Agenda:"Europe Project: The path of the founding fathers and founding mothers of Europe: Milan - Ventotene". The following will participate in the work of the Commission at the hearing: prof. Renato Di Gregorio - Head of the "Europe Project" of the Municipality of Ventotene.

OUTCOME:

The Head of the project "The Path of the Founding Fathers and Founding Mothers of Europe" illustrated to the Commissioners present the main elements of the same (interdisciplinarity paths with the aim of facilitating the integration process, establishment of Friendship Pacts and Twinning among the different realities of the continent, education programs aimed at young people, for the implementation of common projects, funding for initiatives identified for the purpose). He patently traced the centrality of the island of Ventotene, already home to the confinement of the same name, where the "Manifesto for a free and united Europe" was actually drawn up, whose signatories were confined there and the importance of the city of Milan in life of those same protagonists.

OUTCOME:

The Mobility Councilor and the Director of Human Resources and ATM Organization have provided specifications relating to the topic of the renewal of benefits for relatives of ATM employees and for pensioners also in light of the situation that the ATM company is facing due to the Covid emergency. The representatives of the trade union organizations were interviewed and highlighted their mutual commitment to finding an adequate solution; in the meantime, the extension of the resolution in place since last year has been requested in order to reach an agreement. The Councilors asked questions on the merits which were given exhaustive answers.

OUTCOME:

The Housing Councilor and the President of MM explained how the opportunity offered by the "Relaunch Decree" will be exploited to make part of the ERP housing stock owned by the municipality more efficient. They then responded to the questions posed by the Councilors and, at the end, the Presidents agreed to reconvene the Commissions on the topic, when a more precise picture of the programming of the interventions will be available.

A) of Legislative Decree 267/2000, deriving from the payment of legal expenses for the unfavorable executive judicial measures issued by the Judicial Authority against the Municipality of Milan in appeals against violations ascertained by the Local Police for a total of € 21.640,87. :

OUTCOME:

The Security Councilor illustrated resolution no. 219, concerning the recognition of off-balance sheet debts for the payment of legal expenses of 54 executive judicial orders issued by the Judicial Authority, unfavorable towards the Municipality of Milan, in appeals against violations ascertained by the Local Police. At the end of the illustration, the President of the Commission declared provision no. discussed. 219, which may be submitted to the City Council for examination.

The Presidents invited the councilors, the Presidents of Municipalities and the Presidents of the Municipal Council to evaluate the possibility of modifying some points of the Municipal Regulations starting from the work carried out with the same institutions in recent years. They hypothesized of organizing a work that identifies shared themes that would allow a modification of the Regulation so that the Municipalities begin to assume the role that is also recognized in the Statute of the Metropolitan City. The speakers shared the reading and observed that the Municipalities cannot continue to have a secondary role, therefore, with different nuances, they identified some articles which, in their opinion, should be changed, better specified and implemented. The Presidents therefore invited the participants to prepare some ideas that will make it possible to resume work when work resumes.

OUTCOME:

The guests illustrated the projects launched at the Opera prison which focus on the use of horses as therapy for disabled children and as an opportunity for prisoners to learn a profession, underlining how this is part of the push to open the prison to territory. They also explained how they managed to equip a space to make it usable as a summer school for the children of Penitentiary Police officers. The councilors expressed themselves positively regarding the projects and underlined how these are a stimulus for the reintegration of prisoners. Finally, the Guarantor for the rights of persons restricted in their freedom has indicated some paths to ensure that the tools which, although late, were used to avoid the complete isolation of prisoners during the lockdown can continue to be present in order to facilitate contact with the outside.

OUTCOME:

The Councilor for Education and the Councilor for Social Policies have provided updates regarding the opening of the summer centers relating to the "Summer School and educational services 0-6" project also in relation to the ministerial guidelines present in the Decree of 3 August 2020. The different proposals by age group were therefore highlighted with a particular focus on the summer centers spread throughout the city: recreational, recreational and educational activities for children between 6 and 14 years of age to be carried out in the courtyards of ERP condominiums. The Councilors asked questions on the merits which were given exhaustive answers.

Agenda: One Stop Shop Area for Construction - Proposal for resolution No. 221 “Recognition of an off-balance sheet debt pursuant to art. 194, 1st paragraph letter. a), Legislative Decree 267/2000, for the amount of €27.040,83 due to Edilgudo Srl including legal interest calculated from the day of the legal claim, in compliance with the Lombardy Regional Administrative Court ruling no. 503/2019.” One Stop Shop Area for Construction - Proposal for resolution No. 224 “Recognition of an off-balance sheet debt pursuant to art. 194, 1st paragraph, letter. a), Legislative Decree 267/2000 for the amount of €26.027,30 due for the reimbursement of the fine paid in excess by the company Santuguzzone 5 Srl, including legal interest, in compliance with sentence no. 2270 of 28/10/2019 issued by the TAR for Lombardy. The following were invited to the Commission's work:

  • the architect Mario Francesco Carrillo of the Municipality of Milan.

OUTCOME:

The Offices illustrated the contents of the provisions in question, clarifying that it concerns the recognition of two off-balance sheet debts in compliance with sentences of the Lombardy Regional Administrative Court. They pointed out that it will be possible to proceed with the payment of the amounts only following the approval of the aforementioned off-balance sheet debts by the City Council. At the end of the explanation and the interventions of the Councillors, the President declared resolutions no. 221 and no. discussed. 224 which can be submitted to the examination of the municipal council. Before the conclusion of the Commission, some Councilors criticized the fact that the felling of trees had begun in the area of ​​the North Park where the lamination tank will be built to stop the flooding of the Seveso.

Agenda: Culture, fight against discrimination and accessibility. The Councilor for Culture Filippo Del Corno and some speakers will be present at the commission.

OUTCOME:

The Councilor for Culture introduced the topic of combating discrimination and accessibility to cultural offers and performing arts, mentioning some initiatives and festivals that have taken place on these issues. A freelance artist and deaf activist among the founders of the "Al Di Qua" association, a Scottish classical dancer, as well as an artist and operator of Fattoria Vittadini, Festival del Silenzio and Think Pink, leader in the creation of ATS Tipici and ATS Vapore. The debate was therefore opened between the Councilors on the fact of making cultural spaces as accessible as possible to people with disabilities, taking into account the different types of disabilities, not only motor ones, but also sensory ones, promoting inclusion paths to school level on these topics and define a strategic plan on cultural offerings to combat discrimination against people with disabilities.

Agenda: "Update of epidemiological analysis relating to the mass study on SARS-CoV-2 seroprevalence in Lombardy". The study conducted by the Department of Biomedical and Clinical Sciences of the University of Milan will be carried out in four Lombardy municipalities. "The following will be present at the meeting:

OUTCOME:

The Mayors of the Municipalities of Carpiano and Vanzaghello reported to the Commissioners the results of the tests on seroprevalence in their respective territories, conducted by the Department of Biomedical and Clinical Sciences of the University of Milan, last July. From the study, to which residents and visitors of those Comini were subjected, on a voluntary basis, starting from the age of six, in one case and from 12, in the second, a relatively low spread of the pandemic emerged. This research will be useful in analyzing the spread of the virus in the coming months and for the resumption of teaching activities in September. Furthermore, given the high number of citizens who made themselves available, a significant spirit of collaboration was highlighted in addition to the understandable personal concern of the test participants.
