 Agenda: Participation and Perspective of girls and boys on the occasion of the World Day of the Rights of Children and Adolescents. They will speak:

  • Silvio Premoli, Guarantor for the rights of children and adolescents, Municipality of Milan
  • Riccardo Bettiga, Guarantor for children and adolescents of the Lombardy Region.

OUTCOME:

During the session, the Guarantor of the Rights of Children and Adolescents of the Municipality of Palermo and his counterparts in the Lombardy Region and the Municipality of Milan, together with the contributions of some of the young people who attended, gave rise to a debate focused on criteria for the participation of girls and boys in decisions that affect their growth paths. The Guarantor of the city of Palermo highlighted, through the presentation of the project developed for the Sicilian capital, the need to involve every aspect of the urban organization that has potential educational contents and brought to the attention of those present the theme of increasing pedagogical poverty, as well as material, also following the pandemic phenomenon and the urgency of overcoming it.

Agenda: "ATM: modification of line times and frequencies, subcontracting to private companies for surface lines, layoff measures, compensation situation from the National Transport Fund". Will participate:

OUTCOME:

The Transport Councilor and the ATM managers examined the issues inherent to the use of third-party services to integrate public transport in this phase of health emergency, then addressing the issues of layoffs for some ATM employees, of the refreshments provided for by government decrees for the increase in the number of public transport and increases expected for season tickets for pensioners and family members of ATM employees; they then responded fully to the questions posed by the Councilors and the Presidents of the Commissions.

Council Commission on Innovation, Transparency, Digital Agenda, Civil Status (Chaired by Councilor Arienta Alice)
Agenda: Resolution "N/255 Recognition of off-balance sheet debts, pursuant to art. 194, c. 1, letter a), of Legislative Decree 267/2000, deriving from the payment of compensation for damages for civil liability of the Municipality of Milan , for cases followed by the State Property and Heritage Directorate according to the methods established by the Third Party Civil Liability policy, following 5 executive judicial measures unfavorable to the Municipality for a total of €63.529,01. The measure entails expense. The following will be present:

OUTCOME:

The Councilor and the Offices illustrated the content of resolution no. 255 specifying that these are expenses for compensation for damages for civil liability and that, according to what was ruled by the Court of Auditors, the disbursement of these sums must be approved by the City Council before making the payments, without however denying the Administration the possibility to appeal. At the end of the presentation, the President declared the resolution discussed and can be sent to the Chamber to continue with subsequent obligations.

Agenda: Budget Directorate N/254 Programming 2020-2022 - Changes in the Financial Budget and Safeguarding Budget Balances - Recognition of the State of Implementation of the Programs - Amendments to the Single Programming Document (DUP) N/256 Consolidated Budget of the Municipality of Milan for the financial year 2019. Participants will be:

OUTCOME

 

The Councilor illustrated the contents of resolution no. 254 clarifying that the municipal administration has managed to guarantee the city, in the complex and difficult situation caused by the Covid-19 emergency, the same quantity of services provided in 2019.
He also pointed out that for 2020 too the municipal administration managed the budget balances, which the law obliges to observe, and also negotiated a contribution intervention with the central government which, despite not having remedied the revenue gap recorded during of this year, allowed the Municipality of Milan to be able to guarantee spending and balances in addition to the 180 million euros that it managed to allocate in this direction.
A debate followed at the end of which, as the time available had expired, the President postponed the continuation of the discussion of resolution no. to another session. 254 and the presentation of resolution no. 256.

Agenda: Covid emergency interventions: use of hotel facilities and RSA Viale Adriano. The following will participate in the work of the Commission:

OUTCOME:

The Councilor for Urban Planning, the Deputy Mayor, a delegate from the ATS and the representatives of the Proges Scarl cooperative reported on the use of hotel facilities and the future RSA in viale Adriano for the coronavirus emergency, to host people who test positive to Covid. They therefore responded to the requests for information formulated by the Councilors regarding the average length of stay in the structures, the psychological service activated by ATS, support for non-self-sufficient elderly people and people with disabilities, as well as the progress of work on the Viale Adriano Auditorium .

Council Commission for Labor Policies - Economic Development - Productive Activities - Trade - Human Resources - Fashion - Design (Presided over by Councilor Specchio Laura)
Agenda: Update relating to the three-year planning of staffing needs 2020-2022. Will participate:

  • Lawyer Valerio Iossa, Director of the Organization and Human Resources Department.

OUTCOME:

The Human Resources Councilor and the Director of the Organization and Human Resources Directorate presented the state of implementation of the Employment Plan for the years 2018 and 2019, which led to the hiring of 1.154 workers and that of the year 2020 which allowed the entry into service of another 260 employees. Among the profiles sought, particular attention was given to those of educators and municipal police officers in addition to the needs presented by the various administration departments. Furthermore, the Councilor highlighted that the Municipality of Milan has given, in this way, an important boost to the city's world of work which has never been in such difficulty as in this particular moment.

Agenda: Presentation of the 2020 Cold Plan. The following will be present:

OUTCOME:

In the presence of the Councilor for Social and Housing Policies, as well as the top managers of the Rights, Inclusion and Projects Area, the 2020 - 2021 Cold Plan of the Municipality of Milan was presented. The declared objective is to provide housing for homeless people through reception, listening and counseling activities, supporting social and economic inclusion through orientation to other local services. The councilors were able to ask questions and requests for further information, which were fully answered.

OUTCOME:

In continuation of the previous meeting of 25 November, the Councilors continued to present their questions on the proposed resolution no. 254, relating to the changes to the DUP (financial programming 2020-2022), to which the Budget Councilor and the Director of the Department of the same name responded, within their sphere of competence. At the end of the debate, the resolution was discussed and the President introduced the next resolution, no. 256 relating to the Consolidated Financial Statements for the 2019 financial year, which the Budget Councilor has extensively illustrated. After providing some clarifications on the proposal, this resolution was also discussed.

OUTCOME:

The Councilors for Culture and Security and the competent offices illustrated how the Regulations of the Municipal Supervisory Commission had been modified, then responding on the merits to the Councillors' questions.
