OUTCOME:

The Councilor for Mobility presented the 2021 budget of the Environmental Transition Directorate, highlighting its main objectives, among which there is the increase in the quality of environmental hygiene through activities to improve the services of: waste collection, strengthening of local cleaning and increase in the number of recycling centers, in order to improve the service for users by discouraging abandonments. Furthermore, interventions are planned for the implementation of the Air and Climate Plan, among which the increase in district heating via the Cassano power plant stands out. This work should be financed by the European Recovery Fund. Subsequently, the Councilor moved on to the PTO of which he illustrated the salient points and highlighted that some interventions, such as the extension of the metropolitan lines, can only be carried out if subsidized with European funds. At the end of the two presentations, the Councilors posed some questions which were fully answered.

OUTCOME:

The Councilor for Digital Transformation and Civic Services, assisted by the top managers of the relevant sectors involved, illustrated the 2021 Budget Forecast pertaining to the Civic Services and Digital Agenda Information Systems Directorates, as well as to the Innovation and Digitalization of Processes and Facility Management Areas. In each of these areas, the comparison between the balance of the past year and the expenditure forecasts for the current year in relation to the projects implemented was highlighted. The councilors requested further information and a response was provided.

OUTCOME:

The Councilor for Urban Planning illustrated the 2021 budget forecast relating to the green area and street furniture; highlighted that there was an increase in spending compared to 2020 due to the renewal and transformation of green management. The Councilors asked questions on the merits to better understand some elements, to which the Councilor provided answers.

OUTCOME:

In illustrating the revenue and expenditure chapters of the 2021 Budget, relating to the Urban Security Directorate, Deputy Mayor Scavuzzo had the opportunity to underline the significant negative differences between the 2020 budget and what was forecast for the year in progress. This difference in values ​​is essentially attributable to a very small number of high sanctions during 2020. Requests for clarification were made regarding: the incidence of the cost of employees assigned to the Urban Safety Directorate on that of the entire staff of the Municipality from Milan; regarding the amount paid, by way of overtime, to its units; regarding the number of sanctions issued in 2020; on the number of PL agents, considered insufficient; on the provision of establishing traffic education courses for students.

OUTCOME:

The Councilor for Tourism, Sport and Quality of Life and the Director of the Civic Services, Participation and Sport Directorate illustrated to the Commission the part relating to the Sport and Tourism Sectors of the 2021 Budget. They therefore provided responses to requests for information formulated by the Councilors regarding the redevelopment of sports facilities, contributions to sports associations and clubs, sports activities at summer centers and vouchers for sports activities for less well-off families.

OUTCOME:

The Councilor illustrated the 2021 budget forecast, for the part within his competence, underlining that current revenues amount to 13 million euros, current expenditure to approximately 43 million euros and capital expenditure to approximately 32 million EUR.
The Offices have provided clarifications in reference to the individual areas.
Some Councilors expressed considerations and formulated questions to which the Councilor and the Offices provided answers.

OUTCOME:

The Offices illustrated the part of the budget referring to the Subsidiary Management and examined in depth some aspects of the financial statements concerning the individual companies, highlighting how each of these can cope with any losses that occurred last year.
The councilors complained about the absence of a political party to which they could ask questions that were not purely technical, however they asked questions aimed at clarifying some points for which the offices provided detailed explanations.

OUTCOME:

The Budget Councilor and the Director of the Budget Directorate fully responded to the questions posed to them by the Councilors, regarding Resolution no. 576, concerning the Single Programming Document (DUP) and Budget Forecast 2021-2023, already declared discussed and postponed during a previous meeting. At the end, the President of the Commission declared Resolution no. 576 discussed, sending it to the council for debate.
