OUTCOME:

The Budget Councilor illustrated the Management Report for the 2019 financial year and provided a response to some requests for information formulated by the Councilors regarding capital expenditure relating to investments, revenues deriving from the tariff maneuver of local public transport, as well as the costs of the education sector and the waste collection service. Some Councilors drew attention to the opinion of the Auditors, who expressed a "positive opinion with reservations" on the 2019 Financial Statement. These Councilors therefore made a request to audit the Audit Body, before the discussion of the proposed resolution in the City Council. The President took note of this and declared the provision discussed in the Council Commission.

Joint Council Commission Mobility-Transport-Environmental Policies-Energy-Civil Protection-Animals-Green and Verification-Control of Participated Bodies (Chaired by Councilor Monguzzi Carlo and Councilor De Pasquale Fabrizio)
Agenda: "AMSA 2019 budget and impact of Covid on the city's waste collection and cleaning costs". The President and the Chief Operating Officer of AMSA will participate.

OUTCOME:

During the meeting, Amsa managers illustrated the Company's 2019 budget and specifically communicated the terms of its operations during the health emergency (even more thorough cleaning and sanitization of the streets). The members of the Commissions were also informed on the data connected to separate waste collection and, in a timely manner, on the disposal of used personal protective equipment (non-separated waste bag). The issue of the different accounting situation between AMSA and APRICA Brescia (both controlled by A2A) was brought to the attention of the Directors and clarifications were requested in this regard and the Company's top management was asked to recognize a bonus for its employees engaged in the latter months.

Housing-Public Works Council Commission, Erp (Chaired by Councilor D'Amico Simonetta)
Agenda: RESOLUTION N/201 - CIRCULAR N/321 ERP MANAGEMENT AREA Modification of the C.C. resolution n. 27/2017 containing "Guidelines for the voluntary collection of arrears accrued as of 31 December 2016 on the housing stock owned by the municipality entrusted to the management of the investee company MM SpA". The following will participate in the Commission:

OUTCOME:

The Housing Councilor and the Area Director of the Housing Directorate illustrated the proposed resolution no. 201, concerning the changes to the criteria for access to the voluntary collection of arrears, then answering the questions of the Councilors and trade union representatives present. At the end, the President of the Commission declared resolution no. discussed. 201, sending it to the council debate.

Agenda: “Ambrosiano Welfare Foundation: actions, initiatives and measures in the Covid-19 emergency. Participants will be:

  • Cristina Tajani, Councilor for Labor Policies, Productive Activities, Commerce and Human Resources;
  • Romano Guerinoni, General Director of the Ambrosiano Welfare Foundation; Massimo Ferlini, President of the Management Board of the Ambrosiano Welfare Foundation;
  • Marzia Oggiano, Pierluigi Paolini, Sergio Girgenti, Roberto Lancellotti, Councilors of the Ambrosiano Welfare Foundation".

OUTCOME:

The Councilor and the Managers of the Ambrosiano Welfare Foundation illustrated in depth the actions adopted to combat the economic consequences caused by the Covid epidemic. They explained the 4 actions designed so that employees, self-employed workers and "VAT numbers" can face economic emergencies due to the prolonged closure of businesses or the provision of redundancy payments. The councilors expressed themselves positively on the merits and hoped for an ever greater convergence between the institutions and the Foundation. The Managers and the Councilor specified that the Foundation also continues its other support activities and underlined how the Foundation has always operated in harmony with the Municipality of Milan and the Metropolitan City.

Agenda: Off-balance sheet debt resolutions. RESOLUTION N.198 Recognition Lawyers Directorate, pursuant to art. 194, c. 1, letter. a), of Legislative Decree 267/00, of off-balance sheet debts deriving from the payment of legal expenses for n. 15 executive judicial measures unfavorable to the Municipality of Milan in cases followed by the Municipal Attorney's Office for a total of €45.823,46. The measure involves expense. RESOLUTION N.204 Specialist Collection and Collection Management. Recognition of off-balance sheet debts pursuant to art. 194 paragraph 1 letter a) of the Consolidated Law on Local Authorities (TUEL), deriving from the payment of legal expenses for executive judicial measures unfavorable to the Municipality of Milan in cases under the jurisdiction of the Specialized Collection and Collection Directorate for a total of €64.870,45. The measure involves expense. They will be present:

  • Councilor Tasca;
  • the lawyer Antonello Mandarano - Central Director - Chief Lawyer;
  • Dr. Monica Mori - Specialist collections and collections management.

OUTCOME:

The Budget Councilor and the Central Director of the Legal Service provided specifications relating to resolutions n.198 and n. 204, concerning off-balance sheet debts deriving from the payment of legal expenses. At the end, the President of the Commission declared the two measures discussed, sending them to the Council debate.

Agenda: "Summer school in Milan: a map for the summer for children and teenagers from the Municipality. Participants will be:

  • Laura Galimberti, Councilor for Education and Instruction;
  • Roberta Guainieri, Councilor for Tourism, Sport and Quality of Life;
  • Dr. Sabina Banfi, Director of the School and Educational Services Area;
  • dr. Mario Almasio, Director of the Sports, Tourism and Quality of Life Area;
  • Dr. Francesca Carmela - Chief Operating Officer of the General Management".

OUTCOME:

In the presence of the Councilor for Education and Instruction, as well as the Councilor for Tourism, Sport and Quality of Life, and the top managers of the Directorates affected by the provision, the contents of resolution no. were presented. 625 of 22/05 us, which indicates the guidelines relating to the initiative called “Milan Summer School”. The project intends to create a reception, management and leisure offer for Milanese children and young people during the summer months, guaranteeing an experience of sociality and educational growth, consistently with all the guidelines of the Prime Ministerial Decree of 17/05 containing the safety requirements aimed at reducing the risks caused by possible contagion from Covid-19. The interventions of the councilors gave rise to a debate which, together with other topics, reflected on the creation of safety conditions for educators and teachers, as well as for minors, which will have to be concretely prepared in the coming months.
