Agenda: "Renovating schools and renovating neighbourhoods: cost-cutting interventions within the CityLife project, following the sale of the Palazzo delle Scintille". The following will be present and speak:

OUTCOME:

Councilors Limonta and Maran and the representative of City Life S.p.A. they presented to the participants the redevelopment and safety projects concerning two school complexes in Municipality 8 and mentioned those relating to the redevelopment of Piazza 6 February and Vigorelli. The costs include urbanization costs linked to the City Life program and the acquisition of the Palazzo delle Scintille by Generali/City Lyfe.

Joint Council Commission for Equal Opportunities - Civil Rights and Social Policies and Services for Health, Volunteering (Chaired by Councilor De Marchi Diana and Councilor Vasile Angelica)
Agenda: Interventions on major fragilities in the time of Coronavirus. They will speak:

  • Gabriele Rabaiotti - Councilor for Social and Housing Policies;
  • Silvia Bartellini - Staff Councilor;
  • Miriam Pasqui - Social Emergencies Area Rights and Inclusion;
  • Massimo Gottardi - Social Policy Directorate - Residential Area - Adult Reception Unit;

OUTCOME:

The offices and guests illustrated the practices implemented to deal with the Covid emergency in the context of "great fragilities", especially for the homeless. They described the interventions implemented in some existing structures, such as "Casa Jannacci" and two senior centers, and in areas created specifically to deal with the pandemic in the greatest possible safety, such as the building in via Carbonia, 2 structures prepared at the "Saini" Sports Center and a tent at the Scalo Romana. They highlighted the contribution provided by Emergency, which coordinated the intervention from a health point of view, and by the other Associations, which with their efforts provided an indispensable contribution in the social and organizational fields. The councilors expressed their praise for the initiatives. The Councilor provided some clarifications regarding the choices adopted by the Administration in the area covered by the session.

Joint Council Commission Urban Planning-Private Construction-Milan Agricultural System and Mobility-Transport-Environmental Policies-Energy-Civil Protection-Animals-Green (Presided by Councilor Ceccarelli Bruno and Councilor Monguzzi Carlo)
Agenda: "Innovative asphalts: illustration of the results of the experimentation carried out by the Metropolitan City of Milan on the Milan Meda.” The following were invited to the Commission's work:

  • Councilor Pierfrancesco Maran,

  • Dr. Maria Cristina Pinoschi of Città Metropolitana
  •  Dr. Federica Giannattasio, CEO of Iterchimica, a leading company in the sector.

OUTCOME:

The representatives of the Metropolitan City described their project for mapping the roads and the critical points of the road surface in the metropolitan area. Iterchimica technicians described the experiments carried out on some damaged road sections with the Gipave additive in agreement with the Metropolitan City. The Councilors then asked questions which were answered by the Councilor for Mobility, the road maintenance manager of the Municipality of Milan and the Iterchimica technicians

Council Commission for Labor Policies, Economic Development, Productive Activities, Commerce, Human Resources, Fashion, Design (Presided over by Councilor Specchio Laura) 
Agenda: Emergency situation of production activities due to the COVID-19 pandemic and proposals for reopening. Will participate:

  • Councilor Cristina Tajani;
  • Marco Barbieri, General Secretary of the Confcommercio Union of Milan Monza Brianza;
  • Andrea Painini, Provincial President of Confesercenti Milan.

OUTCOME:

The representatives of Unione Confcommercio and Confesercenti illustrated the effects that the lockdown has had on commercial activities and the problems that they are encountering in this reopening period. They also put forward some proposals to help these entities in the current phase. In turn, the Councilor for Commerce presented the measures to support commercial businesses implemented by the Municipality of Milan. During the debate, the Councilors also proposed further interventions that could be introduced to support city entrepreneurship.

Joint Council Commission on Institutional Affairs, Metropolitan City - Municipality and Social Policies and Health Services, Volunteering (Chaired by Councilor Censi Arianna and Councilor Vasile Angelica)
Agenda: Health emergency in RSAs – Continuation. Answers left pending from Dr. Bergamaschi". They will be present:

  • the General Director of ATS Lombardia Dr. Walter Bergamaschi,
  • Dr. Nadia Da Re,
  • the dr. Marino Faccini, Dr. Antonio Colaianni,
  • the dr. Vittorio Demicheli
  • the engineer Paolo Zambelli.

OUTCOME:

The General Director of ATS Lombardia and the Director of Supervision and Control of Social and Health Structures of ATS clarified that in a short time, more than 90 inspections were carried out at the city's RSAs and verified a progressive organizational adaptation of the structures, the presence of all the disinfectant material and the use of PPE.
They reported the reduction in the percentage of operators' absences within the supervised facilities and the maintenance of the visit ban except in particular cases and only after the authorization of the doctor in charge of the facility has been issued.
They also announced that 28 Covid patients and around 120 non-Covid patients were transferred from hospitals and housed within RSAs from mid-March to mid-April and that today there are 245 suspected Covid patients and 3825 confirmed Covid patients inside these structures.
A debate followed during which some Councilors complained of not having received answers to the questions formulated during the previous Commission and for which the guests are invited to provide written answers.

Agenda: Consequences of the health emergency on private training activities in the field of culture and performing arts. They will be present:

  • Susanna Beltrami - Dancehaus;
  • Debora Virello - MTM Teatro.

OUTCOME:

The Councilor for Culture and the speakers, invited to the commission, provided specifications regarding the consequences of the health emergency on private training activities in the field of culture and performing arts; these are important realities of education in the cultural field of the city of Milan, relating to the schools of music, theater and dance. From the debate emerged the need for a definition of fundamental protocols to resume activities as well as close collaboration between the Administration, public and private entities.

  • Francesca Zajczyk - Professor of Urban Sociology at Bicocca University;
  • Matteo Colleoni - Lecturer and currently Mobility Manager of the Bicocca University.

OUTCOME:

In the presence of the Councilor for Labor Policies, Productive Activities, Commerce and Human Resources, and some professors from the Milan Bicocca University, a session focused on the topic of life times in our city was held. The teachers illustrated the research carried out in the recent past and the consequent evaluations on the social organization of working time, especially for reconciling women with domestic commitments, and on the controversial topic of urban mobility. The interventions of the councilors fueled a debate on concrete strategies for optimizing this fundamental aspect of the daily life of each of us.
