Joint Council Commission on Policies for Work - Economic Development - Productive Activities - Trade - Human Resources - Fashion - Design and Culture (Presided over by Councilor Specchio Laura and Councilor Turco Angelo)
Agenda: inspection at the Restoration Laboratory of the Civic Historical Archive and Trivulziana Library in Piazza Castello n. 3 (fourth floor) in front of the main entrance of the Sforzesco Castle. Will participate:

The meeting of the Members is set at 09.30 am in Piazza Castello n. 3 (fourth floor) in front of the main entrance of the Sforzesco Castle where they will go by their own means.

OUTCOME:

The Commission went to visit the Restoration Laboratory of the Civic Historical Archive and Trivulziana Library, where some professionally trained disabled people work for the restoration of paper materials. The Councilors visited the spaces used for conservative maintenance activities and verified the success of the "Grafiche in Comune" project, aimed at the digitization of the graphic heritage and the consequent online publication.

Council Commission Mobility-Transport-Environmental Policies-Energy-Civil Protection-Animals-Green (Chaired by Councilor Monguzzi Carlo)
Agenda: RESOLUTION N. 172 - CIRC. No. 274 DIRECTORATE FOR NEIGHBORHOODS AND MUNICIPALITIES FOR GREEN AREA, AGRICULTURE AND STREET FURNISHINGS Amendment/integrations to articles. 12, 21, 28, 33, 34, 38, 42, 43, 44, 46, 48, 56 and Annex A - Administrative Pecuniary Sanctions, of the current "Regulations for the Use and Protection of Public and Private Green Space", approved with resolution of the City Council n°37 of 11/12/2017. This measure does not involve any expense.

OUTCOME:

The Councilor illustrated the proposed amendments/integrations to be made to the Regulations for the Use and Protection of Public and Private Green Space, focusing in particular on the topic of micromobility, on the regulation of access to play areas for distinct age groups for children children and accompanying adults only and on expanding the definition of the area pertaining to trees.
A debate followed during which clarifications were requested to which the Councilor provided an answer. At the end, the President declared resolution no. discussed. 172 which will be submitted to the City Council for examination.

Council Commission for Urban Planning - Private Construction - Milanese Agricultural System (Chaired by Councilor Ceccarelli Bruno)
Agenda: "Presentation of the contents and progress of the Metropolitan Territorial Plan". The following were invited to the Commission's work:

  • Councilor Pierfrancesco Maran,  
  • the Arch. Simona Collarini,  from the Municipality of Milan;
  • the Managing Director for Territorial Planning and Environment Pietro Mezzi,
  • General Director Sebastiano Antonio Purcaro,
  • the Eng. Marcus Pompilius,
  • the technicians Cinzia Cesarini, Emanuela Coppo and Giovanni Longoni from the Metropolitan City of Milan.

OUTCOME:

The Councilor Delegate for Territorial and Environmental Planning of the Metropolitan City, with the help of his technicians, presented the Metropolitan Territorial Plan which has as its main themes: the reduction of land consumption, resilience to climate change, hydraulic invariance and encouraging public mobility. After an exhaustive debate the topic was considered discussed.

Agenda:Update to the application of ordinances 63 and 65 of 2014 concerning the regulation of the operating hours of amusement arcades and machines with money winnings.  

OUTCOME:

The Deputy Director of the Urban Economy and Labor Directorate illustrated the current situation regarding the application of the ordinances on respecting the operating hours of gaming halls. The Deputy Commander of the Local Police provided the data relating to the sanctions that were imposed in this regard. They therefore responded to the requests for information formulated by the Councilors regarding the new installation of slot machines, the observance of distances from meeting places and the methods with which checks are carried out.

Council Commission for Social Policies and Health Services, Volunteering (Chaired by Councilor Vasile Angelica)
Agenda: “Devices to support disabled transport”. Councilor Gabiele Rabaiotti will be present.

OUTCOME:

Councilor Rabaiotti, the General Director of the Social Policies Area and the Head of the Income Support Office illustrated the procedural innovations for obtaining reimbursement of expenses incurred by disabled people or their families, for mobility needs . The maximum amounts payable by the individual user by income bracket were also made known and the ISEE criterion was illustrated, as a parameter for admission to the benefit. Off topic, a Councilor raised the problem of a baby gang, made up of non-EU and unaccompanied minors, present in the city and the opportunity to identify new access to Palazzo Marino for people with mobility difficulties.

Council Commission for Education, Instruction, University and Research (Chaired by Councilor Pontone Marzia)
Agenda:  Schools Technical Area Del.183 circ.288 SUBJECT: Recognition of Off-Balance Sheet Debt pursuant to art. 194 paragraph 1 letter e) of the Tuel Legislative Decree 267/2000 and subsequent amendments, for 21.002,69 euros (including 22% VAT), deriving from the safety of a portion of the roof contaminated by material containing asbestos torn down by atmospheric phenomena in the school complex in via Paolo Uccello, 1/a.-Zone 8. Will participate: Councilor for School Buildings: Paolo Limonta

Report on the meeting with the Principals held on 30/01/2020 and the further initiatives involving the Municipalities and the Organizational Positions of the Municipal Administration.

OUTCOME:

In the presence of the Councilor for School Buildings, the resolution to recognize an off-balance sheet debt due to an unforeseen maintenance intervention on a school building was illustrated. Afterwards, the Councilor reported to the councilors the contents discussed in the recent meeting with the Principals, in order to provide them with information on the collaboration of the Department with the various Milanese Municipalities.

Council Commission for Tourism, Territorial Marketing, Wellbeing, Sport and Leisure (Chaired by Councilor Fumagalli MarcoCarlo)
Agenda: “Hearing of Pasquale Di Molfetta aka Linus – with the task of professional collaboration to provide support to the mayor's policy activities for major cultural, sporting and solidarity events and in the field of information and awareness raising regarding policies public, youth policies,    health, urban policies and sustainability ”. Will participate:

  •   Sports Area Director: MARIO ALMASIO;

OUTCOME:

The Sports Councilor and the professional consultant to support the Mayor's activities for major events have provided specifications relating to cultural and sporting events aimed at promoting citizen participation in the life of Milan and increasing the international visibility of the city; survey data was highlighted which confirmed the positive perception. The Councilors expressed their reflections on the merits and put forward some proposals.

OUTCOME:
