Agenda: "Presentation of the civic crowdfunding platform established by the Municipality of Milan to finance the social and cultural rebirth in the peripheral neighborhoods after the Covid emergency and updates on the project: School of Neighborhoods". Speakers:

OUTCOME:

The Councilor and the Offices illustrated the initiative of the civic crowdfunding platform, specifying its contents and underlining how these are initiatives calibrated to promote bottom-up activities aimed at investing in the neighborhoods. They specified that the winning projects will have to find 40% of the necessary funds and in that case the Municipality will provide the remaining 60%. They also explored the aspects concerning the second cycle of "School of Neighborhoods", noting that despite the emergency, 67 applications were received which a commission will evaluate by the end of June. Finally, they mentioned "Milan Help services and projects", a public call that selected projects to address the emergency.

Agenda: Cipe funds: urban regeneration of the Corvetto and Gorla districts. The following will participate in the Commission:

OUTCOME:

Councilor Rabaiotti comprehensively illustrated the residential and social building projects (CIPE Resolution 127/2017), relating to Municipalities 2 and 4 (Gorla and Corvetto respectively). The same projects are characterized by the aim of integrating public services for rental and housing with the territorial welfare system. The importance of the public/private partnership and the innovative principles of the redevelopment programs presented were underlined. It was highlighted that, for the success of the projects, it is necessary, first and foremost, to resolve the problem of illegal occupants of the housing complexes involved.

Agenda: INFORMATION AND UPDATE ON THE SAN SIRO AREA. The following will participate in the work of the Commission:

OUTCOME:

The Councilor for Urban Planning, the Councilor for Budget and the Councilor for Sport updated the Councilors with respect to the new proposal put forward by the Inter and Milan football teams for the construction of a new stadium, revisited in light of the provision of Council which in turn implemented the dictates of an agenda of the City Council. Councilor Maran then briefly responded to the many questions posed by the Councillors, but as there were others registered to speak and it was noted that the time available had been well exceeded, the Presidents postponed the discussion of the topic to a subsequent session.

Agenda: HUMAN RESOURCES ADMINISTRATION AREA - RESOLUTION N. 207/20 Recognition of off-balance sheet debt pursuant to art. 194, 1st paragraph letter. a), Legislative Decree 267/2000, deriving from the payment of the sum of €15.000,00, plus interest and revaluation from the amount due to the balance, and €4.946,61, by way of legal expenses, in execution of the sentence of the Court of Appeal of Milan – Labor Section n. 1997/2019 published on 16.04.2020. The measure involves expense". The following will be present:

  • Cristina Tajani, Councilor for Labor Policies, Productive Activities, Commerce and Human Resources;
  • adv. Valerio Iossa, Director of the Organization and Human Resources Department;
  • dr. Francesco Longoni, Director of the Human Resources Administration Area.

OUTCOME:

The Councilor and the Offices illustrated the contents of the provision in question, clarifying that it is an off-balance sheet debt deriving from a labor dispute in which the municipal administration loses. They also pointed out that the Court of Auditors requires that expenses resulting from judgments be treated as off-balance sheet debts and that payment can only take place after their approval by the City Council. A debate followed at the end of which the President declared resolution no. 207 discussed and can be submitted to the City Council for examination.

Joint Council Commission on Equal Opportunities-Civil Rights and Social Policies and Services for Health, Volunteering (Chaired by Councilor De Marchi Diana and Councilor Vasile Angelica)
Agenda: The anti-violence network of the Municipality of Milan during and after covid. They will speak:

OUTCOME:

In the presence of the Councilor for Social and Housing Policies, the Deputy Mayor and Councilor for Security, as well as the President of the Senate Commission of Inquiry into Femicide and Gender Violence, and also the top managers of the Social Rights and Inclusion Emergencies Area , a session was held aimed at taking stock of the situation of women who live in oppressive relationships for them, in constant danger for their personal integrity, and who, due to the lockdown due to the measures to contain the spread of Covid-19, are have been forced to stay at home, further exposing themselves to domestic violence. Data from the Women and Minors Protection Unit, as well as from the Anti-Violence Network of the Municipality of Milan, were exposed, which outlined the situation on these issues during the health emergency. The councilors present were able to express their approval for the work carried out in this delicate area of ​​social intervention.

Agenda: Summer School and childcare services for 3-6 year olds. Updates. The Councilor for Education and Instruction, Laura Galimberti, will be present.

OUTCOME:

The Councilor for Education and Instruction provided updates regarding the opening of the nursery school summer centers relating to the "Milan Summer School" project; therefore highlighted some points: the locations identified, the organization of the service, reception, the organization of spaces, hygiene, attendance times, the training of educators and finally the share of resources allocated to the Municipalities to finance the various initiatives. The Councilors asked questions on the merits which were given exhaustive answers.

Agenda: "Cultural Air Proposals" Speakers:

OUTCOME:

The Councilor for Culture illustrated the summer schedule of events, shows and cultural initiatives dedicated to dance, music, cinema and theatre, most of which will take place outdoors. It therefore responded to the requests for information formulated by the Councilors regarding the income support measures in favor of entertainment workers, the cultural initiatives dedicated to women's issues, the collaborative activities carried out with the Municipalities, as well as the identification of spaces and places in the city to be used for events and shows.

Joint Council Commission on Institutional Affairs, Metropolitan City - Municipality and Social Policies and Health Services, Volunteering (Chaired by Councilor Censi Arianna and Councilor Vasile Angelica)
Agenda: Epidemiological analysis relating to the mass study on SARS-CoV-2 seroprevalence in #Lombardy". The study conducted by the Department of Biomedical and Clinical Sciences of the University of Milan directed by Dr. Massimo Galli will be carried out on four Lombardy municipalities. They will be present at 'encounter:

  • Paolo Branca, Mayor of Carpiano;
  • Prof. Massimo Galli, Polytechnic professor;
  • Giorgio Mantoan, Deputy Mayor of Carpiano

OUTCOME:

The Mayor of Carpiano and the Deputy Mayor of Vanzaghello illustrated the ways in which the epidemiological investigation is being carried out on the population of the two Municipalities, to detect the presence of Covid19. In particular, they highlighted the willingness of citizens to participate in the survey and the organizational effort required of the two Local Authorities. The Councilors asked for some clarifications which were promptly answered.
