OUTCOME:

The delegate of the Territorial Office of the Education Authority presented the new methods with which it intends to propose Full Time in Milanese primary schools. In particular, you highlighted that at the basis of it there must be an educational project that must take into account the situation of each institute both in terms of spaces and availability of teachers in addition to the health regulations aimed at avoiding possible contagion from Covid-19. The Councilors asked for data regarding the number of teachers in service in primary schools, on the number of classes that had to switch to distance learning due to some pupils testing positive for the virus. The President announced that for data on teachers a request will be forwarded to the Superintendent of Studies while on the Covid-19 situation in schools, ATS managers will give information in a future meeting dedicated to this topic.

Agenda: Territorial education and outdoor teaching. Proposals and experiences. They will be present:

OUTCOME:

The Councilor for Education and Instruction underlined the importance of children's right to sociality and play, to develop innovative teaching methods. The President of the Lambro Lucente Observatory and the President of the Circola Association drew attention to the topic of environmental education, focusing in particular on the protection and valorisation of the areas of the Lambro river basin. The President and some Councilors of the Cascine Milano Association underlined the importance of city farms for the purposes of creating educational courses in contact with nature and the rural world. They therefore provided a response to the Councilors regarding the outdoor teaching educational courses intended for school groups and the regulation of common goods.

Agenda: Approval of resolutions: Transport and Parking Area - Resolution n. 241 Circ. 369 Approval of the special service called "taxi sharing", pursuant to art. 3, paragraph 2, of the regulation of the traffic basin of the airport system of the taxi service of the Lombardy Region. Energy and Climate Area - Resolution n. 191 Approval of the Air Quality Regulation of the Municipality of Milan. The measure does not involve any expense. The Councilor for Mobility Marco Granelli will be present.

OUTCOME:

The Councilor for Mobility and the Director of the Mobility and Transport Area illustrated Resolution no. 241 and the related document "Milano Taxi Sharing" highlighting that this is a special service that responds to the situation created following the health emergency caused by COVID 19, with the following purposes: supporting fragile categories, supporting the taxi economy through possibility for the taxi driver to reduce downtime and serve new citizens, facilitate the mobility system, strengthening and supporting the use of alternative forms of transport to private vehicles. Since the time available was over, the President deemed it appropriate to postpone the discussion of Resolutions no. 241 and n. 191 to another commission.

The Councilor for Urban Planning and the CEO of FS Sistemi Urbani updated those present with respect to the state of the art of the Program Agreement for the railway yards, thus responding exhaustively to the questions posed by the Councillors.

Agenda: RESOLUTION N 244 Extension, in implementation of the art. 109 of Legislative Decree no. 104 of 14 August 2020, converted into Law no. 126 of 13 October 2020, of the provisions of the City Council resolution no. 13 of 14 May 2020 concerning "COVID-19 health emergency - Expansion of temporary occupations of public land connected to the exercise of food and drink administration activities and other commercial activities in order to comply with the measures to prevent virological spread in progress." 
The Councilors Cristina Tajani, Pierfrancesco Maran and Marco Granelli will be present. 

OUTCOME:

Councilor Maran illustrated to those present the main contents of the proposed Resolution no. 244 (extension to next December 31st of the provisions of its previous resolution no. 13 of May 14th 2020 relating to the free of charge of the current tariffs for all occupations of spaces and temporary public areas carried out by public businesses and other commercial activities covered and by the system simplified authorization). Some Councillors, while considering the initiative favorably, reported various critical issues regarding the deterioration caused in the vicinity of the premises, the presence of dangerous gatherings and the excessive use by operators of taking away food and drinks; they consider it necessary to intensify checks on compliance with the rules and have proposed some reflections on the tariffs to be applied, possibly, in the future and new criteria for granting outdoor spaces. Councilor Maran also introduced the new elements that will characterize the next resolution proposal, of the same nature, which will shortly be presented to the Council.

Agenda: Resolution no. 241 "Approval of the special service called "taxi sharing", pursuant to art. 3, paragraph 2, of the regulation of the traffic basin of the airport system of the taxi service of the Lombardy Region." Hearing of taxi drivers' union representatives. Resolution no. 191 "Approval of the Regulation for the air quality of the Municipality of Milan. The measure does not involve expenses." Councilor Marco Granelli will be present.

OUTCOME:

In the presence of the Councilor for Mobility, the discussion on resolution 241 and the related document "Milan Taxi Sharing" continued, proceeding with the hearing of the major representatives of the trade associations of Milanese taxi drivers. The resulting debate highlighted the problems linked to the adaptation of the service to the Municipality's project. The councilors present were able to deal with the difficulties, especially related to the current health emergency, that the category encounters on a daily basis. At the end of the session the President decided to suspend resolution 241, pending its finalization, and to postpone the discussion of resolution 191 to a future session.

Agenda: Activities to support the development of new learning environments in Milanese schools. They will be present:

OUTCOME:

The Councilor and the guests underlined the importance of welcoming and attractive school environments and furnishings and recalled in this direction the approval, by the Council, of the "Milan Manifesto", for the promotion and development of innovation learning environments at first cycle schools, and the public notice for the allocation of funds aimed at setting up new educational spaces to be built by 2020.
The commitment to reuse school furniture no longer used was also recalled for the supply of new single-seat desks to achieve social distancing in classes.
