OUTCOME:

During the session, Councilor Tajani and the heads of the Human Resources Department illustrated the state of affairs in relation to Extraordinary Agile Work applied to the staff of the Municipality of Milan, starting from last March (around eight thousand employees, including managers , workers with functions that can be performed remotely and others already teleworking, compared to the few hundred in the pre-pandemic period). The Plan presented will provide for a coworking model for the Public Administration (access to the four hundred municipal offices, agreement with accredited and non-accredited coworking networks, reorganization of meeting spaces, work locations in each individual Directorate and the management of practices in contact with the public), in order to reduce the impact on city mobility, contain the risk of contagion and guarantee greater safety in terms of health for municipal staff. Objections have been raised regarding the IT skills of the staff, the inadequacy of private spaces, in the case of services provided from one's home and individual bargaining.

Council Commission Subcommittee on Prisons, Penalties and Restrictions (Chaired by Councilor Pirovano Anita)
Agenda: Presentation of the results and experience of the "Idee in fuga" Participatory Budget which took place at the Bollate Prison. Speakers:

OUTCOME:

The guests clarified that "Idee in fuga" is a participatory budget and civic crowdfunding project characterized by the commitment of the population detained in the Bollate prison, to decide which interventions and initiatives to carry out within it, and by the involvement of citizens external parties for raising the funds necessary to finance the winning projects.
They also recalled that voting concluded in September with the identification of the projects chosen by the inmates, both in the male and female wards, for the financing of which a crowdfunding campaign will be launched.
A debate followed during which the Councilors expressed their approval of the project in question.

Joint Council Commission on Security and Social Cohesion, Local Police and Anti-Mafia (Chaired by Councilor Pantaleo Rosario and Gentili David)
Agenda:Checks carried out by the Local Police on the city's massage centres. They will be present:

OUTCOME:

The Deputy Mayor of Milan, as well as Councilor for Security, and the Chief Commissioner in charge of the Rural and Commercial Unit of the Local Police have provided specifications relating to the checks carried out within the massage centers present in the City. They underlined that findings of an administrative nature are carried out, findings relating to compliance with health and hygiene regulations and finally findings relating to the methods with which the service is carried out. It was highlighted that following the checks carried out in the centres, some seizures were carried out for exploitation of prostitution. The Councilors asked questions on the merits which were given exhaustive answers.

OUTCOME:

The Housing Councilor illustrated the main issues of the Regional Regulations for the Assignment of Housing, which do not allow the assignment of the same, despite being ready in a good quantity. A debate followed on the need to amend this Regulation in the short term.

OUTCOME:

In the presence of the Budget Councilor and the major managers of the Budget and Subsidiary Management, Resolution no. 237 was illustrated which provides for the adjustment operations which vary, in different percentages, the allocations of Current Expenditure together with those of Expenditure for Investments, in addition to some expenses envisaged in the Three-Year Public Works Plan. The councilors present were able to make requests for further information to which a comprehensive response was provided.

Agenda:Promote the memory of the property in the historical contexts of reference. Experiences and access to sources. They will be present:

OUTCOME:

The guests illustrated in depth the initiatives implemented to bring people, especially young people, closer to historical archives, understood as basic elements for building a memory that can be a lesson for the future. They focused both on initiatives already held, even in this period since in open spaces, and on those that could be prepared in the future also through online methods, although they stated that, especially with regards to archives, a fundamental element consists in possibility for visitors to examine the archive material live. The councilors expressed considerations on the merits and formulated questions which were promptly answered.
