OUTCOME:

The Councilors for Education and Social Policies, with the support of the representatives of Ciessevi Milano, illustrated the activities carried out by the world of volunteering and by the Municipality to support families in difficulty in the emergency phase caused by Covid19. Furthermore, an overview was made of the next provision of shopping vouchers to families in poverty. The Councilors asked for some clarifications which were promptly answered.

OUTCOME:

In the presence of the Councilor for Tourism, Sport and Quality of Life, as well as the main sports promotion bodies and associations active in the Milan area, the Administration's proposals designed for the concessionaires of sports facilities owned by the Municipality were presented and discussed, especially in light of recent government measures to support the sports sector issued following the economic crisis resulting from the Covid-19 epidemic. The councilors were able to contribute to the debate by providing their opinions on the proposals put forward.

The Councilor for Urban Planning and the representatives of the urban planning offices illustrated the digitalisation plan implemented for the presentation of building practices, then answering the questions posed by the Councilors and representatives of the Order of Architects and the College of Surveyors.

OUTCOME:

The President of ATS updated the data regarding positive cases, suspected cases and deaths within the RSAs of Milan until April 15th. He also provided data regarding the cases among the OSS and the percentages of disease among them to date. The councilors asked questions relating to the data provided today and aimed at understanding what strategies we intend to implement for the future. They also carried out assessments regarding the policies adopted at regional level and asked for clarification regarding the protocols implemented to deal with the progress of the epidemic in the Institutes. The President of ATS responded to some of the questions and tried to better specify some steps that were taken in the previous weeks. Having exhausted the time available, complying with a request made by the Presidents of the Commissions, the President of ATS reserved the right to provide written answers to the other questions posed.

Agenda: Delivery of IT devices to children in Milanese schools to combat the digital divide generated by the Coronavirus emergency". The following will be present and speak:

OUTCOME:

Councilor Galimberti illustrated to those present the initiatives adopted by the Municipality of Milan to combat educational poverty and therefore to allow students with less financial means access to distance learning. You underlined the fundamental commitment of the volunteers, the Local Police and the Civil Protection in the distribution of the devices. You gave a note of merit to a well-known network operator who has made internet connection available in many homes. The experiences of Municipalities 6 and 8 and of the Pizzigoni Renovated School were also reported. The topic of private schools was raised. Representatives of Municipality 9 complained about the poor coordination between Palazzo Marino and the Municipalities.

Council Commission on International Affairs, Post Expo, European Policies (Chaired by Councilor Pacente Carmine)
Agenda: “Structural Funds: new European rules for the emergency and ideas for Milan in view of the new European budget (MFF) 2021/2027” Nicola de Michelis, Director of the European Commission, responsible for the structural funds for the 6 member states, will be present at the hearing of Southern Europe.

OUTCOME:

The President and the Director of the European Commission focused on the European Commission's proposal regarding the possibility for member states to reorganize part of the 2014/2020 European structural funds, not yet used, to support the COVID 19 health emergency.
The Director of the European Commission clarified that with these resources it will be possible to carry out interventions to guarantee the liquidity of companies, to support income and the healthcare system. He also pointed out that the European Commission intervened by allowing resources to be moved between programs, between Regions, between funds and between priorities.
A debate followed during which the Councilors asked questions which were answered.

OUTCOME:

The Councilor for Culture and the director of the Culture Directorate have provided specifications regarding the culture sector: impacts, actions and perspectives during the Covid-19 emergency; 4 main points were highlighted: the cultural services activated by the Municipality of Milan, the political actions in support of the culture sector, the measures developed by the Government to support the sector and the various problems of the latter. The Councilors asked questions on the merits which were given exhaustive answers.

Council Commission on Institutional Affairs - Metropolitan City - Municipality and Social Policies and Services for Health, Volunteering (Presided by Councilor Censi Arianna and Councilor Vasile Angelica)
Agenda:Updates on coronavirus interventions in the metropolitan area. Dr. Maria Cristina Pinoschi, Director of the Infrastructure Area of ​​the Metropolitan City, will speak.

OUTCOME:

The Presidents of the Commissions, assisted by an official of the Metropolitan City, communicated to those present the initiatives undertaken by that Institution to deal with the health emergency (distribution of personal protective equipment, delivery of food parcels to the needy, etc.). Some have complained about the unfortunate suppression of the Provincial Authority and noted how necessary it would have been useful on such an occasion, especially for small municipalities.

Agenda: Proposal for resolution no. 194 "recognition of off-balance sheet debts in response to appeals against violations ascertained by the Local Police in the period 1.12.2019 - 31.12.2020". The Councilor for Security - Deputy Mayor, Anna Scavuzzo will be present.

OUTCOME:

The Security Councilor and the Deputy Commander of the Local Police illustrated the resolution in question. The Councilor for Security and the Deputy Commander of the Local Police therefore responded to some requests for information formulated by the Councilors regarding the appeals against infringements of the Highway Code which had an unfavorable outcome for the Municipality of Milan, the types of violations of the Highway Code and the type of sanctions that were imposed. The measure was therefore declared discussed to continue its process in the City Council.
