OUTCOME:

Some Municipality Presidents spoke on resolution no. 218, declared discussed in the session on Friday 17th, expressing their opinion on the resolution itself. The President of the Commission, at the end of the discussion, wanted to reiterate with the vote the decision already taken during the last session to declare the resolution discussed in the commission, obtaining a favorable outcome from this vote.

OUTCOME:

The session focused on the hearing of some students from secondary schools in Milan who participated in the research of the “Terre des Hommes” Onlus Foundation on the recent use of distance learning, following the closure of institutions due to the emergency healthcare. The girls and boys expressed their impressions on the practice of distance learning, recounting their experiences and evaluating the advantages and limitations of school experienced through digital devices.

Agenda: Anitec-Assinform hearing Dr. Marco Gay who will present the report "Digital in Italy 2020".

OUTCOME:

The President of Anitec-Assinform (Confindustria Association which brings together the main Information and Communication Technology companies) presented the report "Digital in Italy", 2020 edition. The study shows that the digital economy has managed to contain the effects negative effects on GDP due to the health emergency, despite suffering, compared to 2019, a decline that can be recovered in 2021, that Italy is recording, in this respect, a strong delay compared to other European countries and that the pandemic event has induced an acceleration on the country's digitalisation processes. It was also argued that the increase in national modernization, in this aspect, urgently requires adequate economic policies and being able to count on tax breaks that make the Nation competitive in international comparison. Local Administrations, it was noted, must play a decisive strategic role.

Oagenda:  Presentation of Amsa Customer Satisfaction results. They will be present:

OUTCOME:

The Councilor for Participation, Active Citizenship and Open Data and the speakers invited to the Commission provided specifications relating to the Customer Satisfaction survey service on the services provided by the company AMSA SPA - A2A Group relating to the year 2019; this is a quantitative sample survey carried out using telephone interviews using the CATI (Computer Assisted Telephone Interview) technique. The subjects were contacted starting from lists of landline and mobile telephone subscribers; the evaluations collected among citizens portray a largely positive situation, with generally reduced
dissatisfaction rates. Only with reference to some aspects of street cleaning (in particular manholes and pavement weeding) do the percentages of dissatisfied people reach significant levels. The ratings are generally in line with those of last year. The Councilors asked questions on the merits which were given exhaustive answers.

Agenda: "Heating Contract and Energy Efficiency Plan for Municipal Buildings" continuation of works Commission of 15 July. The following will participate in the Commission:

OUTCOME:

The Councilor and the Offices responded to the questions that remained unanswered during the previous session and provided further clarifications regarding the municipal administration's decision to grant a one-year extension of the heat contract to the company Engie Spa, manager of the municipal systems until in April 2020, aimed at guaranteeing the continuity of the service. A debate followed during which some specific points were explored in depth.

Agenda:Progress of gfu "Bovisa Gocce" initiatives. The following were invited to the Commission's work:

  • the professor. Emilio Faroldi of the Polytechnic of Milan.

OUTCOME:

The Councilor for Urban Planning and Prof. Faroldi of the Polytechnic of Milan illustrated to the Commission online the project of the "Bovisa Gocce Urban Sub-area", which involves the expansion of the university campus, with the creation of new spaces for research and innovation; the recovery of valuable historic buildings, with the establishment of functions open to the public; the creation of a system of green spaces, with the creation of two large park areas. They therefore responded to some requests for information made by the Councilors regarding the reclamation interventions that affected the area in question, the forecasts on the heating costs of future structures, the improvement of accessibility to the area and the constraints of the Superintendence with respect to the valuable historical buildings present in the area.

Agenda: Vote on the conclusion of the commission's preliminary investigation on the proposed council initiative resolution No. 218 Amendment of Art. 97 of the current Statute of the Municipality of Milan.


OUTCOME:

Some opposition councilors have noted that today's session is the consequence of a decision taken by the Bureau following an expression from the General Secretariat. They argued that the decision taken by the President during the session on Friday 17th and the vote on Monday 20th are illegitimate and stigmatized what happened. Other councilors, however, defended the President's actions, noting how the decision to consider the provision discussed was correct in terms of the Regulations and how the oppositions worked to hinder the normal conduct of the sessions. Once the interventions have been completed, the President opens the vote regarding the conclusion of the investigation of measure no. 218, at the end of which you declare the provision discussed which can then be transmitted to the Chamber for subsequent obligations.

OUTCOME:

The Councilor for Urban Planning and the Councilor for State Property illustrated Resolution no. 223, going into the specifics of the areas and properties that integrate the Plan for real estate disposals and valorisations, already approved last March, within the Single Programming Document. They then responded to the questions posed by the Councilors and, at the end of the interventions, the Presidents declared resolution no. 223 discussed, which will continue for the council debate.

Agenda: Milan Museum City 2020 edition.

OUTCOME:

The Councilor for Culture illustrated the "Museo City Milan" initiative, which will be held from 31 July to 2 August 2020, consisting of a widespread and multiple event that involves the world of museums, enhances their cultural function and promotes knowledge of their heritage. The Councilors asked for some clarifications which were promptly answered.

Education, Education, University and Research Council Commission (Chaired by Councilor Pontone Marzia)
Agenda:Rethink schools starting from the installation of prefabricated buildings and temporary modules to cope with distancing and ensure safe reopening in September, in light of the commissioner powers attributed to the Mayor regarding school buildings. The Councilor for School Buildings, Paolo Limonta, will be present.

OUTCOME:

The Councilor recalled the conversion law of School Decree no. 41, of 6 June 2020, which entrusts extra ordinam powers to all Mayors, including of Metropolitan Cities and to the Presidents of Provinces, for the implementation of school building interventions until 31 December. He then clarified which interventions will be carried out with the aforementioned commissioner powers, i.e. the re-roofing of school buildings, the creation and installation of temporary modules intended for school classrooms and ancillary rooms, interventions to make the "anti-shatter" ceilings and the adaptation and safety of the parapets of the stairwells. A debate followed during which some Councilors asked for clarifications to which the Councilor and the Offices responded.
