OUTCOME:

The Offices illustrated the content of provision no. 243 containing the proposal to amend two articles of the Arexpo SpA Statute. The directors expressed their opinion, underlining the potential that, with the approval of these amendments, the Company will acquire to proceed concluding agreements for urban regeneration throughout the Lombardy region. Some have asked questions about why the Company's Board of Directors has proposed these changes at this time, asking, for this reason, to be able to listen to the members of the Board of Directors. OUTCOME:

The Housing Councilor illustrated what was reported in the regional resolution of 13 October, relating to the Regional Regulation for the assignment of public housing, meaning that this provision complicates the assignment methods even more. OUTCOME:

The Councilor for Participation and Active Citizenship announced the state of the art of the ongoing collaboration agreements and those in the definition phase. The promoters of the collaboration agreements of Piazza Toce (construction of a new urban park), via Monte Velino (project called "Tappeto Volante", to regenerate a path of approximately 500 meters that connects the Tommaso school Grossi at the Emilio Alessandrini Park), Piazza Sicilia (creation of a new pedestrian area), as well as the collaboration agreement signed with the “Fiume Lambro Lucente” Landscape Observatory, for the protection and safeguarding of the river and the territories that surround it surround. OUTCOME:

Councilor Granelli and the managers of the Mobility and Environment Directorate illustrated the main contents of the proposed Resolution no. 191, concerning the "Regulation for the air quality of the Municipality of Milan". The basic elements of the same concern the replacement of civil heating systems (ban on the use of diesel and biomass systems more than ten years old), the obligation to use certified wood (class 1A) for the preparation of food and the restriction of provide at least one sealed inspection opening, the closing of the doors of commercial establishments or the use of non-electrically heated air blades wider than the doors, the prohibition of the use of power generators with combustion engines for trade on public areas, regulations for the containment of dust in construction areas and ban on the use of obsolete non-road vehicles, smoking ban in some areas of the city (parks, cemeteries, bus stops, etc.) and finally, ban of open combustion and obligation for service station owners to place an electricity refueling column on or near their site, all within a period between 2021 and 2023, with some exceptions. The findings that emerged on the resolution during the debate, depending on the political orientation, complained of too long implementation times or the opposite and in the latter case, also in relation to the effects of the ongoing health emergency. The proposed Resolution was approved by the Mobility Commission.

In the presence of the major managers of the Building Help Desk Area, the reasons that made Resolutions n. necessary were illustrated. 238 and 239, which provide for the recognition of two respective off-balance sheet debts owed to private individuals for the reimbursement of construction contributions paid in excess, as well as for legal expenses, in compliance with as many sentences of the Lombardy TAR. This initiative uses resources from the Mutual Fund Assistance from the Municipality of Milan to support the start-up of new companies and to help aspiring entrepreneurs. The Councilors expressed their approval of the project and asked that other similar initiatives be activated.

OUTCOME:

The Director of the Presidential Service Area of ​​the Municipal Council clarified that, since the regulatory obligation to proceed with the drafting and approval of the minutes of the resolutions of the collegiate bodies of the Institution has ceased, with the draft resolution proposal in object it is proposed to modify the text of the current Organization and Functioning Regulation of the Municipal Council by repealing the provisions that regulate the minutes and reporting of council meetings, providing for their integral video recording as a form of publicity of the sessions.
It was also clarified that the audio-video recordings of the City Council meetings will be stored both in a special space within the institutional portal and in a dedicated digital archive.
A debate followed during which clarifications were requested to which the Offices provided responses. The President also proposed to include in the provision the possibility that municipal councilors ask for their interventions to be cancelled.

The General Director and the Health Director of ATS responded to the 62 questions received via email from the municipal councilors regarding the covid-19 emergency.
