OUTCOME:

The Councilor for Participation, Active Citizenship and Open Data and the speakers invited to the Commission provided specifications regarding the "Quarti park" project, highlighting that it is a redevelopment project of via Quarti in Milan, through a collaboration agreement between the Municipality and citizens, financed by the Municipality's 2019 Neighborhoods Notice. The pact aims to accompany the local community in a process of taking charge and caring for the common space that is slowly emerging, thanks to the social cohesion paths practiced over the years by the proponents. The Councilors asked questions on the merits which were given exhaustive answers.

Trijoint Council Commission on Equal Opportunities - Civil Rights, Security and Social Cohesion, Local Police and Anti-Mafia (Presided over by Councilor De Marchi Diana, Councilor Pantaleo Rosario and Councilor Gentili David)

Agenda: Operational protocol on human trafficking". Speakers:

  • Anna Scavuzzo - Security Councilor;
  • Adriano Scudieri - Deputy Public Prosecutor at the District Anti-Mafia Directorate of Milan;
  • Olivia Condino - Magistrate of the Specialized Immigration Section;
  • Miriam Pasqui - Head of Rights and Severe Marginalization Unit;
  • Sara Virzì - LULE Cooperative "Let's Put Our Wings" Project;
  • Tiziana Bianchini - Cooperative Fight against Marginalization "Derive & Approdi".

OUTCOME:

The guests illustrated the investigative work carried out by the Prosecutor's Office at the DDA and by the Specialized Immigration Section and focused on the phenomenology of trafficking. They explained which direction the investigations are following. The index of the Protocol for the signature of which signatures are being collected is shown. They also explained the methods of action of the specialized Section, focusing on some peculiarities. The Offices, however, underlined the work of recovering people and highlighted the need to network to guarantee them protection. The work subsequently focused on the work carried out by the Associations, which guarantee targeted interventions and have the aim of making victims understand that protection exists. The councillors, having highlighted the usefulness of the work illustrated, asked some questions to which the guests provided detailed answers.

Agenda: Ecobonuses and public housing: an intervention plan under what conditions. They will be present:

OUTCOME:

The Housing Councilor and the top management of MM illustrated the methods of implementing the "Ecobonus" decree, to obtain the tax benefit on energy efficiency works in 12 housing complexes owned by the municipality, managed by MM. The Councilors then asked questions, which were answered by the guests and the Councillor.

Agenda: Special Directorate for Collections and Collections Resolution no. 240, Recognition of off-balance sheet debts pursuant to art. 194 paragraph 1 letter a) of the Consolidated Law on Local Authorities (TUEL), deriving from the payment of legal expenses for executive judicial measures unfavorable to the Municipality of Milan in cases under the jurisdiction of the Specialized Collection and Collection Directorate for a total of €39.513,36. The measure involves expense. Resolution no. 252 Recognition of off-balance sheet debts, pursuant to art. 194 paragraph 1 letter a) of the Consolidated Law on Local Authorities (TUEL), deriving from the payment of legal expenses for executive judicial measures unfavorable to the Municipality of Milan in cases falling within the competence of the Specialized Collection and Collection Directorate for a total of €2.558,88. The measure involves expense.

Legal Affairs Directorate Resolution no. 248 Recognition, pursuant to art. 194, c. 1, letter. a), of Legislative Decree 267/00, of off-balance sheet debts deriving from the payment of legal expenses for n. 14 executive judicial measures unfavorable to the Municipality of Milan in cases followed by the Municipal Attorney's Office for a total of €. 28.502,37. The measure involves expense. Will participate:

OUTCOME:

The Budget Councilor illustrated resolutions no. 240 and 252 concerning the recognition of off-balance sheet debts for the payment of legal expenses for executive judicial measures unfavorable to the Municipality of Milan in cases falling within the competence of the Specialized Collection and Collection Directorate. The Official of Area II of the Municipal Attorney's Office illustrated resolution no. 248 concerning the recognition of off-balance sheet debts deriving from the payment of legal expenses for n. 14 executive judicial measures unfavorable to the Municipality of Milan, in cases followed by the Municipal Attorney's Office. The Budget Councilor and the Official of Area II of the Municipal Attorney's Office therefore responded to some requests for information formulated by the Councilors regarding legal cases, auditors' opinions and legal expenses. Afterwards the President of the Commission declared measures no. discussed. 248, 240 and 252 which may be submitted to the City Council for examination.

Urban Planning-Private Construction Council Commission, Milanese Agricultural System (Chaired by Councilor Ceccarelli Bruno)
Agenda: Proposed Resolution: One Stop Shop Area for Construction - No. 247 - Circ. 373 Recognition of legitimacy of off-balance sheet debt pursuant to art. 194, paragraph 1, letter e) of Legislative Decree no. 267/2000, for the total amount of €3.338,00 due, by way of services rendered by the Revenue Agency, in relation to the appraisals carried out regarding the increase in value of some properties, pursuant to Presidential Decree 380/ 2001 and subsequent amendments. The following will participate in the work of the Commission:

The Offices illustrated the contents of resolution no. 247 clarifying that this is an off-balance sheet debt due, by way of services rendered by the Revenue Agency, in relation to the appraisals carried out regarding the increase in value of some properties and whose payment can only take place after the approval of the same by the municipal council, as established by the Court of Auditors.
The President then declared the proposed resolution in question discussed, which can be submitted to the City Council for examination.
Some Councillors, who spoke on various matters, asked for information on the current situation of the building located in via Pirelli 39, once home to the municipal Technical Offices, and of the new San Siro Stadium.
A debate followed at the end of which the President affirmed his commitment to convening in-depth commissions.

Agenda: Next Generation EU: what space for big cities like Milan? The President of the European Union Policies Commission of the Senate of the Republic, Sen. Dario Stefano, will be present at the hearing.

OUTCOME:

The President of the European Union Policies Commission of the Senate of the Republic illustrated the lines of intervention into which the Plan called "Next Generation EU" is divided and the state of progress of the procedures relating to the projects that will have to be financed with this instrument , by the European Community. The Councilors asked for some clarifications which were promptly answered.

OUTCOME:

The Councilor and the guests illustrated the public-private partnership project proposal, presented by a Spanish company operating in the fitness sector and deemed responsive to the public interest by the Council, for the redevelopment and management of the Piazzale Lotto Lido. It was clarified that at the end of this redevelopment the Lido will be accessible all year round with the possibility for citizens to access some spaces free of charge.
They also announced that a new structure will be built to be used as a sports center and a new seasonal swimming pool. The existing swimming pool will also be transformed into a body of water and discounted subscription rates will also be provided.
A debate followed during which clarifications were requested. Since the available time had run out, the Presidents therefore agreed to adjourn the debate to a subsequent Commission session.

Agenda: "Lombardy Film Commission: hearing of the President". Will participate:

OUTCOME:

In the presence of the Councilor for Culture, the hearing of the President of the Lombardy Film Commission Foundation took place regarding the 2020 - 2022 Strategic Plan of this subsidiary company of the Municipality of Milan, leaving ample space for clarifications and insights into the recent judicial events in which it is got involved. The councilors present were thus able to delve into the technical and legal aspects of the matter, without neglecting their political and administrative implications.

Council Commission for Education, Education, University-Research (Chaired by Councilor Pontone Marzia)
Agenda: "Updates on educational services for children 0-6" Will be present: the Councilor for Education and Instruction: Laura Galimberti; the President: Bernardo Notarangelo of Milan Ristorazione.


OUTCOME:

The Councilor described the new offers of educational services for the 0-6 age group put in place by the Municipality. You underlined the procedures adopted which made it possible to guarantee services, even if with difficulty, to reduce the possibility of contagion as much as possible. You communicate the data relating to the percentage of infections in nurseries and nursery schools, referring to children and teachers. You summarized the answers that the Administration provides to the questions most asked by parents.
The President of Milano Ristorazione illustrated the methods adopted to remain in relationship with parents and deal with the current situation. He criticized the fact that at the Trenno hub it is not possible to carry out swabs for Milano Ristorazione employees and for the bowlers.
The councilors expressed appreciation for what the Administration has accomplished in this phase, asked questions on some issues and proposed paths to deal with emergencies. The union representatives reported problems that in their opinion were still open.
