Agenda:Measures for health and housing emergencies, continuation of discussion of March 26th. Councilors Gabriele Rabaiotti and Pierfrancesco Maran will participate in the Commission.

OUTCOME:

In the presence of the Councilors for Social and Housing Policies, and Urban Planning, Green and Agriculture, an update was held on the transitional measures implemented by the Administration to deal with the Covid-19 emergency in the housing sector, both for families and for individual citizens who, for the most disparate reasons, do not have the guarantee of their own accommodation and at the same time must undergo health quarantine. To date, various hospitality models are being tested, both for reception and health protection, to respond as quickly as possible to the serious situation that the city is facing in these weeks of crisis. The data relating to the Administration's public call addressed to hoteliers who wanted to make new beds available to the city to offer to people in difficulty were presented.

Agenda: "Home Shopping" initiative: geolocalized map of small commercial businesses that make home deliveries. They will be present:

OUTCOME:

The Director of the Commerce and Productive Activities Area and the competent Councilor illustrated through slides the methods with which a geolocalized map, traceable on the Municipality's website, of the commercial activities that make home deliveries was created. They then responded in detail to the questions of the Councilors and the President.

Agenda: Health emergency in RSAs. They will be connected:

OUTCOME:

The ATS managers explained the methods through which the RSAs were offered the possibility of establishing post-acute paths for Covid patients in the recovery phase and discharged from hospitals, committed to facing the epidemic wave, specifying the protocol to be followed to guarantee areas not communicating with those used by guests. They provided data regarding the number and percentage of guests for whom contracting the virus and deaths were confirmed or suspected, as well as the number of workers currently ill. They illustrated the document prepared for the RSAs, a manual / questionnaire to be returned to ATS to understand the difficulties encountered and obtain support. The councilors intervened by highlighting some peculiarities and asked questions on these in order to obtain more information and clarifications. The managers provided answers on the merits. Given the numerous requests to speak, the Presidents have ordered the postponement of the session to another date to conclude the examination of the issues.

Agenda: Civil Protection activities in the context of the health emergency for Covi-19. The Deputy Mayor Councilor for Security, Anna Scavuzzo, will be present.

OUTCOME:

The Deputy Mayor, Councilor for Safety, illustrated the activities carried out for the coronavirus emergency by the Civil Protection and the Municipal Operations Center, as well as the purchases made by the Municipality of Milan of personal protection masks, disposable gloves, hospital gowns, gel disinfectants, thermoscanners, oxygen meters, protections for doors, visors and protective glasses to be allocated to municipal employees and volunteers working in the emergency, municipal RSAs, communities for minors, subsidiary companies, taxi drivers, newsagent and traders. You also provided information regarding the food support activities provided to the neediest families. It therefore responded to the requests for information formulated by the Councilors regarding the methods of distribution of individual safety devices, the measures implemented by the Local Police to combat scams for the sale of protective masks, as well as the situation of the hubs for the distribution of food goods.

Agenda: Existing collaboration agreements Updates and activities in place during the covid emergency. They will speak:

OUTCOME:

The Councilor for Participation, Active Citizenship, Open Data and the speakers, invited to the commission, provided specifications relating to the implementation of the collaboration agreements in place during the Covid-19 emergency; it was highlighted that the activity relating to co-planning has not been interrupted despite the particular period, but is affected by the prospects regarding both the duration of the closure phase and the methods of implementation of phase two because all the collaboration have a strong social, aggregation and collaboration component. It was, therefore, necessary to think about an online implementation method where possible, but it is also important to reflect on the possible actions inherent to those projects that require maintenance activities. The Councilors asked questions on the merits which were given exhaustive answers.

Agenda: The 2014/2020 European structural funds to finance activities related to the Covid-19 emergency in Milan. Dario Moneta, Director of the Plan Management and Monitoring Authority, will be present at the hearing.

OUTCOME:

The President and the Offices provided clarifications on the possibility that the Municipality of Milan has to reprogram part of the 2014/2020 European structural funds, not yet used, to support the COVID 19 health emergency.
They clarified that, to proceed in this direction, the municipal administration will have to freeze some projects, already financed, which may be definitively abandoned, set aside and subsequently financed with municipal resources, with the Development and Cohesion Fund or be included in the future programming 2021/2027.
A debate followed during which the Councilors asked questions which were answered.
