillors". Will participate:

OUTCOME:

The Councilors expressed their opinions on the project, presented by the Inter and Milan companies, which involves the construction of a new stadium and the construction of other volumes in the surrounding area. Clarifications were also requested regarding access to the documents and the correspondence between the Municipality and the two sports clubs. Due to the continuation of the debate, the presentation of a project which involves the restyling of the current Meazza stadium was postponed to another session.
