Agenda: Covid-19 in Milanese penal institutions: an emergency within an emergency. What is happening and what urgent measures are needed to guarantee collective health, the rights of restricted people and the safety of those who work in criminal execution. The Commission will be attended by:

OUTCOME:

The guests focused on the inmate protests that broke out in penitentiary institutions in Milan and other Italian cities due to the suspension of interviews following the rules for the containment of the Coronavirus. In reference to this health emergency, the problem linked to prison overcrowding was highlighted and the commitment to intervene with alternative measures was affirmed by granting home detention where possible and to facilitating communication with family members through the provision of mobile telephony to the institutions. It was requested that the municipal administration identify accommodation to be made available to those prisoners who could access alternative measures, but do not have a domicile. A debate followed during which the Councilors asked questions to which the guests provided answers.

Agenda: Actions to contain the Covid19 emergency in residential hospitality and reception facilities.

OUTCOME:

In the presence of the Councilor for Social and Housing Policies, the containment initiatives adopted at the reception facilities of the Municipality of Milan, following the Covid-19 epidemic, were discussed. The Councilor provided detailed information in this regard, listing the quantitative and qualitative data relating to the spread of the infection, as well as the operators employed in this emergency phase, in order to provide the councilors present with a comprehensive picture of the health situation among the population hosted in the structures managed by the Administration.

Agenda: Covid 19 Emergency: Public Works - Construction Sites information from Councilor Marco Granelli and Councilor Pierfrancesco Maran in light of Prime Ministerial Decrees and Regional Ordinances. The following will participate in the Commission:

OUTCOME:

The Councilors provided detailed information regarding the state of the construction sites in light of the Prime Ministerial Decrees that have followed one another in recent days. They specified that these provisions, combined with the regional ordinances, led to a progressive closure of the construction sites. They underlined which works have not stopped, which are all attributable to the list of essential works listed in the government and regional provisions. The councilors asked questions and proposed some corrective measures. The Councilors and Offices gave a complete and in-depth response to the former, specifying what other tools will be put in place in the event of a prolonged and forced stoppage of the construction sites. They also assured that the Municipality is available if any private entity requests support.

Agenda: "Corona Virus situation in the Municipalities of the Metropolitan City, updates".

OUTCOME:

The Mayor of the Municipality of Settimo Milanese highlighted the problems that the various Municipalities that make up the Metropolitan City are facing due to the health emergency. You underlined that despite there being different territorial realities, we are trying to maintain a shared line in decisions and that some measures implemented by the Municipality of Milan have put the Metropolitan City in difficulty. The Councilors expressed their reflections on the merits.

Agenda: Application of Security and Smart Working Protocols in the Municipality of Milan.

OUTCOME: 

The Councilor for Labor Policies, the Director of the Organization and Human Resources Area, as well as the Director of the Organization and Professional Development Area illustrated to the Commission the procedures adopted for the safety of workers and environments of the Municipality of Milan, as well as the organizational measures implemented for staff, with particular reference to the smart working tool. They therefore responded to the requests for information formulated by the Councilors regarding non-deferrable services, the situation of the Local Police contingent, reduction of some expenses in the budget, municipal office locations still open and individual safety devices to be made available to staff physically in service.

Agenda: Measures for health and housing emergencies

OUTCOME:

In the presence of the Councilor for Social and Housing Policies, the councilors present were provided with the latest updates on the urgent measures to contain the Covid-19 contagion, implemented in the Milanese RSAs, both for resident guests and for socio-healthcare personnel . Compared to the information provided in the last session last Tuesday, further quantitative and qualitative data were added, which outlined the strategies envisaged to deal with the emergency. The subsequent debate, fueled by the interventions of the councilors, saw all the concern expressed for the seriousness of the situation which, by unanimous consensus, requires a sense of responsibility and cohesion of intervention at every institutional level. At the end, it was decided to address the expected debate on housing needs in light of the current health emergency situation in a future session, postponed to a later date.

Proposal for council resolution n. 190 "Amendment of the Regulation for the granting of contributions and other economic disbursements in favor of public and private entities pursuant to art. 12 of Law n. 241/90". Councilor Marco Granelli will participate.

OUTCOME:

The Councilor first illustrated council initiative resolution no. 190 and after a brief debate, the Presidents declared it discussed, sending it to council debate. Then the Councilor illustrated with slides the trend of mobility in this emergency period, answering the Councilors' subsequent questions.

Agenda: Educational services and schools in Milan at the time of the Coronavirus COVID19 emergency. Councilor Laura Galimberti will be present

OUTCOME:

The Councilor illustrated the initiatives prepared by the Department to meet the needs of children and families during the period of forced closure of schools. You pointed out the various activities that have been studied so that the sense of school community does not disappear and specified that these initiatives are divided according to age groups and school cycle. The councilors intervened appreciating what was put in place, but also highlighting the critical issues that emerged, such as the impossibility for families to access stationery shops. They focused attention on the need to prepare a broad service of offers for the summer period, since many families will have to work in those months. The Councilor assured that the Administration is moving within its scope of competence, trying to expand the educational offer, encourage interconnectivity and think about preparing a more complete service in the summer period.

OUTCOME:

The representative of the European Commission illustrated the tools put in place by the European Community to deal with the Coronavirus Covid-19 emergency. He then answered the questions posed by the Councillors.

Agenda: Situation and interventions in schools during the COVID19 emergency. Councilor Paolo Limonta will be present.

OUTCOME:

The Councilor announced that, following the Prime Ministerial Decree of 22 March 2020, regarding the containment and management of the epidemiological emergency from COVID-19, the 38 extraordinary maintenance sites active in school buildings before this emergency were closed. He also highlighted the commitment of the technicians to prepare, in smart working, the planning of the construction sites to be started at the end of this emergency and communicated the operations of the NUIR for any urgent interventions.
A debate followed during which the Councilors asked questions to which the Councilor provided answers.
