Agenda: "Inspection at Ticinello Park". The Commissioners will have to arrive by their own means to the meeting place scheduled for 11.00 in Piazza Abbiategrasso MM2 Corner via Palanti, it is advisable to use comfortable shoes and appropriate clothing.

OUTCOME:

The Councillors, accompanied by some representatives of the Zone 5 Defense Committee, went to visit the southern agricultural park where they were able to see the state of the Campazzo farmhouse, used as a dairy cow farm, and that of the Campazzino farmhouse in a serious state of degradation. We have examined the interventions carried out by the Municipality on lot 1 of this park where some problems were highlighted such as, for example, the choice to illuminate the area surrounding the Campazzino farmhouse all night long with an intense light, the which became the venue for night parties with loud music and rubbish dumping the next morning. Furthermore, lot 2 was examined, the renovation works of which have yet to begin but there are already doubts about this project which involves the felling of 156 trees. At the end of the visit, the Presidents of the two Commissions declared that they would bring the problems illustrated by the Committee to the attention of the Green Councilor so that he, with his staff, can study solutions to resolve them.

Agenda: Illustration of the changes to regional regulation no. 4/2017 "regulation of public and social housing planning and supply and access to and permanence in public housing services". They will be present:

The Councilor for Social and Housing Policies of the Municipality of Milan, the Councilor and the Regional Director for Housing and Social Housing provided specifications relating to the topic, which were discussed in the Commission. The changes made to the housing assignment procedure, the method of submitting the application and the related scores acquired in order to benefit from public housing services were illustrated. The President offered some reflections on the merits and at the end she considered the topic discussed.

Agenda: ACTION PLAN “EXPO MILANO 2015 MAFIA FREE” and 2026 Winter Olympic Games”.

OUTCOME:

During the session and in the presence of a manager of the Milano Santa Giulia SpA company, which was entrusted with the management of the redevelopment of the area of ​​the same name, the anti-mafia and anti-corruption protocols were illustrated, which will be adopted in relation to the assigned works. . The story of the construction of the new sports hall (Palaitalia) and the related thirty-year agreement signed between the Municipality of Milan and the managing body of the structure attracted particular attention. The topic will be further explored during another Commission session.

Agenda: "Palaitalia - update on the current and future status of the construction works of the same and the spaces connected to Santa Giulia". The following people were invited:

OUTCOME:
The Offices illustrated the variant of the PII Rogoredo / S.ta Giulia for the part concerning the arena. They focused on the urban planning data and also outlined the three infrastructural works and part of the urban functions envisaged by the Plan. The Councilor assured that a slight delay in starting will not jeopardize the positive outcome of the works. The owner explained what steps must be taken by the PA before the works can start. The councilors intervened by asking some questions and delving into the contents of the draft agreement between the Municipality and Santa Giulia and findings concerning on the one hand the actual public utility of the arena, on the other the real possibility that all the procedures implemented by " Santa Giulia” can also be followed by EVD, the company that will carry out the construction work on the arena. The Offices and the Councilor responded promptly to the questions and assured that every tool will be prepared to avoid mafia infiltration.

Agenda: Electrification of transport in Milan. Will participate:

OUTCOME:

The National Mobility Manager for Legambiente illustrated the current panorama of electric mobility in Milan, also indicating future prospects, required by European directives. The Transport Councilor indicated the answers that the Administration has given and intends to give, both from the point of view of the private and public vehicle fleet, and with regard to the increase in energy needs that is expected, also responding to the answers of the advisors.

OUTCOME:

The Director of the Infrastructure Area of ​​the Metropolitan City of Milan illustrated to the Commission the 2021/2023 program of sporting events and activities organized at the Idroscalo Park, as well as the planned enhancement interventions. You also drew attention to the presence of a vast cycle/pedestrian system and some catering and entertainment venues. You therefore responded to the requests for information formulated by the Councilors regarding the opening and closing times of the Park, accessibility for disabled people and sailing and wakeboarding sports activities.

Agenda: GFU Rubattino. Joint session with commission 1 Territory and Institutional Affairs of Municipality 3. The following will participate in the work of the Commission:

OUTCOME:

The Councilor and the Offices illustrated the changes made to the initial project of the PRU Rubattino, following a process of listening and discussion with Municipality 3 and the neighborhood associations, clarifying that a Great Urban Function (GFU) will be created including the the expansion of the Lambretta Park, the construction of the Scala laboratories, the provision of schools and other services. A debate followed during which the Municipality representatives expressed considerations and asked for clarifications which were answered.

Agenda: Sport and disability. They will speak:

  • Graziano Magro paralympic athlete,
  • adv. Maria Luisa Garatti author of a book on the Paralympics and marathon runner.

OUTCOME:

The guests recounted their experiences in the field of sports with disabilities, then the Presidents and Councilors offered some reflections, especially regarding how Milan is preparing to welcome the athletes of the 2026 Paralympics.

OUTCOME:

During the session, in the presence of the Councilor for Social and Housing Policies, a focus was carried out on the use in the city of housing not belonging to the ERP assets of the Municipality of Milan. The major representatives of the associations and cooperatives that manage such accommodation were hosted, listening to their management experiences, starting from the relationships with the offices in charge of the Administration, as well as the projects they have implemented in the various neighborhoods, comparing themselves with the urban realities that they found themselves faced with. The councilors present were able to ask their in-depth questions, which were fully answered.

The transformation program of the building complex (former Mameli barracks), presented during the session, sparked some controversy regarding the intention to fell numerous tall trees and that relating to the construction of an 11-storey high tower. The project manager (ONSITESTUDIO) and the manager of the Urban Planning Department replied that any removal will be limited to the decaying flora, which developed during the abandonment of the structure. Furthermore, the call for tenders for the expression of interest regarding the public functions envisaged in the redevelopment was announced.

Agenda: Presentation of the La grande casa Association. Projects towards autonomy for single women or with children, away from violence. Will participate:

  • the manager Paola Guaglianone,
  • the project coordinator Lorena Spohr.

OUTCOME:

During the session, the leaders of the "La Grande Casa" association illustrated their activities aimed at welcoming women victims of violence, with their children and then starting them on a path of social, professional and housing autonomy. They highlight that finding a home, where to place the women at the end of the project, is the most obvious problem that is being encountered. The Councilors greatly appreciated the project and asked for some clarifications which were promptly answered.

Agenda: "Transfer of the municipal offices to via Durando and Via Sile". The following were invited to the Commission's work:

OUTCOME:

The Director of the Urban Planning Area and the Director of the Mobility and Transport Area illustrated to the Commission the procedure that allowed the transfer of various municipal offices in via Sile and via Durando. They therefore responded to the requests for information formulated by the Councilors regarding the completion of the adjacent university residence, the accessibility of the offices via public transport and the presence of nearby parking areas.

The Dr. Maisto read out his annual report, focusing on the tasks of his Office and the effort made during the lockdown period, when he found himself to be the only point of connection between prisoners and the outside world. He investigated in depth the situation of the 3 Milanese penitentiary institutions, the "Beccaria" and the CPR, indicating their critical issues and strengths. The Directors of the Institutes intervened, highlighting, each for their part, the efforts made during the period of forced closure from the outside and underlining how they had to adapt to the new situation by creating new ways of interrelation. The councilors pointed out some particularities, highlighting the anomaly represented by the CPR where people who have not committed crimes are locked up and which the councilors cannot enter. The President reiterated the validity of the work carried out by the Guarantor, inviting the future Council to continue the work.

Agenda: Food Policy of Milan: metropolitan perspectives and potential in the European context. The following will be present at the hearing:

  • Food Policy Coordinator of Milan Andrea Magarini.

OUTCOME:

In the presence of the Vice Mayor with responsibility for Food Policy, accompanied by the Food Policy coordinator of the Municipality of Milan, an accounting report on the city's food system was held. The priority macro-themes were reviewed which in general promote, among other objectives, productive sustainability and food education, scientific research for increasingly healthier food and the fight against food waste.
