Joint Council Commission on Budget-Taxes-State Property-Purchasing and Verification-Control of Investee Bodies (Presided over by Councilor Conte Emmanuel and Councilor De Pasquale Fabrizio)
Agenda: Survey of the economic-financial status of the investee companies of the Municipality of Milan for the purposes of examining resolution no. 256 - Consolidated Financial Statements of the Municipality of Milan for the 2019 financial year". The following were invited to participate:

OUTCOME:

The managers of some of the main companies participated by the Municipality (ATM, SEA, MM and Milano Ristorazione) have, each in their own part, exposed the economic/financial situation of the same in 2019. Each of the managers has underlined how the state of the budget and the financial situation of the Companies was more than satisfactory. They continued their interventions by explaining the difficulties caused by the pandemic and the consequent blocking of activities for a prolonged time, underlining, however, that thanks to prudent investment and savings policies combined with the positive previous economic situation, the situation that is emerging for 2020 , despite the normal contraction of activities, can be considered sustainable. The councilors asked some questions to which the guests provided exhaustive answers that clarified some specific aspects.

Housing-Public Works Council Commission, Erp (Chaired by Councilor D'Amico Simonetta)
Agenda: Milano Abitare Agency, presentation of the new path. They will be present:

  • the architect Angelo Foglio,
  • the architect Chiara Rizzica.

OUTCOME:

The Councilor for Social and Housing Policies provided specifications relating to the new path of the Milano Abitare Agency, highlighting that it favors the meeting between supply and demand for private rental accommodation (i.e. the meeting between owners and tenants interested in signing a rental contract) exclusively oriented towards the agreed rent (L. 431/98) according to the Local Agreement, renewed first in 2015 and then in 2019, offering: incentives and guarantees for ownership; protections for tenants regarding the fees applied and support through economic instruments aimed at leasing; interventions on specific targets. The Councilors asked questions on the merits which were given exhaustive answers.

Anti-Mafia Council Commission (Chaired by Councilor Gentili David)
Agenda: Opinion regarding the power-duty of the municipal administration to identify the beneficial owner pursuant to art. 10 Legislative Decree 21 November 2007, n.231. The members of the Anti-Mafia Committee of the Municipality of Milan will be present;

OUTCOME:

In the presence of the General Secretary and the Anti-Mafia Members of the Municipality of Milan, the issue of the ownership of the counterparties in contractual transactions of the most varied nature, with the Public Administration, was addressed in the broader context of the prevention of conflict of interest. The councilors were thus able to appreciate what the Municipality of Milan has achieved in this specific, yet delicate, legal area.

Agenda: Approval of the guidelines for the adoption of compensatory measures relating to the granting of contributions to support micro and small commercial, artisan, tourism and service businesses in Milan located in areas affected by the construction sites for the construction of the M4 metro line – year 2020. Estimated expenditure €440.000,00". The following will be present:

  • Cristina Tajani, Councilor for Labor Policies, Productive Activities, Trade and Human Resources;
  • dr. Paolo Seris, Director of Production Activities and Commerce.

OUTCOME:

The Councilor for Labor Policies, Productive Activities, Commerce and Human Resources, as well as the Director of the Urban Economy and Labor Directorate, illustrated the contents of the notice that will be published on 3 December regarding contributions to support micro and small commercial enterprises, crafts, tourism and Milanese services, located in areas that are influenced by the construction sites for the construction of the M4 metro line. The call for applications will remain open until December 17th. The overall financial endowment amounts to Euro 440.000 and will be allocated to 80 admitted subjects. The amount of the contribution will be equal to 80% of the total current expenditure incurred and documented. The Commission has taken note of the usefulness of the tender in order to support disadvantaged entrepreneurial activities for the construction sites of the M4 metro line.

Agenda: REDEVELOPMENT OF THE CARRARO SPORTS CENTER. Will participate:

  • President of Municipality 5: ALESSANDRO BRAMATI.

OUTCOME:

Councilor Guaineri and the Directors of the Sports Area presented the renovation project of the Carraro Sports Center and announced that the works will involve: the resurfacing of the turf of the main football pitches; regulatory compliance; the redevelopment of the athletics track; the construction of a new external and internal fence; the renovation of the waterproofing and thermal insulation; the creation of toilets for disabled people; the construction of the roofing of the stands with a photovoltaic system; the modernization of internal and external lighting and ventilation systems. It was also recalled that the start of the works was postponed by more than two years due to the legal events concerning the Sports Center (17 hearings between the Regional Administrative Court of Lombardy and the Council of State). The President of Municipality 5 and some owners of the associations that managed the Sports Center before and also pending the ruling of the Administrative Justice, complained about the lack of ordinary maintenance by the Municipality of Milan during the aforementioned period.
