Agenda: Hearing We World Onlus and Onde Rosa regarding the Tampon Tax.

OUTCOME:

Representatives of the associations We World and Onde Rosa illustrated the initiative, which has been underway for some years, which calls for the reduction of VAT from 22% to 5% on products for the protection of feminine hygiene, as already happens in other European countries . This proposal has been accepted by various members of the Italian Parliament and it is hoped that, when the next financial law is approved, it can be accepted. Furthermore, they ask that the Municipality of Milan also adopt price reduction policies on these products by intervening with agreements to be activated at municipal pharmacies. The Councilors offered their support to the national initiative and proposed to intervene in municipal pharmacies for discounts on these products

Joint Council Commission Urban Planning-Private Construction, Milanese Agricultural System and Mobility-Transport-Environmental Policies-Energy-Civil Protection-Animals-Green (Presided by Councilor Ceccarelli Bruno and Councilor Monguzzi Carlo)
Agenda: Large Forlanini park project. The following will participate in the work of the Commission:

  • Councilor Pierfrancesco Maran,
  • the architect Simona Collarini, the architect. Paola Viganò and the architect. Franco Zinna of the Municipality of Milan.

OUTCOME:

The Councilor and the guests illustrated the contents of the “Grande Parco Forlanini” project within the Southern Milan Agricultural Park. The need to create a single system that can collect sporting and recreational activities, public facilities and agricultural areas, already present within the park, was highlighted through the definition of a network of routes for the construction of a park Metropolitan that goes beyond city limits. It was also underlined that the costs for carrying out the project will be limited.
A debate followed during which the Councilors asked questions to which the Councilor provided answers.

Council Commission for Security and Social Cohesion, Local Police (Chaired by Councilor Pantaleo Rosario)
Agenda: Approval of resolutions: URBAN SAFETY DIRECTORATE - No. 246 Recognition of off-balance sheet debts, pursuant to art. 194 paragraph 1, letter. A) of Legislative Decree 267/2000, deriving from the payment of legal expenses for unfavorable executive judicial measures issued by the Judicial Authority against the Municipality of Milan in appeals against violations ascertained by the Local Police, by the voluntary ecological guards, by the operators ecological operators Amsa and other public inspectors, for a total of €7.378,07. URBAN SAFETY DIRECTORATE - No. 257 Recognition of off-balance sheet debts, pursuant to art. 194 paragraph 1, letter. A) of Legislative Decree 267/2000, deriving from the payment of legal expenses for unfavorable executive judicial measures issued by the Judicial Authority against the Municipality of Milan in appeals against violations ascertained by the Local Police, by the voluntary ecological guards, by the operators ecological operators Amsa and other public inspectors, for a total of €13.557,22. The commission will be attended by:

  • of the Deputy Mayor-Councillor for Security, Anna Scavuzzo; 
  • of the Deputy Commander of the Local Police, Paolo Ghiradi.

OUTCOME:
The Deputy Mayor, as well as Councilor for Security and the Deputy Commander of the Local Police, illustrated resolutions 246 and 257, concerning off-balance sheet debts deriving from proceedings in which the Municipality was unsuccessful, in relation to fines imposed by the Local Police, by the Volunteer ecological guards, from Amsa ecological operators and other public inspectors, for violations of the highway code. At the end of their presentations, as there were no questions from the Councillors, the President declared the two provisions discussed, sending them to the Council debate.

Joint Council Commission on Policies for Work - Economic Development - Productive Activities - Trade - Human Resources - Fashion - Design and Urban Planning - Private Construction, Milanese Agricultural System (Presided by Councilor Specchio Laura and Councilor Ceccarelli Bruno)
Agenda: GENERAL MANAGEMENT - Resolution no. 263 Circ. 384 Approval of the Regulation on Temporary Light Occupations of Public Land of the Municipality of Milan. The following will participate in the work of the Commission:

OUTCOME:

Councilor Maran illustrated in depth the content of resolution no. 263, which structures the work started 7 months ago to help commercial establishments and encourage the presence of customers in an emergency situation. It specified the contents concerning the adaptation of concessions, the methods for obtaining heating, the installation of structures on pavements or pedestrian areas, on the roadway or in green areas, the contribution from Municipalities and DUC, environmental protection and the urban decor, the opening times of the structures installed, the sanctioning regime.
The councilors expressed considerations on the merits and asked some questions to which Councilor Tajani and Councilor Maran provided complete answers.
At the end of the discussion, the Presidents declared the provision to be discussed and which can continue its process in the City Council.

Council Commission for Social Policies and Health Services, Volunteering (Chaired by Councilor Vasile Angelica)
Agenda: Recovery of Milan Help. Councilor Rabaiotti will be present.

OUTCOME:

The Councilor for Social Policies and the officials of the offices under his responsibility illustrated what was achieved with the "Milano Help" project in the first phase of the pandemic and what is being achieved now, in the second phase, then answering the questions of the Councillors.

Agenda: Next Generation Eu: from ReactEu additional funds also for cities? State of art. The Director of the European Commission responsible for structural funds in Southern European countries, Nicola de Michelis, will be present at the hearing.

OUTCOME:

The Director of the European Commission responsible for structural funds in Southern European countries provided specifications relating to ReactEU, the bridging mechanism towards the new programming of European structural funds envisaged by the Next Generation EU Covid recovery package. A fundamental element to ensure good governance of these resources is to have fewer projects on which to apply them, valid ideas and speed up the preparation of the Programs since they are already late for departure. The Councilors expressed doubts on the merits.

Agenda: Audition of Claudio Longhi, Director of the Piccolo Teatro. Will participate:

OUTCOME:

The Councilor for Culture announced the approval by the Council of the guidelines for the stipulation of the new agreement with the Piccolo Teatro. The new Director of the latter has explored the role of the Piccolo Teatro, in its both public and international vocation, having been recognized as "Theatre of Europe" by ministerial decree. He then focused on income support measures for entertainment workers, as well as on the need to encourage theater education in schools, provide support to young artists, develop digital theater practices and on the subject of environment and sustainability. The Director of the Piccolo Teatro therefore responded to the requests for information formulated by the Councilors regarding multi-disciplinary experiences, the organization of international festivals and collaborative relationships with other Milanese and European theatres.

Council Commission Mobility-Transport-Environmental Policies-Energy-Civil Protection-Animals-Green (Chaired by Councilor Monguzzi Carlo)
Agenda: Resolution N/242 ENVIRONMENTAL TRANSITION DIRECTORATE, ENERGY AND CLIMATE AREA: "Adoption of the Air and Climate Plan of the Municipality of Milan". Councilor Marco Granelli will be present

OUTCOME:

The proposed Resolution no. 242, concerning the Adoption of the Air-Climate Plan of the Municipality of Milan and discussed during the session, was illustrated by Councilor Granelli and the Managers of the Environmental Transition Directorate. The Plan presented is structured into five distinct homogeneous areas: "Healthy and inclusive Milan"; “Milan connected and highly accessible”; “Milan with positive energy”; “Fresher Milan”; “Aware Milan”. Each identified area is accompanied by concrete actions to be implemented in the short/medium term as a response from the Municipality of Milan to the adherence to the international commitments undertaken. During the ensuing debate, some doubts were raised about the implementation times, which according to some were too long and impracticable according to others, about the actual costs incurred and to be faced and about the need to coordinate these initiatives with those of other neighboring territories because are truly effective. The discussion on the proposed Resolution no. 242, not having been concluded, will continue in other dedicated Commission sessions.

Agenda: The Milan Bollate Prison from 2003 to the Covid emergency: the experience in the Institute of Dr. Cosima Buccoliero. They will speak:

  • the dr. Pietro Buffa - Regional Superintendent of the Lombardy Penitentiary Administration;
  • the dr. Francesco Maisto - Guarantor of the rights of persons deprived of liberty;

  • for Osservatorio Carceri - Dr. Luisa Della Morte and Dr. Corrado Mandreoli.

OUTCOME:

During the session, the outgoing President of the Bollate Prison took stock of her multi-year stay at the Institute. Councilors and guests were thus able to pay their gratitude to the work carried out by the President, recognized on several occasions as exemplary for commitment, professionalism and humanity in such a controversial and problematic area as the prison one.
