Agenda: “Hearing President of Municipality 6 Santo Minniti on initiatives aimed at young people and sport”. They will be present:

• the CAG network contact person for the street education project, Mr. Dario Anzani.

OUTCOME:

The President of Municipality 6 and the representative of the Youth Aggregation Centers for street education, reported on the project developed in the Municipality, of bringing groups of young people together on the street, to direct them towards positive spaces and realities, in order to best occupy leisure. They then responded to the questions posed by the President, the Vice President and the Councillors.

OUTCOME:

The Councilor of the Welfare and Health Area, the Official of the Rights and Severe Marginalization Unit and a representative of the Caritas Ambrosiana Foundation illustrated to the Commission the interventions to be implemented for the 2021/2022 Anti-Cold Plan. The debate touched on various topics, including structures to accommodate homeless female people, services in conjunction with those of health workers, census of homeless people, their psychiatric problems, information on the number of Covid swabs carried out on of the homeless and involvement of the Consulates with regard to foreign ones.

Agenda: ENERGY AND CLIMATE AREA SECTOR - Resolution No. 3408: Counter-argument to the observations and final approval of the Air and Climate Plan document and related annexes. This resolution does not involve expenditure.

OUTCOME:
The Environment Councilor, with the help of her staff, illustrated the observations received by the Air Climate Plan, dividing them into the 5 areas that make up the Plan and classifying them into the following categories: accepted, partially accepted, not accepted and without scope modification. Furthermore, an in-depth overview of all 607 comments received was offered. The Councilors asked for time to evaluate them and consequently it was decided to continue the discussion in a next Commission session before proposing the relevant resolution (n. 3.408) for examination by the Council which, accepting the observations, would approve the Air Plan Climate.

Agenda: Resolution N/3205-202 Guidelines for the assignment of the municipal treasury service, with related ancillary services, for the period from 1 April 2022 to 31 December 2024 with the right to repeat for 12 months - Approval of the ex agreement scheme art. 210 of Legislative Decree no. 267/2000. OUTCOME:

The Councilor and the Offices illustrated the provision by specifying that now, after having taken advantage of the possible extensions, it is necessary to proceed with the assignment of a new assignment for the municipal treasury service, also taking into account the changed regulatory context. They explored some aspects that differentiate what will be proposed in the tender notice compared to the service that the municipality has used up to now, observing that the new regulations make it less attractive for financial institutions to carry out this service. The President asked some questions regarding specific aspects to which the Offices provided a complete response. At the end of the clarifications, the President declares provision no. discussed. 3205 and forwards it to the House for the continuation of the process.

A) of Legislative Decree 267/2000, deriving from the payment of legal expenses for unfavorable executive judicial measures issued by the judicial authority against the Municipality of Milan in appeals against violations ascertained by the Local Police, by the voluntary ecological guards, by the operators ecological operators Amsa and other public inspectors, for a total of €. 14.495,24.”

OUTCOME:

The Councilor and the Offices illustrated the contents of resolution no. 3058, pointing out that it concerns the recognition of off-balance sheet debts deriving from the payment of legal expenses relating to sentences which see the municipal administration losing in court in appeals against violations ascertained by the Local Police, by the voluntary ecological guards, by the ecological operators Amsa and others public inspectors, for a total of €. 14.495,24.
At the end of the explanation and the interventions of the Councillors, the President declared resolution no. discussed. 3058 which can be submitted to the City Council for examination.

OUTCOME:

The speakers, invited to the commission, gave specifications relating to the provision of resources relating to the anti-violence system, highlighting that times have become longer again; timeliness and bridging territorial gaps are necessary. The Councilors have given some reflections on the merits.

Agenda: Resolution No. 3511 2021 - Circular No. 20 - Approval of amendments to the Regulation on Temporary Occupations of Public Land of the Municipality of Milan, approved with council resolution no. 74 of 16 December 2020 and updated with subsequent provision no. 38 of 20 May 2021. Will participate:

• the Councilor for Economic Development and Labor Policies, Alessia Cappello.

OUTCOME:

The session focused on illustrating the contents of Resolution no. 3511-2021 which makes adjustments to the Public Land Occupations Regulation, constituting a broader provision which concerns light, semi-rigid and outdoor occupations, which until now were treated separately. The illustration was carried out by the Councilor for Economic Development and Labor Policies, in the presence of the Councilor for Security and the President of Municipality 1. Both the critical issues and the appropriate logistical solutions regarding the rationalisation, systematisation and the rationalization of light extraordinary jobs in the city area. The councilors present were able to carry out their considerations and ask questions to which exhaustive answers were provided.
