OUTCOME:

The SEA representatives first carried out a brief historiography of their relationships with Alitalia, then provided the data that testifies to the gradual abandonment of the Milanese airports by the carrier. OUTCOME:

The President and the guest recalled the rulings of the Constitutional Court and the Ordinary Court of Milan which declared the illegitimacy of two requirements established by the Lombardy Region for access to public residential housing, namely residence for at least 5 years on the territory of the Region and the presentation, by foreign citizens, of the documentation relating to the dispossession of real estate located in the countries of origin or in other States.
It was also highlighted that the Lombardy Region is required to implement what is established by the two rulings.
A debate followed during which the Councilors asked questions and asked for clarifications to which the President and the guest provided answers.

Representatives of the Bar Association presented a series of initiatives, which they have been carrying out for several years in middle and high schools, on education in legality, on the functioning of justice and on the fight against cyber bullying, gender violence and other similar . Around 200 lawyers from the Milan Bar Association participate in this project free of charge. The Councilors expressed their appreciation for the interventions carried out in the schools.

Agenda:Approval of resolutions: BUDGET AND INVESTMENTS DIRECTORATE Resolution No. 228 - Recognition of an off-balance sheet debt pursuant to art. 194, paragraph 1, letter. a), Legislative Decree 267/2000 for the amount of €4.581,08 for the reimbursement of the tourist tax erroneously paid by HOZY HOME Srl, including default interest and legal costs, in compliance with the injunction decree no. 9757/2020 of the Justice of the Peace of Milan. SPECIALIST COLLECTION AND COLLECTION DIRECTORATE Resolution No. 230 - Recognition of off-balance sheet debts pursuant to art. 194 paragraph 1 letter a) of the Consolidated Law on Local Authorities (TUEL), deriving from the payment of legal expenses for executive judicial measures unfavorable to the Municipality of Milan in cases under the jurisdiction of the Specialized Collection and Collection Directorate for a total of €19.267,12. The measure involves expense. LAWYER DIRECTORATE Resolution No. 235 - Recognition, pursuant to art. 194, c. 1, letter. a), of Legislative Decree 267/00, of off-balance sheet debts deriving from the payment of legal expenses for n. 19 executive judicial measures unfavorable to the Municipality of Milan in cases followed by the Municipal Attorney's Office for a total of €97.565,65. The measure involves expense. Will participate:

OUTCOME:

Councilor Tasca and the Head of the Municipal Attorney's Office illustrated the proposals for Resolution no. 228, 230 and 235, all concerning off-balance sheet debts. In particular, the proposed Resolution no. 235, cumulative of nineteen judicial measures which saw the Municipality of Milan succumb, highlighted and strengthened, on the merits of one of these, the right of the City Council to know the details of the ongoing operation, conducted by ATM, once to the establishment of a Consortium of companies supplying the Company (Milan-Next). This right, initially denied by the Lombardy TAR, was subsequently recognized by the Council of State.

A) of Legislative Decree 267/2000, deriving from the payment of legal expenses for unfavorable executive judicial measures issued by the judicial authority against the Municipality of Milan in appeals against violations ascertained by the Local Police, by the voluntary ecological guards, by the operators ecological operators Amsa and other public inspectors, for a total of €18.842,21. They will be present:

  • the Deputy Mayor and Councilor for Security, Anna Scavuzzo
  • of the Deputy Commander of the Local Police, Paolo Ghilardi.


OUTCOME:

The Deputy Mayor and Councilor for Security, as well as the Deputy Commander of the Local Police, illustrated resolutions no. 227, n. 233 and n.236 which concern, for different cases, legal expenses relating to judicial executive measures unfavorable to the Municipality of Milan, and which by their very nature could not be budgeted for. At the end, in the absence of objections from the councilors present, the President declared them discussed.
