Agenda: Employment situation in Milan during the Covid-19 pandemic. Will participate:

OUTCOME:

The Secretaries of the Trade Unions, CGIL CISL and UIL, reported to those present the condition of the workers at the time of the pandemic. They themselves clarified that the worsening of the economic-employment situation has acted on an economic crisis already evidently marked by stagnation and a significant rate of unemployment, making the state of things even more desperate. They called for measures aimed at re-training, re-training and re-employment of people who presumably will not return to their jobs. From the interventions of the Councilors the needs emerged to: review working hours, so as to allow for a greater number of employees; the review of the city's timetables; greater and more widespread protection for those in serious conditions; elimination of bureaucratic practices in construction; protected development of smart working; immediate reactivation of the construction sites under the jurisdiction of the Municipality of Milan and more attention to safety in the workplace.

Agenda: RESOLUTION N/199 GENERAL DIRECTORATE: COVID-19 health emergency - Expansion of temporary occupations of public land connected to the exercise of food and drink administration activities and other commercial activities in order to comply with the measures to prevent the ongoing virological spread . OUTCOME:

The Councilors for Urban Planning and Commerce described resolution no. 199, which allows the expansion of commercial establishments onto the sidewalks, and then responded to the Councilors' questions. At the end, the Presidents of the Commissions declared the measure discussed, sending it to the Council for debate.

Agenda:Fight against money laundering. Update regarding the application of law 231/2007 (anti-money laundering legislation)

OUTCOME:

The Councilor and the Offices illustrated in depth the procedure that is adopted by the Municipality to combat money laundering, through the evaluation of the exposure level of the Offices and the adoption of good practices. They communicated the number of reports of suspicious transactions formalized to the Financial Intelligence Unit. They also explored the phases of the process that leads to identifying any suspicious transactions. The councilors expressed opinions and asked questions on specific points which were promptly answered.

Agenda: Resolution N/200 - Participated Area Milano Ristorazione S.p.A.: approval of amendments to the art. 4 of the company statute. City registry recovery plan. Will participate:

OUTCOME:

The Councilor for Digital Transformation and Civic Services, the Director of the Participatory Area, the Director of the Facility Management Area and the Director of Civic Services illustrated the resolution in question. Following the debate between the Councillors, the Councilor and the Managers provided answers regarding the requests for information that were formulated regarding the re-employment of Milano Ristorazione staff for functions serving the municipal offices for the health emergency period, measures to guarantee the safety of workers in the workplace and the working situation of the bowl cutters. The measure was therefore declared discussed to continue its process in the City Council. The debate also covered further topics including the promotion of smart working at the Municipality's investee companies, allowing newsstands to issue certificates through IT equipment, organizing wedding celebrations through videoconferencing applications and carrying out checks on changes of residence through digitalisation

Agenda: European structural funds 2021-2027: a new program for metropolitan cities. The position of ANCI. At the hearing Francesco Monaco, head of territorial cohesion of ANCI and IFEL.

OUTCOME:

The Head of Territorial Cohesion of ANCI and IFEL illustrated the new methods, granted by the European Commission, for the use of European structural funds in dealing with the social emergency created by the Covid19 pandemic. The Councilors asked for some clarifications which were promptly answered.

Agenda: Hearing of the representatives of the nine Municipal Councils of Boys and Girls of Milan. Summary of the experience of the months of lock down and prospects for the resumption of educational services following the Covid-19 emergency. They will be present:

OUTCOME:

In the presence of the Councilor for Education and Instruction, as well as the Presidents of the 9 Municipalities, a hearing was held with some representatives of the respective Municipal Councils of Boys and Girls who reported their experience of the lockdown following the epidemic of Covid-19, experienced within the home and struggling between distance learning and the various problems resulting from isolation. The city councilors present listened with great interest and participation to the very young municipal representatives, mostly from primary and lower secondary schools, receiving with the utmost attention the reflections arising from the unusual experience of separation from social life, as well as the young people's proposals especially aimed at the next phase of gradual return to normality.

Agenda: Phase 2: Local Police and Civil Protection. CoVid-19 emergency provisions checks and controls and updates on population support activities within the COC. The commission will see the presence of the Deputy Mayor - Councilor for Security, Anna Scavuzzo.
 

OUTCOME:

The Councilor announced that, during the Covid 19 emergency, 2.295.450 surgical masks were received as donations and 1.720.000 were received by the regional Civil Protection.
She also focused on the activity of the Local Police, reporting that since the beginning of the health emergency, around 22 thousand checks have been carried out in public establishments and 187 high fines have been imposed; 7066 people in quarantine received a phone call at home, 9407 roadside checks and 285 sanctions imposed.
Finally, he reported that there were 12.185 checks carried out by the Local Police inside parks and green areas and 6323 removals due to gatherings.
