Agenda: ReactEu: is there room for Milan and the cities?. The following will participate in the work of the Commission at the hearing: Nicola de Michelis - Director of the European Commission - responsible for structural funds in Southern European countries.

OUTCOME:

The European Commission's Head of Structural Funds in Southern European Countries illustrated the fundamental elements of the program called “React-Eu” (Recovery Assistance for Cohesion and the Territories of Europe). This new community initiative aims to increase support for Member States for cohesion policies, make their economies more resilient and sustainable in view of the recovery from the crisis induced by the pandemic phenomenon and contribute to bridging the gap between response measures immediate and longer-term recovery. The React-Eu package consists of fifty-five billion euros, will be disbursed in the years 2020, 2021 and 2022 and our country is the main beneficiary. Greater capacity on the part of Italy to invest the allocated funds was hoped for and the proposal was put forward to involve the Metropolitan Cities in the drafting of the programs through forms of co-planning.

OUTCOME:

In the presence of the President of So.Ge.Mi. as well as representatives of the main trade associations of wholesalers of the fruit and vegetable market in Milan, the timetable of the overall restructuring project of the fruit and vegetable market infrastructure was presented. Furthermore, data relating to operations and public turnout for the first half of the year were displayed, including the closure period due to the health emergency. The councilors were able to express their considerations on the matter.

Agenda: "The activities and projects carried out during the lockdown and the actions implemented for the restart." The Commission will be attended by:

OUTCOME:

The coordinators of the social custodians of some municipalities reported how this service was organised, during the lockdown period, to continue to assist its users and how this situation allowed other families with fragility to get to know the social custodians and take advantage of their help. Furthermore, the ways in which they currently carry out their work after the emergency phase were presented. The Councilors asked some questions which were fully answered.

Councilor Del Corno, the Director of the Entertainment Area and the General Director of the "Musical Afternoons" illustrated to the Commissioners present the main features of the program of the MiTo 2020 Festival, among the most important events of the genre in Italy. It was also specified that the proposed program (eighty concerts in total, with very popular prices and with internationally renowned artists) was specifically developed for this edition of the Festival, that the underlying theme is "Spirits" and that, subsequently due to the health emergency which has not yet ended, the places where the concerts will be hosted (with limited access and the obligation to wear personal protective equipment) could not be as numerous as in previous editions, since many do not have sufficient capacity and yet, to however small, the presence in the suburbs is guaranteed.

Council Commission for Social Policies and Health Services, Volunteering (Chaired by Councilor Vasile Angelica)
Agenda: Recognition of off-balance sheet debt pursuant to art. 194, 1st paragraph letter. a), Legislative Decree 267/2000, equal to €171.937,84 in execution of sentence no. 2138/20 of the Ordinary Court of Milan VII Civil Section, published on 18/03/2020 RG n. 36868/2017. Dr. Antonio Mansi Montenegro will be present.

OUTCOME:

An official from the Residential Area of ​​the Social Services illustrated resolution no. 217 which provides for the payment of an off-balance sheet debt in favor of the Ancora cooperative, in execution of a sentence of the Civil Court of Milan, which sees the Municipality of Milan as the losing party. Dispute that arose following some problems identified in the transfer of management of a municipal RSA from this manager to a new one. From the subsequent debate, several requests for clarification emerged to which the official gave the answers within his competence. At the end of the same, resolution no. 217 has been considered discussed.

OUTCOME:

In the presence of the Councilor for Social and Housing Policies, as well as representatives of the associations involved in the area in assisting and supporting the families of people affected by autism, the interventions envisaged as part of the structuring of the Social Policies of this Administration were presented, moreover within the initiatives to promote equal opportunities, obviously at a social level, since these are inclusion projects aimed at autistic children. Two types of interventions were discussed in the session, one specifically on autism in general and the other on the theme of the social withdrawal of these children, a phenomenon that was accentuated during the lockdown phase. The councilors were able to appreciate the work carried out as well as express their considerations on the phenomenon, which is constantly increasing. At the end, the Presidents adjourned the session to a future in-depth meeting.

Agenda: Milan Reinventing Cities update. The following were invited to the Commission's work:

OUTCOME:

LThe Councilor for Urban Planning and the Director of the Urban Planning Department provided specifications regarding the update on "Milan Reinventing Cities", highlighting the competition methods for the second edition. The different phases of the tender were therefore illustrated as well as the areas destined for environmental and urban regeneration projects. The Councilors asked questions on the merits which were given exhaustive answers.

OUTCOME:

The project called "PERIFERIARTMI", presented here by Councilor Guaineri and illustrated by the President of the Peripheral Council, has, as its primary purpose, that of enhancing the ancient villages that Milan has incorporated over time, the recently built peripheral neighborhoods and the numerous places on the outskirts of the city worthy of attention and care (some of which are of undisputed historical-cultural value). During the debate, the lack of knowledge that even residents have of the monuments, museums and works of art located within their neighborhoods emerged. To overcome this, it will be necessary to give much more prominence to artistic, landscape, architectural and museum assets, through specific initiatives (widespread dissemination of more information on existing places, posting of posters at public transport stops or direct reminders in correspondence with those of the Metro).

OUTCOME:

Councilor Del Corno and some managers of the Culture Area presented and illustrated all the measures which, in compliance with the requirements formulated by the Health Authorities, will be adopted by the Municipal Administration to reorganize timetables and methods of access to museums, libraries and more in general, to the city's cultural services. They also provided those present with information on the progress of access to the exhibition spaces and monuments over the past summer.
