Agenda: Report of the Guarantor of the rights of persons deprived of liberty - Dr. Francesco Maisto - update on the activities of these months and on the situation of the Milanese institutes.

OUTCOME:

The Guarantor of the rights of prisoners of the Municipality of Milan presented a report on the situation of the Milanese prisons, during the period of the emergency caused by Covid 19. In particular, it highlighted the problems that arose within the penitentiaries in guaranteeing treatment and the isolation of the infected; the activities implemented by the Guarantor's office to protect the rights of prisoners; the difficulties that are being encountered, in the current phase, for example, in admitting prisoners to external work and in the possibility of taking advantage of bonus permits as, upon each return, they are placed in quarantine. The Councilors asked for some clarifications which were promptly answered.

Agenda: Proposal for council resolution n.211 circ.339 subject: Amendment to art. 12.1 of Sheet n. 8 bis of the "Discipline of the right to occupy public land, public space or private areas subject to easements of public right of way through furnishing elements such as: tables, chairs, flower boxes, umbrellas, solar awnings, sunshade awnings, pergolas, spotlights, platforms furniture, gazebos, seasonal dehors and other similar elements" approved with resolution of the City Council n. 132 of 4 December 2000 and modified with resolution of the City Council n. 14 of 18/05/2015". Councilor Marco Granelli will participate.

OUTCOME:
The Councilors for Mobility, the Councilor for Urban Planning and the Councilor for Participation, illustrated resolution no. 211, which expands the possibilities of occupying the surrounding spaces for commercial establishments, also including streets classified as "local", among areas in who are allowed to do so. They then responded in detail to the Councilors' questions and President Monguzzi declared the provision discussed, sending it to the Council for debate.

Agenda: Update of the citizen's file app and chatbot 020202. The following will be present:

OUTCOME:

The Councilor for Digital Transformation and Civic Services, the Director of the Civic Services Department and the “Digital Lead” Project Director provided updates relating to the app. of the Citizen's File which allows them to access, through smartphones, all those services of the Municipality without the need to go to the registry offices and of the Chatbot 020202, a service that provides targeted information 24 hours a day. The councilors asked questions on the merits which were given comprehensive answers.

OUTCOME:

In the presence of the Councilor for Mobility and Public Works, as well as the General Director of ATM, the session was held to examine the recent legal events involving, among others, two officials of the Milanese public transport company. The General Director, while waiting to acquire the details of the judicial order, responded to the numerous questions from the councillors, clarifying the duties of the two employees arrested as part of the ongoing investigation, as well as the related organizational positions occupied, and explaining the methods internal controls within the company in relation to the code of ethics that applies to every ATM employee. The Councilor, for his part, clarified the role of the Municipality of Milan, which will be a civil party in the relevant judicial proceedings.

Agenda: Presentation of the initiative "Lorenteggio Project - contributions to businesses with social impact in the Lorenteggio and Giambellino districts". The following will be present: Cristina Tajani, Councilor for Labor Policies, Productive Activities, Commerce and Human Resources; Dr. Annibale D'Elia, Director of Project of the Economic Innovation and Business Support Directorate.

OUTCOME:

The Councilor for Labor Policies, Productive Activities, Commerce and Human Resources, as well as the Project Director of the Economic Innovation and Business Support Directorate, illustrated the tender for companies with social impact in the Lorenteggio and Giambellino districts. The call, financed with European funds, will remain open until December 31st, providing for the disbursement of non-repayable contributions in favor of projects presented by small and medium-sized enterprises, as well as aspiring entrepreneurs, profit and non-profit. The Commission noted the usefulness of the tender in order to support the start-up and strengthening of entrepreneurial activities, capable of producing a social effect and increasing employment opportunities in the area.

Agenda: Refund of ATM subscriptions, financial sustainability of public transport in light of the new regulations". They will be invited to participate:

OUTCOME:

Councilor Granelli and the General Director of ATM presented to the participants the picture relating to the Company's lost revenue as a result of the most critical period of the health emergency and the forecasts of reduced use of public transport between now and the end of the year. In this regard, it has been reported that the overall losses are around three hundred million Euros, part of which is covered by government measures (presumably around fifty of the ninety-eight million destined for the Lombardy Region). Furthermore, the reimbursement methods were illustrated for season ticket holders who, during the months of March and April, were unable to use public transport (one month's salary recognized to holders of the monthly card, if valid in March or April; two months' to annual subscribers). Discussions are underway between institutions for further economic recognition to cover lost revenues and to prepare conditions for the use of vehicles which include the obligation to wear a mask and less physical distancing between passengers, so as to allow a greater number of users to single run.

OUTCOME:

The representatives of the Lombard Coordination of entertainment workers have presented a series of proposals aimed at supporting and helping this category which is in great difficulty due to the blocking of all live shows. Measure adopted to combat the spread of Covid19. The Councilors for Culture and Labor Policies, together with all the Councilors present, have assured their support for these workers and their participation in a working group that produces a series of interventions aimed at resuming all cultural activities towns, including live shows.

Agenda: Presentation of the winning projects of the 2019 Neighborhoods Call for Municipalities 7, 8 and 9, their implementation and possible reorganization compatible with the known emergency situation.

OUTCOME:

The guests illustrated the contents of the winning projects of the 2019 Neighborhoods Call for Municipalities 7, 8, 9 with the proposal of social, sporting, recreational, environmental and cultural activities aimed at citizens. The President also announced that, following the Covid-19 health emergency, the implementation deadlines for all the winning projects of the aforementioned tender, initially scheduled for 31 July 2020, have been extended to 31 December 2020.

Council Commission for Security and Social Cohesion, Local Police (Chaired by Councilor Pantaleo Rosario)
Agenda: Update on interventions by the Local Security/Police Sector regarding environmental crimes linked to the abandonment of materials in city areas (photo traps). With the presence of the Deputy Mayor and the Deputy Commander of the Local Police, Dr. Paolo Ghirardi.

OUTCOME:

The Deputy Mayor and the Offices illustrated the data that are presented every six months relating to the interventions carried out to combat environmental crimes perpetrated in the city. They enumerated interventions and measures issued against vehicles and pedestrians who dispose of waste irregularly. They specified that one aim of the work of the Local Police in this area is to reconstruct the supply chain that often binds several people to irregular waste disposal. They underlined the positive element represented by the installation of "photo traps" and cameras which help to identify and sanction those responsible. The councilors highlighted some aspects, made some suggestions and asked questions to which the Councilor and the Offices responded fully.
