The Representative of the Office of the National Guarantor of Prisoners' Rights illustrated the situation in the CPRs (Repatriation Permanence Centres), with particular reference to the one in via Corelli, in Milan, defining the critical issues, also in light of the research presented then by representatives of the ISMU Foundation. At the presentation, the Guarantor for the Rights of Prisoners of Milan and a representative of the CGIL union also spoke, again on the topic of CPRs, each offering their own assessments regarding these types of structures. At the end, as there was no time for the Councilors to intervene, the President postponed the discussion to a next meeting, to be held next January.

OUTCOME:

The Director of Carthusia Edizioni and the Teacher in creative writing and journalistic writing courses at the Catholic University of Milan presented the book and the game, created with the patronage of the Municipality of Milan, "Adventurous women who made Milan great", book and game focused on important female personalities who have characterized the history of the city: the psychologist Silvia Vegetti Finzi, the scientist Amalia Ercoli Finzi, the entrepreneur Olga Torri Zaini and the poet and writer Vivian Lamarque. The Director of the Libraries Area of ​​the Municipality of Milan responded to the Councilors' questions regarding the free distribution of the book and game kit in Milanese libraries, as well as in primary and lower secondary schools. The Councilor for Education and the Councilor for Culture expressed their appreciation for the initiative.

OUTCOME:

In the presence of the Sole Director of AMAT and the managers of the Participatory Area of ​​the Budget Directorate, an in-depth session was held on the corporate strategies of the Agency of the Municipality of Milan which is responsible for carrying out field analyses, processing data and maps, as pure virtual simulations. The discussion focused on human resources management policies. The councilors present were able to ask their questions which were fully answered.

Urban Planning-Private Construction Council Commission, Milanese Agricultural System (Chaired by Councilor Ceccarelli Bruno)
Agenda: Provisions relating to abandoned buildings with critical issues pursuant to art. 40 bis of the Regional Law 11 March 2005 n. 12 and subsequent amendments and provisions relating to the recovery of existing ground floors pursuant to art. 8 of the Regional Law 26 November 2019, n. 18. The following will participate in the work of the Commission:

OUTCOME:

The Councilor illustrated in detail the resolution resulting from the application of regional law No. 18/19, which introduces the concept of "disused heritage", as already envisaged by the Municipality, listing the buildings that can be part of it. He, however, highlighted that the regional law obliges us to disregard several provisions of the PGT. He complained that, due to the aforementioned law, many areas of the city will not see redevelopment in the short term, or some buildings will be profoundly modified thanks to the possibility of taking advantage of an increase in the building index of 20% and then of a further 5 %. The councilors intervened on the merits, expressing their opinion on the merits, obtaining answers from the Councillor. At the end of the debate the President declares the resolution discussed and can continue its process in the City Council.

OUTCOME: 

The representatives of the Italian Moving Federation, invited to the commission, highlighted the problems relating to their operability caused both by the mobility regulations inherent to cycle paths and by the bureaucratic difficulties for requesting the occupation of public land. The Councilor for Digital Transformation, the Councilor for Mobility and the Chief of Staff of the Local Police have expressed their willingness to meet the various subjects involved at a discussion table to seek together solutions that are sustainable both on an environmental, social and economical and for everyone's safety.

OUTCOME:

The Councilor for Urban Planning and Greenery reported that there is an intention to bring the maintenance of the greenery back within the Municipal Administration, evaluating the possibility of entrusting it to one of the companies controlled by the Municipality. The most suitable candidate is Metropolitana Milanese and would like to know the opinion of the Councilors on this proposal, which still needs to be studied in depth. The latter all agreed to bring the management of the greenery back in-house and some of them proposed entrusting its management to the Parks and Gardens Directorate instead of a company like MM. The topic will be revisited next January with further in-depth analysis and with a greater number of data available to the Commissioners.
