OUTCOME:

During the session, the fund, made available by the State Fines Fund, was discussed for the housing of prisoners, who should be released from prison for transitional periods or to serve their sentence in a home. Furthermore, the Lombardy Region's delay in approving the resolution, which would allow the publication of the tender relating to the use of these resources, was highlighted. The Councilor for Social Policies, the Superintendent of the Penitentiary Administration of Lombardy, the Prisoners' Guarantor and various representatives of institutions or entities operating in prisons as well as the City Councilors expressed their opinions on this topic.

OUTCOME:

The Councilor for Housing Policies illustrated the contents of the public notice on rent support measures following the economic difficulties resulting from the COVID-19 emergency. A contribution has been provided for the owners of the accommodation up to the value equal to 4 months' rent and in any case no more than Euro 1.500, with the aim of covering the cost of rent not paid or to be paid. It therefore responded to the requests for information formulated by the Councilors regarding the requirements necessary to obtain the contributions, in relation to residence, income status, presence of minors or disabled people in the family unit. He then announced that additional resources will be provided to deal with cases of innocent arrears in favor of those who have lost their jobs due to the COVID-19 health emergency.

OUTCOME:

The Guarantors of the Rights of Children and Adolescents of the Municipality of Milan and the Lombardy Region have provided specifications regarding the protection of children and adolescents; it was highlighted how the health emergency due to Covid-19 has changed their lives. They therefore agreed on the need to work in synergy with the various bodies, associations and public and private structures present in the area through a shared path to support them. The Councilors intervened by asking questions on the merits, but as the time available was over, the Presidents deemed it necessary to update today's commission.

The Councilors for Urban Planning and Mobility reported on the new mobility and cycling designed for the post-health emergency, also illustrating the first data on traffic and public transport, referring to the first day of Phase 2. They then answered the questions posed by the Councillors.

OUTCOME:

In the presence of the Councilor for Tourism, Sport and Quality of Life, as well as the managers and representatives of the major organizations that bring together basic sporting activities at a local level, the continuation of the discussion took place on the urgent measures to support the sector, which has been seriously affected from closures due to the Covid-19 epidemic. The councilors present were thus able to put forward concrete proposals to integrate with the measures already being studied by the Administration, opinions and ideas positively gathered by the Councilor and sports operators.

Agenda: Situation of small artisan businesses in the Covid-19 emergency. Participants will be:

OUTCOME:

The Secretaries of the Associations Unione Artigiani di Milano, CNA Lombardia and APA Confartigianato Milano illustrated to those present the very serious extremes of the crisis that the economic activities they represent, in the city and in the province, are experiencing due to the health emergency and the subsequent provision of confinement and closure. They underline the very significant economic damage suffered by their representatives and call for a series of measures that the Municipality of Milan will be able to take on (concrete reduction in bureaucratic times, adequate fiscal policies regarding municipal taxes valid for the period, strong pressure on higher institutions to ensure decide on benefits, access to liquidity, facilities to allow us to start again with less suffering). The protest demonstration that took place this morning in the city center was remembered. The President of the Commission assured that, in the short term, those responsible for the other categories involved in the crisis will be heard.

OUTCOME:

The guests focused on the difficulties that the Covid 19 emergency has brought to the lives of children with disabilities, resulting in an interruption of care, education and inclusion projects.
The need for greater coordination between the Municipality, ATS, ASST, school and Third Sector and for a work plan that starts from the needs of children and families was therefore underlined.
A debate followed during which the Councilors formulated considerations on the merits.

The Councilor for Culture illustrated the criteria adopted by the Municipality of Milan for the reopening of cultural services, which provide for a gradual reopening of museums, exhibition spaces and libraries, placing emphasis on the measures that will be adopted to protect employees and users of these services from the possible possibility of being infected by Covid19. He also declared that promotional campaigns will be launched to encourage local and regional tourism in the city, waiting to be able to restart with foreign tourism, in conjunction with the restart of exhibitions, such as La Tour at Palazzo Reale and other cultural events. The Councilors asked for some clarifications which were promptly answered.
