Agenda:"Operation of general wholesale markets during the Coronavirus emergency". Will participate:

OUTCOME:

The President of Sogemi illustrated the measures adopted by the company to protect operators present in the market, to deal with the Covid19 epidemic and the performance of activities in the last 50 days. From the data presented it emerged that the influx of goods, relating to fruit and vegetables, remained constant in supply while the fish market suffered a notable decline in both supplies and sales due to the closure of restaurants and hotels. The Councilors asked for some clarifications which were promptly answered.

Agenda: General, Civic and Digital Services during the Covid 19 emergency - update - Participants:

OUTCOME:

Councilor Cocco illustrated to those present the main measures adopted by the Municipal Administration (digitalisation, strengthening of the municipal call centre, distribution of PPE, adaptation of funeral services, etc.) to meet the needs of citizens in these days marked by the emergency healthcare. Some Councilors asked for more details on the initiatives undertaken by the Municipality and on the victims of the pandemic in Milan, especially on cemetery services, on the functioning of the municipal call center and on the methods of distributing masks. More in-depth data was requested on the Lambrate crematorium and on the deaths of Covid 19 residents, only domiciled or which occurred away from home.

Council Commission for Labor Policies, Economic Development, Productive Activities, Commerce, Human Resources, Fashion, Design (Presided over by Councilor Specchio Laura)
Agenda: discussion of the C.C. resolutions n. 187/20 "Recognition of the off-balance sheet debt pursuant to art. 194, 1st paragraph of Legislative Decree 267/2000, deriving from the payment of the total sum of 21.251 euros, in execution of the sentence of the Court of Milan - Section Work n.01/2110 published on 2019. The following will be present:

  • Councilor Cristina Tajani;
  • the dr. Francesco Longoni, Director of the Human Resources Administration Area;
  • the dr. Claudio Bisi, Director of the Facility Management Area.

OUTCOME:

The Councilor for Labor Policies, the Director of the Human Resources Administration Area and the Director of the Facility Management Area illustrated the resolution in question and provided a response to some requests for clarification made by the Councillors. The measure was therefore declared discussed to continue its process in the City Council.

Agenda:"COVID 19 emergency: construction site update and support measures" The Commission will be attended by:

  • Councilor Marco Granelli
  • Councilor Pierfrancesco Maran.

OUTCOME:

The Councilor illustrated two measures implemented by the Administration to ensure that companies can resume work suspended due to the ongoing pandemic and to guarantee them liquidity for the payment of materials and salaries. He showed the councilors documentation relating to the number and type of construction sites that remained open, recently reopened, about to be restarted or still closed. He specified that whether or not a construction site will reopen depends on the ATECO code to which it belongs. He announced that the Administration is working to carry out serological tests on ATM staff. The councilors expressed appreciation for the measures adopted and asked some questions on the merits which the Councilor provided answers to.

Joint council commission for Social Policies, Health Services, Volunteering and Education, Education, University and Research (Presided by Councilor Vasile Angelica and Councilor Pontone Marzia)
Agenda: "Distance educational assistance projects for children with disabilities". They will be present:

  • the relevant Councilor Laura Galimberti;
  • Dr. Elena Doctor, President of the Council for people with disabilities.

OUTCOME:

The Education Councilor and a representative of the Accredited Third Sector Bodies illustrated the distance learning actions and activities implemented for primary and lower secondary school children, as well as the actions undertaken for secondary schools of second degree, in the period of health emergency.
The President of the Council for Disabilities expressed her opinion on the matter and, at the end of the interventions of the Councillors, the Councilor for Education responded to their questions and requests. The President of the Education Commission, not considering the discussion on the topic in question to be exhausted, postponed it to a future session.

Joint Council Commission on Institutional Affairs - Metropolitan City - Municipality and Tourism, Territorial Marketing, Wellbeing, Sport, Free Time (Chaired by Councilor Censi Arianna and Councilor Fumagalli MarcoCarlo)
Agenda: “Update of the tourism situation in the city of Milan and its province”. Will participate:

  • the Councilor for Tourism, Sport: Roberta Guaineri;
  • the officials of the Tourism Department;
  • the President Federalberghi Milan, Lodi, Monza Brianza: Maurizio Naro; 
  • the Gitec President: Valeria Gerli;
  • the Secretary of the Gitec Association: Massimo Loiacono

OUTCOME:

The Councilor for Tourism, Sport and Quality of Life illustrated the various actions that must be implemented to support the tourism system, highlighting the data relating to the three-year period 2017-2019 and the year 2020 and underlining that all the work carried out previously it has been nullified in this last period; you therefore believe that a remodulation of strategies is necessary. The speakers, invited to the Commission, underlined the various problems caused by the closure of the financial years and formulated some proposals on the merits; the Councilors supported the aforementioned proposals and asked some questions which the Councilor answered.

Budget-Taxes-State Property-Procurement Council Commission (Presided over by Councilor Conte Emmanuel)
Agenda: 1) resolution 193 - off-balance sheet debt for the Lawyers Department. 2) resolution 196 - off-balance sheet debt, specialist collection and collection department. 3) resolution 195 - changes to the budget management budget. Councilor Roberto Tasca will participate.

OUTCOME:

The Councilor and the Offices illustrated the contents of resolutions n.193 and n. 196, pointing out that the payment of legal expenses relating to the sentence, borne by the municipal administration, is subject to the approval by the municipal council of the related off-balance sheet debts, as established by the Court of Auditors.
The Councilor then pointed out that with provision no. 195 requests the ratification by the municipal council of council resolutions no. 423 and n. 466 which relate to the resources assigned to the Municipality of Milan by the Civil Protection and to donations from citizens and businesses, included in the City of Milan Mutual Aid Fund, to deal with the Covid 19 emergency.
A debate followed at the end of which the President declared resolutions no. discussed. 193, 195, 196 which can be subjected to examination by the municipal council.

Council Commission for Verification and Control of Investee Bodies (Chaired by Councilor De Pasquale Fabrizio)
Agenda: Hearing of the new members appointed to the A2A Board of Directors and hearing of the new members appointed to the ATM Board of Directors".

OUTCOME:

The session focused on the hearing of the two new top corporate officers of A2A. The two senior managers, who have recently obtained their appointment as President and CEO respectively, presented their professional curricula to the councilors, who were able to speak with them by asking questions about the past work experiences of the newly elected members. Having exhausted the time available, the President decided to postpone the hearing of the new A.T.M. positions. in a future session, at a date to be determined.
