The Councilor for Education presented the "Il Manifesto di Milano" project for the promotion and development of innovation in learning environments in first cycle schools, the result of the working group promoted by the Memorandum of Understanding . OUTCOME:

The CEO of the Milanese Pharmaceutical Company provided specifications relating to the company itself regarding the company's activities and the various initiatives implemented in collaboration with the Municipality of Milan as well as a brief history of the various changes of ownership; the new representative of the Municipality delegated to the Company's Board of Directors was then introduced. The Councilors asked questions on the merits which were given exhaustive answers.

OUTCOME:

Resolution no. 218, for the attention of the Councillors, containing the proposal to repeal paragraph 4 of the art. 97 of the current Statute of the Municipality of Milan, containing specific regulations regarding the possible ballot for the election of the President of the Municipality, thus aligning the statutory provision with national legislation, was vigorously contested by the opposition groups, who they glimpse a mere electoral ploy. Conversely, supporters believe that, if paragraph 4 of the art. 97, the functions of the Municipalities can unfold much more effectively. Once the time available had expired, the President postponed the discussion of resolution no. 218 at tomorrow's sitting.

Agenda: Heat Contract and Energy Efficiency Plan for Municipal Buildings. The following will participate in the Commission:

OUTCOME:

The Councilor focused on the decision of the municipal administration to appeal to the Council of State against the order of the Lombardy TAR, suspending the awarding of the heat contract to the Engie company, manager of the municipal systems until April 2020, in acceptance of the request from the new contractor for the service, Siram. He clarified that the times dictated by the delayed award of the new Consip SIE3 agreement risked overlapping with the start of the thermal season, hence the decision to grant a one-year extension to Engie to guarantee continuity of the service. The guests spoke on the topic of energy efficiency, underlining the replacement of all the oil boilers in the Municipality's ERP assets. Since the debate on the merits was not concluded, President D'Amico adjourned the discussion to a future session.

Agenda: Reclamation Area - Resolution N/215: Recognition of off-balance sheet debt pursuant to art. 194, paragraph 1, letter e) of Legislative Decree no. 267/2000 of the amount of €42.958,97 for the reclamation activities pursuant to Legislative Decree 152/2006, consisting in the management of the safety system of the groundwater, carried out by MM SpA on the Bovisa Gasometers site. OUTCOME:

The Director of the Reclamation Area illustrated resolution no. 215 concerning the recognition of an off-balance sheet debt for the reclamation activities, consisting of the management of the aquifer safety system, carried out by MMSpA on the Bovisa Gasometers site. At the end of the illustration, the President of the Commission declared the measure discussed, which could be submitted to the City Council for examination.

Agenda: Advertising and Land Occupation Area - Resolution No. 192 - Amendment to articles 17-27-28 of the Regulation for the application of the fee for the occupation of public spaces and areas (Cosap). The following will participate in the Commission:

OUTCOME:

The Councilors illustrated, each within their own competence, the content of resolution no. 192 which modifies some articles of COSAP. They specified that the measure, the result of joint work, aims to lead to a reduction in the fee in specific cases and in specific locations. They have outlined the various areas in which these changes will have effect, which systematize some areas, including facilitating the implementation of social distancing in some premises, encouraging the implementation of energy saving interventions, starting innovative activities in certain neighbourhoods, facilitating the activities of non-profit cultural associations and carry out redevelopment interventions that operate from an artistic point of view. The councilors asked questions and put forward proposals to which the Councilors responded fully, ensuring that they will be responsible for verifying the feasibility of the latter.

The Budget Councilor illustrated resolution no. 213 concerning the extension of the duration of the surety guarantee in favor of the Società Ginnastica Milanese Forza e Coraggio ASD, in order to allow the moratorium on the residual payments of the loan stipulated on 10/7/2008. It therefore responded to the requests for information formulated by the Councilors regarding the amount of the residual debt borne by the sports club, the ongoing and youth sports activities carried out at the centre, the application of tariffs and discounts in favor of the most vulnerable categories , the differentiation of sports disciplines and the possibility that this sports center could make some spaces available to schools in the area during the next school reopenings. At the end of the discussion, the President of the Commission declared the measure discussed, which could be submitted to the City Council for examination.

OUTCOME:

At the opening of the session, the opposition councilors requested the convening of a session to hear the Presidents of Municipalities, Presidents of Municipal Councils and the Observatory on Municipalities, a request accepted by the President who announced that it would be convened on Monday 20/7. Some municipal councilors, presidents and opposition municipal councilors spoke out regarding the measure and underlined their opposition to the resolution under consideration, justifying the reasons. At the end of the time available, the President declared the provision discussed and sent it to the Chamber for subsequent action. The opposition councilors intervened to express their opposition to this decision, while those of the Majority supported the decision.
