Joint Council Commission MOBILITY, TRANSPORT, ENVIRONMENTAL POLICIES, ENERGY, CIVIL PROTECTION, ANIMALS AND GREEN e VERIFICATION AND CONTROL OF PARTICIPATED ENTITIES (Chaired by Councilor Monguzzi Carlo and Councilor De Pasquale Fabrizio)
Agenda: inspection at Linate Airport, door 1, departures floor. to verify the renovation project of the runways and the airport.

OUTCOME:

The Councilors went to Linate airport where the project for the renewal of the runways and the terminal was illustrated. Particular attention was paid to the new safety systems that will be introduced on the track, the demolition and reconstruction of building F, which will allow for an increase in commercial spaces and comfort for passengers and the new machinery that will be used for the transport of luggage .

Council Commission URBAN PLANNING, PRIVATE BUILDINGS, MILAN AGRICULTURAL SYSTEM e TOURISM, TERRITORIAL MARKETING, WELL-BEING, SPORT AND LEISURE (Chaired by Councilor Ceccarelli Bruno and Councilor Fumagalli MarcoCarlo)
Agenda: “ At the SAN SIRO Stadium in Milan in order to evaluate the critical issues related to the third ring of the same and in general the state of the structure as a whole. Will participate:

OUTCOME:   

The Councilors went to the stadium, where the Sports Area Director illustrated the problems of the vibrations of the Third Ring, which arose only once, in an anomalous way, during a championship match last April, at the moment in which approximately 1800 Atalanta fans started jumping in sync. After clarifying that the structure of the plant is constantly monitored and is in excellent condition, he explained that a pool of experts has thought of two solutions, to ensure that if such a situation were to occur again, the public would not panic, even though there is no danger. The first solution, of a managerial and more immediate nature, is to prevent access to spectators in three sectors in both curves of the third ring, for a total of 2.350 fewer spectators. The second solution, still under study and of a structural nature, is to place steel cubes between the corners of the curves and the central part of the same, in order to counter-balance any undulating movements and excessive vibrations caused by spectators jumping in synchronous.

Joint Council Commission INTERNATIONAL AFFAIRS, POST EXPO, EUROPEAN POLICIES e SUBURBS (Chaired by Councilor Pacente Carmine and Councilor Osculati Roberta)
Agenda: Presentation of the role of Consulta Periphery Milan as a member of "Amateo" the European network for participation in cultural activities, and possible collaboration projects with the Municipality of Milan.
Dr. Giorgio Bacchiega, Director of the Suburban Studies Center - CMP and Member of the "Amateo" Research and Documentation Group will speak.

OUTCOME:

The guest clarified that Consulta Periferie Milano is a platform, founded in 2005, which pays attention to the issues of the suburbs and is currently made up of 40 cultural, social and commercial associations and committees that share projects and initiatives with 150 of them associations and institutions within the Municipality of Milan.
He clarified that from 2005 to today, 120 conferences and study seminars have been held, 60 lessons planned within the neighborhoods and socio-musical entertainment with 800 concerts which saw the participation of 40 amateur city choirs.
A debate followed during which some Councilors asked for clarifications to which the guest responded.

Joint Council Commission EQUAL OPPORTUNITIES AND CIVIL RIGHTS,CULTURE e EDUCATION, INSTRUCTION, UNIVERSITY AND RESEARCH (Presided over by Councilor De Marchi Diana, Councilor Turco Angelo and Councilor Limonta Paolo)
Agenda: Little big stories of Milan at the end of the 19th century from the archives of Martinitt, Stelline and Trivulzio: the educational laboratories for schools and the new research projects on women's work. There will be: l

  • the Councilor for Education and Instruction Laura Galimberti;
  • Cristina Cenedella, Director in charge of Historical Archives, Cultural Initiatives and the Martinitt e Stelline Museum;
  • Chiara Zeroli, Head of Collections and Public Relations;
  • Maria Teresa Sillano, volunteer, Activities Manager for the adult public "museum Tuesdays".

OUTCOME:

The managers of the Martinitt and Stelline Museum explained what is achieved in their Institute, with particular reference to the activities carried out in the educational laboratories dedicated to schools.
The Commissioners, who had already visited the museum in a previous inspection, complimented the historical dissemination function carried out by it and highlighted, with suggestions, the need to make this place more accessible to Milanese school pupils and citizens with more widespread and targeted advertising.

Joint Council Commission INSTITUTIONAL AFFAIRS - METROPOLITAN CITY AND MUNICIPALITYe PARTICIPATION, POPULAR INITIATIVE, OPEN DATA (Chaired by Councilor Censi Arianna and Councilor Bossi Emilia)
Agenda: "Amendment of Municipal Regulations". The Mayor's delegate Andrea Fanzago will be present.
OUTCOME:

The Mayor's Delegate to the Municipalities illustrated the salient features of the Regulation of the New Municipalities, the problematic aspects and the tools for an adequate revision of the same. The main findings that emerged during the debate were related to the resources to be allocated to each individual municipality and the specific competences. The need to revisit the text, it has been argued, is necessary for the effective functioning of the Municipalities.

Joint Council Commission on WORK POLICIES, ECONOMIC DEVELOPMENT, PRODUCTION ACTIVITIES, TRADE, HUMAN RESOURCES, FASHION AND DESIGN and SUBCOMMISSION ON PRISONS, PUNISHMENTS AND RESTRICTIONS (Presided by Councilor Specchio Laura and Councilor Pirovano Anita)
Agenda: inspection in v.le Monza 338 - Cidiesse laboratory - dedicated to the project for the socio-work inclusion of young people in juvenile detention and unaccompanied foreign minors.


OUTCOME:

The Commission went to visit the Cidiesse Laboratory in viale Monza n. 338 to verify the training activities that are carried out for young people in juvenile detention and unaccompanied foreign minors, for the purposes of their socio-work integration.

Council Commission for EQUAL OPPORTUNITIES AND CIVIL RIGHTS (Chaired by Councilor De Marchi Diana)
Agenda: Lombardy Regional Observatory ORA system and the Anti-Violence Centers of the DiRe Network. They will be present:   

  • Manuela Ulivi - President of CADMI - Home for battered women;    
  • Miriam Pasqui - Social Emergencies Area Rights and Inclusion - Social Emergencies Coordination Unit.

OUTCOME:

The speakers invited to the Commission provided specifics regarding the topic on the agenda, highlighting that the obligation, implemented by the Lombardy Region, to acquire and register in the regional database the tax code of women welcomed in Anti-Violence Centers openly contrasts with the constraint of anonymity which is present in the National Charter signed by the Di.Re centers. The Councilors expressed their reflections on the merits.

Agenda:  “Report on Leonardo's five hundredth anniversary”.
There will be:

OUTCOME:

In the presence of the Councilor for Culture and the Director of the Castello Superintendence Area, the complete schedule of the many initiatives planned in Milan for the five hundredth anniversary of Leonardo da Vinci, distributed in the semester between 2019 and 2020, was illustrated to the councilors present. thus being able to appreciate the variety of cultural proposals and artistic initiatives, in the museum and exhibition fields, which will celebrate the genius of Vinci, who spent most of his life in the city of Milan.

Joint Council Commission HOME - PUBLIC WORKS, ERP and ANTI-MAFIA (Chaired by Councilor D'Amico Simonetta and Councilor Gentili David)
Agenda: “Modifications to the contract code introduced by the so-called Sblocca Cantieri Decree”. They will be present: 

  • Maria Lucia Grande  Central Director of Unica Procurement  
  • Nunzio Dragonetti Director of the Goods and Services Tenders Area.

OUTCOME:

The Offices explained in great detail the changes made to the Contract Code introduced by the “Sblocca Cantieri” Decree. They focused on some points and underlined how some changes may be difficult to interpret both for the offices that will have to apply them and for those who will have to comply. The councilors made considerations on the merits and asked some questions to which the offices provided timely answers.
